航空業務に関する日本国とイタリアとの間の協定の付表の修正に関する交換公文

Tokyo, July 7, 1978
書簡をもつて啓上いたします。本大臣は、千九百六十二年一月三十一日に東京で署名された航空業務に関する日本国とイタリアとの間の協定及び日本国の航空当局とイタリアの航空当局との間で最近行われた協議に言及する光栄を有します。
Excllency, I have the honour to refer to the Agreement between Japan and Italy for Air Services signed at Tokyo on January 31, 1962, and to the recent consultations held between the aeronautical authorities of Japan and Italy.
本大臣は、前記の協議において到達した合意に従い、この書簡に同封する修正された付表が同協定の付表に代わるべきことを提案する光栄を有します。
Pursuant to an agreement reached at the said consultations, I have the honour to propose that the Schedule of the Agreement be replaced by the revised Schedule set out in the enclosure to this Note.
本大臣は、前記の提案がイタリア政府にとつて受諾し得るものであるときは、この書簡(同封物を含む。)及び受諾を表明される閣下の返簡が閣下の返簡の日付の日に効力を生ずる両国政府間のこの問題に関する合意を構成するものとみなすことを提案する光栄を有します。
If the above proposal is acceptable to the Government of Italy, I have the honour to suggest that this Note with its enclosure and Your Excellency's reply indicating such acceptance shall be regarded as constituting an agreement between the two Governments in this matter, which will enter into force on the date of Your Excellency's reply.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

1 日本国の指定航空企業が両方向に運営する路線
1. Routes to be operated in both directions by the designated airline of Japan:
(a) 日本国内の地点－香港又はマニラーサイゴンープノフベン及び(又は)シェムレアップーバンコックーラングーノ又はダッカーカルカタ又はニュー・デリー－ボンペイーカラチーアプダビ又はドパイーテヘラン、クウェイト、ダーラン又はパーレンーパグダッドージェッダ(注1)－カィロ又はダマスカスーベイルートーイスタンプルーアテネーローマースイス内の一地点－ドイツ連邦共和国内の一地点―パリーロンドンー
(a) Points in Japan - Hong Kong or Manila - Saigon - Phnom Penh and/or Siem Reap - Bangkok - Rangoon or Dacca - Calcutta or New Delhi - Bombay - Karachi - Abu Dhabi or Dubai - Tehrun or Kuwait or Dahran or Bahrain - Baghdad - Jeddah (Note 1) - Cairo or Damascus - Beirut - Istanbul - Athens - Rome - one point in Switzerland - one point in the Federal Republic of Germany - Paris - London -:

(c) 日本国内の地点－今後合意される一地点－モスクワーフランクフルト・アム・マインーローマー
(c) Points in Japan - a point to be agreed upon later - Moscow - Frankfurt am Main - Rome -:
(I) 北米の三地点(注2)
(i) three points in North America (Note 2).
(II) アフリカの二地点(注3)－中南米の二地点(注4)
(ii) two points in Africa (Note 3) - two points in Central and South America (Note 4).
注1 ジェッダからローマまでの区間及びローマからジェッダまでの区間の運輪権は制限される。
Note 1. Traffic rights for the sector Jeddah-Rome and vice versa are restricted.
注2 カナダについては一地点を超えて使用することはてきない。
Note 2. More than one point in Canada cannot be used.
注3 アフリカ内の二地点は、カルツームとドゥアラを結ぶ線以北とする。
Note 3. two points in Africa shall be in the north of the line connecting Khartoum and Douala.
注4 ヴェネズエラ及びメキシコ内の地点を含まない。
Note 4. Any point in Venezuela and Mexico shall not be included.
注5 これらの地点は、日本国政府が同時に又は別個に選択する。それに応じて、この付表は、これらの地点への運航開始前に修正される。
Note 5. Those points are to be selected by the Government of Japan either simultaneously or separately. The Schedule shall be amended accordingly before the commencement of operation to those points.

(a)イタリア内の地点－アテネーカイロ、ベイルート、テル・アヴィヴ又はダマスカスージェッダ(注1)－バグダッドーダーランーテヘランーアブダビ又はトバイーカラチーボンペイ、ニュー・デリー又はカルカターコロンボ又はラングーンーパンコックープノンペン及び(又は)シェムレアッフーヴィエトナム内の一地点―マニラー香港－東京－ゾウル
(a) Points in Italy - Athens - Cairo or Beirut or Tel Aviv or Damascus - Jeddah (Note 1) - Baghdad - Dahran - Tehran - Abu Dhabi or Dubai - Karachi - Bombay or New Delhi or Calcutta - Colombo or Rangoon - Bangkok - Phnom Penh and/or Siem Reap - one point in Vietnam - Manila - Hong Kong - Tokyo - Seoul.
(b)イタリア内の地点－ハンブルグ、フランクフルト・アム・マイン及びアムステルダムのうち今後定められる一地点(注2)－コペンハーゲンーアンカレッジー東京
(b) Points in Italy - one point to be specified later among Hamburg, FraAnfurt am Main and Amsterdam (Note 2) - Copenhagen - Anchorage - Tokyo.
(c)イタリア内の地点－フランクフルト・アム・マインーモスクワー今後合意される一地点―東京
(c) Points in Italy - Frankfurt am Main - Moscow - a point to be agreed upon later - Tokyo.
注1注1 ジェッダから東京までの区間及び東京からジェッダまての区間の運輪権は制限される。
Note 1. Note 1. Traffic rights for the sector Jeddah - Tokyo and vice versa are restricted.
注2注2 この地点は、イタリア政府によつて選択され、それに応じて、この付表は、この地点への運航開始前に修正される。
Note 2.Note 2. This point is to be selected by the Government of Italy and the schedule shall be amended accordingly before the commencement of operation to this point.
3いずれか一方の締約国の指定航空企業が行う協定業務は、当該一方の締約国の領域内の一地点を起点としなければならないが、特定路線上の他の地点は、いずれかの又はすべての飛行に当たりその指定航空企業の選択によつて省略することができる。
3. The agreed services provided by the designated airline of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified routes may at the option of the desigcated airline be omitted on any or all flights.

書簡をもつて啓上いたします。本使は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本使は、イタリア政府が日本国政府の前記の提案を受諾する旨を閣下に通報するとともに、閣下の書簡及びこの返簡が本日効力を生ずる両国政府間のこの問題に関する合意を構成するものとみなすことを確認する光栄を有します。
I have the honour to inform Your Excellency that the Government of Italy accepts the above proposal and to confirm that Your Excellency's Note and this reply are regarded as constituting an agreement between the two Governments in this matter, which enters into force on this date.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
