外務省は、在本邦アメリカ合衆国大使館に敬意を表するとともに、一九七九年のジュネーヴ無線通信規則の規定に従い、一方の国の免許を与えられたアマチュア無線従事者が他方の国においてその無線局を設置し及び運用することの許可の相互付与に関する日本国政府及びアメリカ合衆国政府の代表者の間の討議に言及する光栄を有する。
The Ministry of Foreign Affairs presents its compliments to the Embassy of the United States of America and, has the honor to refer to discussions between representatives of the Government of Japan and the Government of the United States of America relating to the reciprocal granting of authorization5 to permit licensed amateur radio operators of either country to establish and operate their stations in the other country, in accordance with the provi5ions of the radio regulations, Geneva, 1979.
外務省は、更に、日本国政府が相互主義に基づき日本国の電波法の規定に従つて前記の許可に関する次の措置をとる用意を有することをアメリカ合衆国大使館に通報する光栄を有する。
The Ministry has further the honor to inform the Embassy that the Government of Japan is prepared to take, on a reciprocal basis, the following measures concerning the aforementioned authori2ations in accordance with the provisions of the Radio Law of Japan.
一 アメリカ合衆国の国民であつて、自国政府よりアマチュア無線従事者としての免許を与えられ、かつ、自国政府より免許を与えられたアマチュア無線局を運用する者は、相互主義に基づき、次の条件の下に、日本国においてアマチュア無線従事者として自己の無線局を設置し及び運用することを日本国政府より許可される。
1. A United States national who is licensed by his Government as an amateur radio operator and who operates an amateur radio station licensed by his Government will be permitted by the Government of Japan, on a reciprocal basis and 5ubject to the conditions stated below, to establish and operate his station as an amateur radio operator in Japan.
二 アマチュア無線従事者として自国政府より免許を与えられたアメリカ合衆国の国民は、一に規定するアマチュア無線従事者として自己の無線局を設置し及び運用することが許可される前に、日本国の郵政省よりそのための免許を得なければならない。
2. A United States national who i5 licensed by his Government as an amateur radio operator shall, before being permitted to establish and operate his station as an amateur radio operator as provided for in paragraph 1, obtain from the Ministry of Posts and Telecommunications of Japan an authorization for that purpose.
三 日本国の郵政省は、同省が定める条件の下に、二のアメリカ合衆国の国民に免許を与えることができるものとし、また、日本国の現行関係法令に基づき、その都合によりいつでもその免許を取り消ずことができる。
3. The Minis try of Posts and Telecommunications of Japan may issue an authorization to a United States national, as Prescribed its Paragraph 2, under such conditions and terms as it may prescribe, and may cancel the authorization at its convenience at any time according to the related laws and regulations in force in Japan.
許可の相互付与は、この口上書の日付の日から三十日で開始する。日本国政府が前記の措置を終了させることを希望する場合には、アメリカ合衆国政府に対し六箇月前に書面により通報する。
The reciprocal granting of the authorizations will commence thirty days from the date of the present note. If the Government of Japan wishes to terminate the foregoing measures it will give six months notice in writing to the Government of the United State5 of America.

アメリカ合衆国大使館は、日本国政府に敬意を表するとともに、一九七九年のジュネーヴ無線通信規則の規定に従い、一方の国の免許を与えられたアマチュア無線従事者が他方の国においてその無線局を設置し及び運用することの許可の相互付与に関するアメリカ合衆国政府及び日本国政府の代表者の間の討義に言及する光栄を有する。
The Embassy of the United States of America presents its compliments to the Government of Japan and has the honor to refer to discussions between representatives of the Government of the United States of America and the Government of Japan relating to the reciprocal granting of authorizations to permit licensed amateur radio operators of either country to establish and operate their stations in the other country, in accordance with the provisions of the Radio Regulations, Geneva, 1979.
大使館は、更に、アメリカ合衆国が相互主義に基づき、四七U・S・C・三〇三(1)(三)及び四七U・S・C・三一〇(c)により改正された一九三四年の通信法の第三〇三条(1)(三)及び第三一〇条(c)の規定に従つて前記の許可に関する次の措置をとる用意を有することを外務省に通報する光栄を有する。
The Embassy further has the honor to inform the Ministry of Foreign Affairs that the united States of America is prepared to take, on a reciprocal bas is, the following measures concerning the aforementioned authorizations in accordance with the Section 303 (1) (3) and Section 310(c) of the Communications Act of 1934, as amended (47 U. S. C. 303 (1) (3) and 47 U. S. C. 310 (c)).
一 日本国の国民であつて、自国政府よりアマチュア無線従事者としての免許を与えられ、かつ、自国政府より免許を与えられたアマチュア無線局を運用する者は、相互主義に基づき、次の条件の下に、アメリカ合衆国においてアマチュア無線従事者として自己の無線局を設置し及び運用することをアメリカ合衆国政府より許可される。
1. A national of Japan who is licensed by his government as an amateur radio operator and who operates an amateur radio station licensed by his government will be permitted by the Government of the United States, on a reciprocal basis and subject to the conditions stated below, to establish and operate his station as an amateur radio operator in the United States of America.
二 アマチュア無線従事者として自国政府より免許を与えられた日本国の国民は、一に規定するアマチュア無線従事者として自己の無線局を設置し及び運用することが許可される前に、アメリカ合衆国の関係行政機関よりそのための許可を得なければならない。
2. A national of Japan who is licensed by his government as an amateur radio operator shall, before being permitted to establish and operate his station as an amateur radio operator as provided for in Paragraph 1, obtain from the appropriate administrative agency of the United States of America an authorization for that purpose.
三 アメリカ合衆国の関係行政機関は、同機関が定める条件の下に、二の日本国の国民に許可を与えることができるものとし、また、アメリカ合衆国の現行関係法令に基づき、その都合によりいつでもその許可を取り消すことができる。
3. The appropriate administrative agency of the United States of America may issue an authori2ation to a national of Japan, as prescribed in Paragraph 2, under such conditions and terms as it may prescribe, and may cancel the authorization at its convenience at any time according to the relate6 laws and regulations in force in the United States of America.
許可の相互付与は、この口上書の日付の日から三十日で開始する。アメリカ合衆国政府が前記の措置を終了させることを希望する場合には、日本国政府に対し六箇月前に書面により通報する。
