書簡をもつて啓上いたします。本官は、日本国政府の「宇宙開発に関する基本計画」の一部として日本国宇宙開発事業団(以下「事業団」という。)が実施するスペースラブにおける第一次材料実験(以下「実験」という。)計画のため、アメリカ合衆国航空宇宙局(以下「宇宙局」という。)によつて提供される打上げ業務及びその関連業務の条件に関してアメリカ合衆国政府の代表者と日本国政府の代表者との間で最近行われた会談に言及する光栄を有します。
Sir, I have the honor to refer to the recent discussions between the representatives of the Government of the United States of America and the Government of Japan concerning the terms and conditions under which launching and associated services will be furnished by the National Aeronautics and Space Administration of the United States of America (hereinafter referred to as "NASA") for the project of the First Material Processing Test on the Spacelab (hereinafter referred to as "FMPT") undertaken by the National Space Development Agency of Japan (hereinafter referred to as "NASDA") as a part of the "Basic Program concerning Space Development" of the Government of Japan.
本官は、宇宙空間の平和的な探査及び利用の分野において両政府の間に引き続いて存在する相互に有益な関係を考慮し、アメリカ合衆国政府に代わつて次のとおり提案する光栄を有します。
In consideration of the continuing mutually beneficial relationship between oar two Governments in the field of peaceful exploration and use of outer space, I have the honor to propose on behalf of my Government as follows:
1 宇宙局は、宇宙局と事業団との間で合意される実施取決め(了解覚書)及びより詳細にわたる打上げ業務契約(以下「契約」という。)の条件に従い、実費弁済の原則により、事業団の前記の実験計画のため、打上げ業務及びその関連業務を提供する。
1. NASA will furnish launching and associated services for the foregoing FMPT project of NASDA on a reimbursable basis in accordance with the terms and conditions of the implementing arrangements (Memorandum of Understanding), and further detailed in the Launch Services Agreement (hereinafter referred to as "the LSA") to be agreed by NASA and NASDA.
2 1にいう実施取決めは、それぞれの国の法令に従つたものでなければからず、また、千九百八十二年八月六日に合衆国大統領により承認された合衆国の打上げ援助政策についての関連規定に合致するものでなければならない。
2. The implementing arrangements referred to in paragraph 1 above shall be in accordance with the laws and regulations of the respective countries and consistent with relevant provisions of the United States launch assistance policy, approved by the President of the United States on August 6, 1982.
3 アメリカ合衆国政府及び日本国政府は、契約の下で生ずる事実又は法律上の問題に関する紛争解決のために契約に定められる協議手続及び連絡経路を支持する。
3. The Government of the United States of America and the Government of Japan endorse the consultative procedures and communications channels to be set forth in the LSA for resolving any dispute concerning a question of fact or of law arising under the LSA.
本官は、前記のことが日本国政府にとつて受諾し得るものであるときは、この書簡及び貴官の返簡が貴官の返簡の日付の日に効力を生ずる両政府間の合意を構成することを提案する光栄を有します。
If the foregoing is acceptable to your Government, I have the honor to propose that this Note and your Note in reply shall constitute an agreement between our two Governments which shall enter into force on the date of your reply.
本官は、以上を申し進めるに際し、ここに重ねて貴官に向かつて敬意を表します。

本官は、前記のことが日本国政府にとつて受諾し得るものであることを日本国政府に代わつて確認するとともに、貴官の書簡及びこの返簡の日付の日に効力を生ずる両政府間の合意を構成することに同意する光栄を有します。
I have the honor to confirm on behalf of the Government of Japan that the foregoing is acceptable to the Government of Japan and to agree that Your Excellency's Note and this reply shall constitute an agreement between our two Governments which shall enter into force on the date of this reply.
