ワーキング・ホリデー制度のための査証料の相互免除に関する日本国政府とオーストラリア政府との間の取極（口上書）

外務省は、在本邦オーストラリア大使館に敬意を表するとともに、日本国政府が、日本国とオーストラリアとの間の一層緊密な協力関係を促進するとの精神の下に、日本国とオーストラリアとの間の相互理解を促進するためオーストラリア市民、特にオーストラリアの青少年に対し日本国の文化及び一般的な生活様式を理解するための一層広範な機会を提供することを希望し、また、オーストラリア市民が長期にわたり主として休暇を過ごすために日本国に入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、オーストラリア市民の日本国への入国に関し、千九百八十年十二月一日から相互主義に基づき次の措置をとる用意を有することを同大使館に通報する光栄を有する。
The Ministry of Foreign Affairs presents its Compliments to the Embassy of Australia and has the honour to inform the embassy that the Government of Japan, in a spirit of promoting closer co‐operative relations between Japan and Australia, desirous of providing wider opportunities for Australian citizens, particularly Australian youth, to appreciate the culture and general way of life of Japan for the purpose of promoting mutual understanding between Japan and Australia, and wishing to provide arrangements for the working holiday which are intended to make tt possible for Australian citizens to enter Japan primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take on a reciprocal basis from the first of December 1980 the following measures with respect to the entry of Australian citizens into Japan：
1 日本国政府は、次の各要件を満たす者に対し、発給日から一年間有効なワーキング・ホリデーのための一次入国査証を無料で発給する。
1. The Government of Japan Will issue, free of charge, a single entry visa for the working holiday of issue to persons who satisfy each of the following requirements：
(i) オーストラリアに居住するオーストラリア市民であること。
(i) Be Australian citizens who are resident in Australia；
(ii) 一定期間日本国において主とて休暇を過ごす意図を有すること。
(ii) Intend primarily to holiday in Japan for a specific period；
(iii) 査証申請の時の年齢が十八才から二十五才まで(十八才及び二十五才を含む。)であること(日本国政府の権限ある当局が年齢制限を三十才まで延長することに同意する場合を除く。)。
(iii) Be aged between fives eighteen(i8)and twenty‐five (25) years both inclusive at the time of application for the visa, except in those cases where the competent authorities of the Government of Japan agree to extend the limitation of age up to thirty (30) years;
(iv) 子を同伴しない者であること。
(iv) Be persons who are not accompanied by children；
(v) 有効な旅券及び帰国のための旅行切符又はこのような切符を購入するための十分な資金を所持すること。
(v) Possess a valid passport and a return travel］ ticket or sufficient funds with which to purchase such a ticket；
(vi) 日本国における最初の滞在期間の生計を維持するための相当な資金を所持すること。
(vi) Possess reasonable funds for their maintenance during the period of initial stay in Japan； and
(vii) 健康であり、かつ、健全な経歴を有すること。
(vii) Have good health and a sound background，
2 1にいう査証の申請は、在オーストラリア日本国外交使節団又は領事使節団に対して行われることが必要とされ、また、申請者は、必要なときは、資格決定のため、同使節団の代表者による面接を受ける。
2. Appiication for the mentioned in paragraph I above will be required to be made to a diplomatic or consular mission of the Government of Japan in Australia and applicants will be interviewed, when necessary, by the representatives of such mission to determine their eligibility.
3 申請者は、日本語の知識の欠如のみを理由として査証の発給を拒否されない。
3. Applicants will not be refused the visa solely on the grounds of their lack of knowledge of the Japanese language
4 日本国政府は、1にいう査証を有するオーストラリア市民に対し最初六箇月までの期間の日本国における滞在許可を付与し、また、適当な場合には、六箇月までの延長を認める。その後の延長は、日本国政府の権限ある当局の裁量による。
4. The Government of Japan will grant Australian citizens who have the visa mentioned in paragraph1 above permission to stay in Japan for an initial period of up to six(6) months ,and will also grant ,where appropriate, an extension of up to six(6) months . Further extension will be subject to the discretion of the competent authorities of the Government of Japan
5 日本国政府は、ワーキング・ホリデー査証により日本国に入国したオーストラリア市民が日本国の法令を遵守し、かつ、ワーキング・ホリデーのための制度の目的に反する仕事に従事しないことを要請する。
5. The Government of Japan will require Australian citizens who have entered Japan on the working holiday visa to comply with the laws and regulations of Japan and not to engage in employment that is contrary to the purpose of the working holiday arrangements.
6 日本国政府は、日本国における青少年団体、文化団体及び地域社会団体がワーキング・ホリデー査証により日本国に入国したオーストラリア市民のため適切な相談の便宜を与えることを奨励する。
6. The Government of Japan will encourage youth,cultural and community organizations in Japan to provide appropriate counseling facilities for Australian citizens who have entered Japan on the working holiday visa.
7 日本国政府は、公の政策上の理由により前記の規定の全部又は一部を一時的に停止することができる。このような停止は、外交上の経路を通じてオーストラリア政府に直ちに通告する。
7. The Government of Japan may suspend the foregoing provisions in whole or in part temporarily for reasons of public policy. Any such suspension will be notified immediately to the Government of Australia through the diplomatic channel.
