(Czechoslovak Note)

　Prague, November 13, 1978

　Excellency,
  I have the honour to refer to the recent discussionsrepresentatives held between the representatives of the Government of the Czechoslovak Socialist Republic and the Government of Japan concerning the cooperation of the two Governments in the field of science and technology, and recognizing that while the arrangements on the cultural exchange signed on January 20, 1976 between the representatives of the two Governments include exchange in the field of science, the importance of cooperation specifically in the field of science and technology between the two Governments is increasingly felt, I have further the honour to propose, on behalf of my Government, the following arrangements:

1. The two Governments will promote cooperation in the field of science and technology on the basis of reciprocity.

　Such cooperation may take the following forms:

(a) Exchange of scientists and technicians sent by either Government;

(b) Holding of conferences, symposia, panel meetings and displays of scientific and technological results by scientists and technicians belonging to official research institutions;

(c) Exchange of results of research in the field of science and technology between official research institutions;

(d) Exchange of publications and other information in the field of science and technology between official research institutions;

(e) Such other forms as may be agreed upon between the two Governments in the future.

2. The two Governments will from time to time consult with each other through diplomatic channels in order to review the implementation of the cooperation and to seek further possibilities of future cooperation in the field of science and technology between the two countries.

3. The two Governments will promote as much as possible scientific and technological cooperation between various organizations and institutions as well as individuals of the two countries.

4. The present arrangements shall be implemented within the scope of the laws and regulations in force in each country.

5. The present arrangements shall remain in force for a period or two years and will continue in force thereafter unless terminated by either Government at the end of the initial two year period or at any time thereafter by giving to the other Government at least three months' written advance notice of its intention to terminate the present arrangements.

　If the foregoing arrangements are acceptable to the Government of Japan. I have further the honour to propose that this Note and Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.

　I avail myself of this opportunity to extend to Your Excellency the assurance or my highest consideration.

  I have the honour to acknowledge the receipt of Your Excellency's Note of today's date. which reads as follows:

　I have further the honour to inform Your Excellency that the foregoing arrangements are acceptable to the Government of Japan and to agree that Your Excellency's Note and this reply shall be regarded as constituting an agreement between the two Government, which will enter into force on the date of this reply.

　I avail myself of this opportunity to extend to Your Excellency the assurance of my highest consideration
