一部旅券査証の相互免除に関する日本国政府とマレイシア政府との間の交換公文

Tokyo, January 25, 1983
書簡をもつて啓上いたします。本大臣は、日本国政府が、日本国とマレイシアとの間の交通の増大を認識し、マレイシア市民の日本国への入国を容易にすることを希望して、査証の免除に関し、千九百八十三年三月一日から相互主義に基づき次の措置をとる用意を有することを閣下に通報する光栄を有します。
Excellency, I have the honour to inform Your Excellency that the Government of Japan, recognizing the in reassert traffic between Japan and Malaysia and desiring to facilitate the entry of Malaysian citizens into Japan, is prepared to take, on a reciprocal basis, the following measures from 1st March, 1983 concerning the waiving of visas.
1 有効なマレイシア旅券を所持するマレイシア市民は、継続して三箇月を超えない滞在期間について、査証なしで日本国に入国することができる。ただし、次に掲げる目的のための入国の場合には、入国する前に査証を取得しなければならない。
1. Malaysian citizens in possession of a valid Malaysian passport may enter Japan without a visa for a period of stay not exceeding three (3) consecutive months. However, visas have to be obtained prior to the entry if the entry is:
(1) 報酬を得るため、就職し、自由職業若しくは他の生業を営み又は芸能(スポーツを含む。)に従事すること。
(1) for the purpose of employment or of exercising a profession or other occupation or of engaging in a public entertainment (including sport), for remunerative purposes,
(2) この書簡に附属する表に掲げること。
(2) for the purposes enumerated in the list attached to this letter, or
(3) 日本国に継続して三箇月を超える期間滞在すること。
(3) for a period of stay exceeding three (3) consecutive months in Japan.
2 1の規定に基づく査証の要件の免除は、日本国に入国するマレイシア市民に対し、入国、滞在、居住、出国その他の外国人の管理に関する日本国の法令に服する義務を免除するものではない。
2. The waiver of the visa requirement under paragraph 1 above does not exempt Malaysian citizens entering Japan, from the obligation to comply with Japanese laws and regulations regarding the entry, stay, residence, exit and other control of aliens
3 日本国政府は、好ましくない者と認めるマレイシア市民又は外国人の入国に関する同政府の一般的な政策上不適格と認めるマレイシア市民の日本国への入国を拒否し又は日本国における滞在の許可を取り消す権利を留保する。
3. The Government of Japan reserves the right to refuse the entry or to revoke the stay in Japan of Malaysian citizens it considers to be undesirable or otherwise ineligible under the general policy of the Government of Japan relating to the entry of aliens.
4 日本国政府は、公安、秩序、衛生等公の政策上の理由により、前記の諸規定の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止については、外交上の経路を通じて直ちにマレイシア政府に通告する。
4. The Government of Japan reserves the right to temporarily suspend the application of a11 or any part of the foregoing provisions for reason of public policy including those relating to public security, order and health. Any such suspension shall be notified immediately to the Government of Malaysia through diplomatic channel.
5 日本国政府は、1(2)にいう表に関し、同表に掲げる目的を減少させるため、随時検討し、そのいかなる変更についても外交上の経路を通じて直ちにマレイシア政府に通告する意図を有する。
5. The Government of Japan intends to review, from time to time, the content of the list mentioned in (2) of paragraph, above with a view to reducing the purposes enumerated therein and inform immediately, through diplomatic channel, the Government of Malaysia of any change there of.
6 日本国政府は、マレイシア政府に対し、書面による二箇月の予告をもつて、前記の諸規定を終了させることができる。
6. The Government of Japan may terminate the foregoing by giving two (2) months' notice in writing to the Government of Malaysia.

書簡をもつて啓上いたします。本大臣は、マレイシア政府が、マレイシアと日本国との間の交通の増大を認識し、日本国民のマレイシアヘの入国を容易にすることを希望して、査証の免除に関し、千九百八十三年三月一日から相互主義に基づき次の措置をとる用意を有することを閣下に通報する光栄を有します。
Excellency, I have the honour to inform Your Excellency that the Government of Malaysia, recognizing the increase in traffic between Malaysia and Japan, and desiring to facilitate the entry of Japanese nationals into Malaysia, is prepared to take, on a reciprocal basis, the following measures from 1st March, 198 3 concerning the waiving of visas.
1 有効な日本国旅券を所持する日本国民は、継続して三箇月を超えない滞在期間について、査証なしでマレイシアに入国することができる。ただし、次に掲げる目的のための入国の場合には、入国する前に査証を取得しなければならない。

4. The Government of Malaysia reserves the right to temporarily suspend the application of 811 or any part of the foregoing provisions for reason of public policy including those relating to public security, order and health. Any such suspension shall be notified immediately to the Government of Japan through diplomatic channel.
5 マレイシア政府は、1(2)にいう表に関し、同表に掲げる目的を減少させるため、随時検討し、そのいかなる変更についても外交上の経路を通じて直ちに日本国政府に通告する意図を有する。
5. The Government of Malaysia intends to review, from time to time, the content of the list mentioned in (2) of paragraph l above with a view to reducing the purposes enumerated therein and inform immediately, through diplomatic channel, the Government of Japan of any change thereof.
6 マレイシア政府は、日本国政府に対し、書面による二箇月の予告をもつて、前記の諸規定を終了させることができる。
6. The Government of Malaysia may terminate the foregoing by giving two (2) months' notice in writing to the Government of Japan. if