8 日本国政府は、オーストラリア政府に対し、書面による三箇月の予告をもつて前記の諸規定を終了させることができる。
8. the Government of Japan may terminate the foregoing by giving three mouths' written notice to the Government of Australia.

オーストラリア大使館は、外務省に敬意を表するとともに、オーストラリア政府が、オーストラリアと日本国との間の一層緊密な協力関係を促進するとの精神の下に、オーストラリアと日本国との間の相互理解を促進するため日本国民、特に日本国の青少年に対しオーストラリアの文化及び一般的な生活様式を理解するための一層広範な機会を提供することを希望し、また、日本国民が長期にわたり主として休暇を過ごすためにオーストラリアに入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、日本国民のオーストラリアヘの入国に関し、千九百八十年十二月一日から相互主義に基づき次の措置をとる用意を有することを同省に通報する光栄を有する。
The Embassy of Australia presents its compliments to the Ministry of Foreign Affairs and has the honour to inform the Ministry that the Government of Australia, in a spirit of promoting closer co-operative relations between Australia and Japan, desirous of providing wider opportunities for Japanese nationals, particularly Japanese youth, to appreciate the culture and general way of life of Australia for the purpose of promoting mutual understanding between Australia and Japan,and wishing to provide arrangements for the working holiday which are intended to make it possible for Japanese nationals to enter Australia primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take on a reciprocal basis from the first of December 1980 the following measures with respect to the entry of Japanese nationals into Australia:
1 オーストラリア政府は、次の各要件を満たす者に対し、発給日から一年間有効なワーキング・ホリデーのための一次入国査証を無料で発給する。
1. The Government of Australia will issue, free of charge, a single entry visa for the working holiday valid for a period of one (1) year from the date of issue to persons who satisfy each of the following requirements:
(i) 日本国に居住する日本国民であること。
(i) Be Japanese nationals who are resident in Japan;
(ii) 一定期間オーストラリアにおいて主として休暇を過ごす意図を有すること。
(ii) Intend primarily to holiday in Australia for a specific period;
(iii) 査証申請の時の年令が十八才から二十五才まで(十八才及び二十五才を含む。)であること(オーストラリア政府の権限ある当局が年齢制限を三十才まで延長することに同意する場合を除く。)。
(iii) Be aged between eighteen(18) and twenty-five (25) years both inclusive at the time of application for the visa, except in those cases where the competent authorities of the Government of Australia agree to extend the limitation of age up to thirty (30) years;
(iv) 子を同伴しない者であること。
(iv) Be persons who are not accompanied by children;
(v) 有効な旅券及び帰国のための旅行切符又はこのような切符を購入するための十分な資金を所持すること。
(v) Possess a valid passport and a return travel ticket or sufficient funds with which to purchase such a ticket;
(vi) オーストラリアにおける最初の滞在期間の生計を維持するための相当な資金を所持すること。
(vi) Possess reasonable funds for their maintenance during the period of initial stay in Japan; and
(vii) 健康であり、かつ、健全な経歴を有すること。
(vii) Have good health and a sound background.
2 Iにいう査証の申請は、在日本国オーストラリア外交使節団又は領事使節団に対して行われることが必要とされ、また、申請者は、必要なときは、資格決定のため、同使節団の代表者による面接を受ける。
2. Application for the visa mentioned in paragraph I above will be required to be made to a diplomatic or consular mission of the Government of Australia in Japan and applicants will be interviewed, when necessary, by the representatives of such mission to determine their eligibility .
3 申請者は英語の知識の欠如のみを理由として査証の発給を拒否されない。
3. Applicants will not be refused the visa solely on the grounds of their lack of knowledge of the English language.
4 オーストラリア政府は、1にいう査証を有する日本国民に対し最初十二箇月までの期間のオーストラリアにおける滞在許可を付与する。その後の延長は、オーストラリア政府の権限ある当局の裁量による。
4. The Government of Australia will grant Japanese nationals who have the visa mentioned in paragraph I above permission to stay in Australia for an initial period of up to twelve (12) months. Further extension will be subject to the discretior , of the competent authorities of the Government of Australia .
5 オーストラリア政府は、ワーキング・ホリデー査証によりオーストラリアに入国した日本国民がオーストラリアの法令を遵守し、かつ、ワーキング・ホリデーのための制度の目的に反する仕事に従事しないことを要請する。
5. The Government of Australia will require Japanese national who have entered Australia on the working holiday visa to comply with the laws and regulations of Australia and not to engage in employment that is contrary to the purpose of the working holiday arrangements.
6 オーストラリア政府は、オーストラリアにおける青少年団体、文化団体及び地域社会団体がワーキング・ホリデー査証によりオーストラリアに入国した日本国民のため適切な相談の便宜を与えることを奨励する。
6. The Government of Australia will encourage youth, cultural and community organizations in Australia to provide appropriate counseling facilities for Japanese nationals who have entered Australia on the working holiday visa.
