ワーキング・ホリデー制度のための査証料の相互免除に関する日本国政府とニュー・ジーランド政府との間の取極（口上書）
在ニュー・ジーランド日本国大使館は、外務省に敬意を表するとともに、日本国政府が、日本国と二ュー・ジーランドとの間の一層緊密な協力関係を促進するとの精神の下に、日本国と二ュー・ジーランドとの間の相互理解を促進するため二ュー・ジーランド市民、特に二ュー・ジーランドの青少年に対し日本国の文化及び一般的な生活様式を理解するための一屑広範な機会を提供することを希望し、また、二ュー・ジーランド市民が長期にわたり主として休暇を過ごずために日本国に入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、ニュー・ジーランド市民の日本国への入国に関し、千九百八十五年七月一日から相互主羞に基づき次の措置をとる用意を有することを外務省に通報する光栄を有する。
The Embassy of Japan in New Zealand presents its compliments to the Ministry of Foreign Afairs and has the honour to inform the Ministry that the Government of Japan, in a spirit of promoting closer co-operative relations between Japan and New Zealand, desirous of providing wider opportunities for New Zealand citizens, particularly New Zealand youth, to appreciate the culture and general way of life of Japan for the purpose of promoting mutual understanding between Japan and New Zealand, and wishing to provide arrangements for Working Holidays which are intended to make it possible for New Zealand citizens to enter Japan primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take on a reciprocal basis from the first of July 1985 the following measures with respet to the entry of New Zealand citizens into Japan:
1 日本国政府は、次の各要件を満たす者に対し、発給日から六箇月間有効なワーキング・ホリデーのための一次入国査証を無料で発給する。
1. The Government of Japan will issue, free of charge, a single entry visa for the Working Holiday valid for a period of six (6) months from the date of issue to persons who satisfy each of the following requirements:
(i) ニュー・ジーランドに居住する二ュー・ジーランド市民であること。
(i) be New Zealand citizens who are resident in New Zealand;
(ii) 一定期間日本国において主として休暇を過ごす意図を有すること。
(ii) intend primarily to holiday in Japan for a specific period;
(iii) 査証申請の時の年齢が十八才から二十五才まで(十八才及び二十五才を合む。)であること(日本国政府の権限のある当局が年齢制限を三十才まで延長することに同意する場合を除く。)
(iii) be aged between eighteen (18) and twenty-five (25) years both inclusive at the time of application for the visa, except in those cases where the competent authorities of the Government of Japan agree to extend the limitation of age up to thirty (30) years;
(iv) 子を同伴しない者であること。
(iv) be persons who are not accompanied by children;
(v) 有効な旅券及び帰国のための旅行切符又はこのような切符を購入するための十分な資金を所持すること。
(v) possess a valid passport and a return travel ticket or sufficient funds with which to purchase such a ticket;
(vi) 日本国における最初の滞在期間の生計を維持するための相当な資金を所持すること。
(vi) possess reasonable funds for their maintenance during the period of initial stay in Japan; and
(vii) 健康であり、かつ、健全な経歴を有すること。
(vii) have good health and a sound background.
2 1にいう査証の申請は、在ニュー・ジーランド日本国外交使節団又は領事使節団に対して行われることが必要とされ、また、申請者は、必要なときは、資格決定のため、同使節団の代表者による面接を受ける。
2. Application for the visa mentioned in paragraph 1 above will be required to be mde to a diplomatic or consular mission of the Government of Japan in New Zealand and applicants will be interviewed, when necessary, by the representatives of such mission to determine their eligibility.
3 申請者は、日本語の知識の欠如のみを理由として査証の発給を拒否されない。
3. Applicants will not be refused the visa solely on the grounds of their lack of knowledge of the Japanese language.
4 日本国政府は、1にいう査証を有する二ュー・ジーランド市民に対し最初六箇月までの期間の日本国における滞在許可を付与し、また、適当な場合には、六箇月までの延長を認める。
4. The Government of Japan will grant New Zealand citizens who have the visa mentioned in paragraph 1 above permission to stay in Japan for an initial period of up to six (6) months, and will also grant, where appropriate, an extension of up to six (6) months.
5 日本国政府は、ワーキング・ホリデー査証により日本国に入国した二ュー・ジーランド市民が日本国の法令を遵守し、かつ、ワーキング・ホリデーのための制度の目的に反する仕事に従事しないことを要請する。
5. The Government of Japan will require New Zealand citizens who have entered Japan on the Working Holiday visa to comply with the laws and regulations of Japan and not to engage in employment that is contrary to the purpose of the Working Holiday arrangements.
6 日本国政府は、日本国における青少年団体、文化団体及び地域社会団体がワーギング・ホリデー査証により日本国に入国した二ュー・ジーランド市民のため適切な相談の便宜を与えることを奨励する。
6. The Government of Japan will encourage youth, cultural and community organizations in Japan to provide appropriate counselling facilities for New Zealand citizens who have entered Japan on the Working Holiday visa.
7 日本国政府は、公の政策上の理由により前記の規定の全部又は一部を一時的に停止することができる。このような停止は、外交上の経路を通じて二ュー・ジーランド政府に直ちげ通倍する。
7. The Government of Japan may suspend the foregoing provisions in whole or in part temporarily for reasons of public policy. Any such suspension will be notified immediately to the Government of New Zealand through the diplomatic channel.
8 日本国政府は、二ュー・ジーランド政府に対し、書面による三箇月の予告をもつて前記の諸規定を終了させることができる。
8. The Government of Japan may terminate the foregoing by giving three months written notice to the Government of New Zealand.

2 1にいう査証の申請は、在日本国二ュー・ジーランド外交使節団又は領事使節団に対して行われることが必要とされ、また、申請者は、必要なときは、資格決定のため、同使節団の代表者による面接を受ける。

5 二ュー・ジーランド政府は、ワーキング・ホリデー査証により二ュー・ジーランドに入国した日本国民がニュー・ジーランドの法令を遵守し、かつ、ワーキング・ホリデーのための制度の目的に反する仕事に従事しないことを要請する。
5. The Government of New Zealand will require Japanese nationals who have entered New Zealand on the working holiday visa to comply with the laws and regulations of New Zealand and not to engage in employment that is contrary to the purpose of the working holiday arrangements.
6 二ュー・ジーランド政府は、ニュー・ジーランドにおける青少年団体、文化団体及び地域社会団体がワーキング・ホリデー査証によりニュー・ジーランドに入国した日本国民のため適切な相談の便宜を与えることを奨励する。
6. The Government of New Zealand will encourage youth, cultural and community organisations in New Zealand to provide appropriate counselling facilities for Japanese nationals who have entered New Zealand on the working holiday visa
