書簡をもつて啓上いたします。本使は、日本国とアメリカ合衆国との間の経済関係を増進するための措置に関して日本国政府の代表者とアメリカ合衆国政府の代表者との間で最近行われた討議に言及するとともに、次の取極を日本国政府に代わつて提案する光栄を有します。
Excellency: I have the honor to refer to the recent discussions held between the representatives of the Government of Japan and the Government of the United States of America concerning measures to further economic relations between the two countries and to propose on behalf of the Government of Japan the following arrangements:
1アメリカ合衆国財務省(以下「財務省」という。)及びアメリカ合衆国エネルギー省(以下「エネルギー省」という。)は、日本国の一定の公益事業会社との間に協約(以下「協約」という。)を締結することに努めるものとし、財務省は、協約に従い、エネルギー省がこれらの日本国の公益事業会社との間に締結している契約に従つて行うウラン濃縮役務に対する支払代金をこれらの日本国の公益事業会社から受領する。
1.The Department of the Treasury of the united States of America (hereinafter referred to as "Treasury") and the Department of Energy of the United States of America (hereinafter referred to as "DOE") will endeavor to enter into agreements with certain Japanese utility companies (hereinafter referred to as "the Agreements"), pursuant to which Treasury will accept payments from those Japanese utility companies for uranium enrichment servicers by DOE under currently existing contracts between those Japanese utility companies and DOE.
2財務省は、協約において定められる条件に従い、1にいう支払代金を財務省が保持する寄託金勘定に振り込む。
2.Treasury will place the payments referred to in paragraph 1 above in deposit fund accounts to be maintained by it on terms and conditions to be established in the Agreements.
32にいう寄託金勘定への支払代金の振込みの目的は、両国間の経済関係を増進することにあり、1にいう日本国の公益事業会社に利益をもたらすことにはないことが了解される。
3.It is understood that the purpose of the placement of payments in deposit fund accounts referred to in paragraph 2 above is to further economic relations between the two countries and is not to benefit the Japanese utility companies referred to in paragraph 1 above.
4日本国政府は、アメリカ合衆国政府に対し、協約のための交渉に関連して便宣を図る。
4.The Government of Japan will extend its good offices to the Government of the United States of America in connection with the negotiation of the Agreements.
本使は、更に、この書簡及びアメリカ合衆国政府に代わつて前記の取極を確認される閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。
I have further the honor to propose that this Note and your Excellency's Note in reply confirming on behalf of the Government of the United States of America the foregoing arrangements shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

Excellency: I have the honor to acknowledge the receipt of Your Excellency's note of today's date which reds as follows:

本長官は、更に、アメリカ合衆国政府に代わつて前記の取極を確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずることに同意する光栄を有します。
I have further the honor to confirm on behalf of the Government of the United States of America the foregoing arrangements and to agree that Your Excellency's note and this note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
本長官は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
