日本国とノールウェーとの間の貿易に関する交換公文

書簡をもつて啓上いたします。本大臣は、日本国政府及びノールウェー政府の代表者が、千九百七十三年十一月二十六日から千九百七十四年四月九日まで東京で会合して、千九百七十三年十月一日から千九百七十四年九月三十日までの期間における両国間の貿易(繊維品の貿易を除く。)に関し、次の諸点を記録することにつき合意に達したことを日本国政府に代わつて確認する光栄を有します。
Excellency,I have the honour to confirm, on behalf of the Government of Japan, that the representatives of the Governments of Japan and of Norway having met in Tokyo from November 26th, 1973 to April 9th, 1974, have reached agreement to record the following points with respect to the trade (excluding trade in textile products) between the two countries during the period between October 1st, 1973, and September 30th, 1974.
1 ノールウェー政府は、次の了解の下に、日本国からの輸入に対し、この交換公文の日付の日に有効な自由化及び全地域向け割当制の利益を与える。
1. The Government of Norway will accord to the importation from Japan the benefits of the liberalization and the global quota system which are effective on the date of this Exchange of Letters with the following understanding:
(a) ノールウェー政府は、附属の表Iに掲げる産品の日本国からの輸入に対し、同表にそれぞれ定められた額までは自動的に輸入許可を発給する。表Iに掲げる産品に対しノールウェー政府が発給した輸入許可の合計額がそれらの産品についてそれぞれ定められた額に達した場合には、両政府は、いずれか一方の政府の要請により、両国間の貿易増進のための適当な措置を見出すために協議を行う。
(a) The Government of Norway will issue import licences automatically to the importation from Japan of the products enumerated in List I, attached hereto, up to the amounts respectively specified therein. When the total of the import licences issued by the Government of Norway for products enumerated in List I reaches the amount respectively specified for them, the two Governments will, at the request of either Government, enter into consultations with a view to finding appropriate measures for the development of trade between the two countries.
(b) ノールウェー政府は、附属の表IIに掲げる産品の日本国からの輸入に対し、自動的に許可を発給する。
(b) The Government of Norway will issue licences automatically for the importation from Japan of the products specified in List II, attached hereto.
2 日本国政府は、ノールウェーからの輸入に対し、この交換公文の日付の日に有効な自由化及び全地域向け割当制の利益を与える。
2. The Government of Japan will accord to the importation from Norway the benefits of the liberalization and the global quota system which are effective on the date of this Exchange of Letters.
3 両政府の代表者は、いずれか一方の政府の要請により、両国間の貿易関係について討議するためいつでも会合する。
3. Representatives of the two Governments shall meet at any time at the request of either Government to discuss the trade relations between the two countries.
本大臣は、閣下が前記のことをノールウェー政府に代わつて確認されれば幸いであります。
