日本国とノールウェーとの間の繊維製品の貿易に関する交換公文

Oslo, December 9, 1977


　書簡をもつて啓上いたします。本使は、両国間の繊維製品の貿易について、日本国政府の代表者とノールウェー政府の代表者との間で最近オスロで行われた討議(この討議の過程においてノールウェー政府は、日本国政府に対し、千九百七十三年十二月二十日にジュネーヴで作成された繊維製品の国際貿易に関する取極の第二条1に従つて繊維監視機関に通報されたすべての数量制限が廃棄されたことを通報した。)に言及する光栄を有します。本使は、更に、前記の取極の規定に基づいて到達した次の了解を日本国政府に代わつて確認する光栄を有します。

　Sir, I have the honour to refer to the recent discussions held in Oslo between representatives of the Government of Japan and of the Government of Norway concerning trade on textiles between the two countries during which the government of Norway informed the Government of  Japan that all quantitative restrictions which had been notified to the Textile Surveillance Body under paragraph 1 of Article 2 of the Arrangement regarding International trade in Textiles done in Genevieve on December 20, 1973, were terminated. I have further the honour to confirm, on behalf of the Government of Japan, the following under standing reached in accordance with the provisions of the above-mentioned Arrangement:


1　日本国政府は、千九百七十七年十二月三十一日に終わる十二箇月の期間中、日本国の法令に従い、付表に掲げる繊維製品のノールウェーへの輪出を同表中に定めるところに従つて制限する。

1. The Government of Japan will limit, in accordance with its laws and regulations, tits exports during the twelve-month period ending December 31, 1977, to Norway of the textiles listed in the Annex a provided for therein.


2　両政府は、いずれか一方の政府の要請により、両国間の繊維製品の貿易に関するいかなる問題についても、特にこの了解の適用上生ずるいかなる問題についても、相手国政府と速やかに協議に入る。

2. The two Governments will enter promptly into consultation with each other at the request of either Government on any problem concerning their trade in textiles and in particular on any problem arising out of the application of this understanding.


3　両政府は、この了解を成功裡に実施するため、両国間の繊維製品の貿易に関するすべての有益な情報を交換する。

3. The two Governments will exchange all useful information concerning their trade in textiles for the successful implementation of this understanding.


4　この了解は、千九百七十七年十二月三十一日まで効力を存続する。

4. The understanding will continue in force through December 31, 1977.


　本使は、更に、貴官が前記をノールウェー政府に代わつて確認されることを要請する光栄を有します。

　I have further the honour to request you to confirm the foregoing understanding on behalf of the Government of Norway.

1　付表に掲げる繊維製品に対する数量制限枠は、他の数量制限枠からの移替えにより、最大限七パーセントまで増大することができる。

2　付表に掲げる繊維製品であつて直ちに再輸出され又は国内で加工した後に再輸出されるものの輸入は、いかなる数量制限枠の対象にもならない。

3 The Government of Japan will issue a "certificate of export" in English which certifies that the shipment forms part of the quantitative limit.
