相互防衛援助協定第七条及び附属書Ｇに基づく資金の提供に関する日本国政府とアメリカ合衆国政府との間の交換公文

(Japanese Note) Tokyo, July 8 1975
書簡をもつて啓上いたします。本大臣は、千九百五十四年三月八日に東京で署名された日本国とアメリカ合衆国との間の相互防衛援助協定に言及する光栄を有します。
Excellency, I have the honor to refer to the Mutual Defense Assistance Agreement between Japan and the United States of America signed at Tokyo on March 8, 1954.
同協定第七条２は、日本国政府が、同協定の実施に関連するアメリカ合衆国政府の行政事務費及びこれに関連がある経費として、アメリカ合衆国政府に随時円資金を提供すべきことを定めています。
Article VII, paragraph 2 of the Agreement provides that the Government of Japan will make available, from time to time, to the Government of the United States of America funds in yen for the administrative and related expenses of the latter Government in connection with carrying out the Agreement.
また、同協定附属書G3は、日本国の毎会計年度において日本国政府が提供すべき金銭負担としての日本円の価額については、同政府が使用に供する金銭以外のものによる負担を考慮に入れた上、両政府の間で合意すべきことを定めています。
Paragraph 3 of Annex G of Agreement provides that, in consideration of the con-tributions in kind to be made available by the Government of Japan, the amount of yen to be made available as a cash contribution by the Government of Japan for any Japanese fiscal year shall be as agreed upon between the two Governments.
よつて、本大臣は、更に、昭和五十年四月一日から昭和五十一年三月三十一日までの日本国の会計年度において日本国政府が提供すべき金銭負担の額を、同年度に同政府が使用に供する金銭以外のものによる負担を考慮に入れて、七千十二万八千円(七〇、一二八、〇〇〇円)を超えないものとすることを日本国政府に代わつて提案する光栄を有します。
Accordingly, I have further the honor to propose on behalf of the Government of Japan that, in consideration of the contributions in kind to be made available by the Government of Japan during the Japanese fiscal year from April 1, 1975 to March 31, 1976, the amount of the cash contribution the be made available by the Government of Japan for the said fiscal year shall not exceed seventy million one hundred and twenty eight thousand yen (70,128,000).
貴国政府が前記の提案を受諾されるときは、この書簡及び受諾を表明される閣下の返簡は、日本国の昭和五十会計年度において日本国政府が提供すべき金銭負担の額に関する両政府間の合意を構成するものと認めます。
If the foregoing proposal is acceptable to your Government, this Note and Your Excellency's reply to that effect shall be considered as constituting an agreement between our two Governments on the amount of cash contribution to be made available by the Government of Japan for the Japanese fiscal year 1975.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本使は、更に、アメリカ合衆国政府が日本国政府の前記の提案を受諾することを閣下に通報し、かつ、閣下の書簡及びこの返簡が日本国の千九百七十五会計年度において日本国政府が提供すべき金銭負担の額に関する両政府間の合意を構成するものと認められることを確認する光栄を有します。
I have further the honor to inform Your Excellency that the above proposal of the Government of Japan is acceptable to the Government of the United States of America and to confirm that Your Excellency's Note and this reply are considered as constituting an agreement between our two Governments on the amount of the cash contribution to be made available by the Government of Japan for the Japanese fiscal year 1975.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
