一部査証料の相互免除及び一部査証発給の促進に関する日本国とルーマニア社会主義共和国との間の書簡

(Japanese Note) Tokyo, April 8, 1975
書簡をもつて啓上いたします。本大臣は、日本国政府が日本国とルーマニア社会主義共和国との間の旅行、文化及び通商に関する関係を促進するために、日本国に入国することを希望する一定のルーマニア社会主義共和国の国民に対する査証料の免除及び査証発給の促進に関し、千九百七十五年五月一日から相互主義に基づき次の措置をとる用意を有することを閣下に通報する光栄を有します。
Excellency,I have the honour to inform Your Excellency that the Government of Japan, with a view to facilitating the tourist, cultural and commercial relations between Japan and the Socialist Republic of Romania, is prepared to take on a reciprocal basis the following measures from May 1st, 1975 concerning the waiving of visa fees and the facilitation of the issuance of visa for certain nationals of the Socialist Republic of Romania wishing to enter Japan:
1 有効なルーマニア旅券を所持し、かつ、日本国の関係法令に基づく必要書類を付して申請する次のルーマニア社会主義共和国の国民は、手数料を徴収されることなく、かつ、原則として申請の日から三日以内に査証の発給を受ける。
1. The following nationals of the Socialist Republic of Romania who are in possession of a valid Romanian passport and make an application with necessary papers required by the relevant laws and regulations of Japan shall be issued visa without charge and in principle within three days from the date of application.
(a) 日本国に駐在するルーマニア社会主義共和国の外交使節団の構成員、外交伝書使及び日本国政府の関係当局により外交又はその他の公用の任務で日本国に入国するものであると認められる国家公務員並びに前記の者の直接の扶養家族
(a) Members of the diplomatic mission of the Socialist Republic of Romania in Japan, diplomatic couriers and government officials who are considered to be entering Japan on diplomatic or other official mission by the authorities concerned of the Government of Japan and the immediate dependents of the above-mentioned persons.
(b) 通過旅行者
(b) Travellers in transit.
(c) 観光客、報酬を受けることなくスポーツ行事に参加する者、民間の国際会議に参加する者及びもつぱら科学、文化又は教育活動に従事する目的で日本国に入国する者(ただし、前記の者の滞在期間が六十日を超えないことを条件とする。)
(c) Tourists, participants in sport events without remuneration, participants in nongovernmental international conferences and persons who enter Japan for the purpose solely of engaging in scientific, cultural or educational activities, provided that the duration of their stay shall not exceed a period of sixty days.
(d) 日本国政府が定める公的又は私的機関によつて招請された商用者(ただし、滞在期間が九十日を超えないことを条件とする。)
(d) Persons on commercial business who are invited by public or private organizations specified by the Government of Japan, provided that the duration of their stay shall not exceed a period of ninety days.
2 日本国政府は、同政府が好ましくないと認めルーマニア社会主義共和国の国民に対し、日本国に入国又は滞在することを拒否する権利を留保する。
2. The Government of Japan reserves the right to refuse the entry into or stay in Japan to nationals of the Socialist Republic of Romania whom the Government of Japan considers undesirable.
3 日本国政府は、書面による二箇月の予告をもつて前記の措置を終了させることができる。
3. The Government of Japan may terminate the foregoing by giving two months' written notice.

Excellency,I have the honour to inform Your Excellency that the Government of the Socialist Republic of Romania, with a view to facilitating the tourist, cultural and commercial relations between the Socialist Republic of Romania and Japan, is prepared to take on a reciprocal basis the following measures from May 1st, 1975 concerning the waiving of visa fees and the facilitating of the issuance of visa for certain Japanese nationals wishing to enter the Socialist Republic of Romania:
