書簡をもつて啓上いたします。本使は、千九百五十六年五月十六日付けの交換公文に定める旅券査証及び査証料の相互免除に関するオランダ政府と日本国政府との間の取極(以下「取極」という。)に言及するとともに、取極の1にいう「オランダ(ヨーロッパにおける領域)」にかかわらず、取極をスリナム及びオランダ領アンティールに適用すること並びにスリナム又はオランダ領アンティールに赴く日本国民については、取極にいう「査証」は、「一時滞在許可」を意味するものとみなすことをオランダ政府に代わつて提案する光栄を有します。
Excellency,I have the honour to refer to the arrangement between the Government of the Netherlands and the Government of Japan concerning reciprocal waiving of passport visas and visa fees contained in the Exchange of Notes of May 16, 1956 (hereinafter referred to as "the Arrangement"), and to propose, on behalf of the Government of the Netherlands, that, notwithstanding the term "The Netherlands (territory in Europe)" in paragraph 1 of the Arrangement, the Arrangement shall apply to Surinam and the Netherlands Antilles and that, with regard to Japanese nationals proceeding to Surinam or the Netherlands Antilles, the term "visa" in the Arrangement shall be regarded as meaning "temporary residence permit".
本使は、さらに、前記の提案が日本国政府にとつて受諾しうるものであるときは、この書簡及び受諾を表明される閣下の書簡が両政府間の合意を構成するものとみなすこと並びにその合意は、オランダ王国においてその発効に必要な憲法上の手続きが終了した旨のオランダ政府からの文書による通告を日本国政府が受領した日に効力を生ずることを提案する光栄を有します。
I have further the honour to propose that, if the foregoing proposal is acceptable to the Government of Japan, this Note and Your Excellency's Note to that effect shall be regarded as constituting and agreement between the two Governments, which will enter into force on the date of the receipt by the Government of Japan of the written notification from the Government of the Netherlands of the completion of the necessary constitutional procedures for the entry into force of such agreement in the Kingdom of the Netherlands.

本大臣は、さらに、前記の提案が日本国政府にとり受諾しうるものであることを日本国政府に代わつて確認するとともに、閣下の書簡及びこの書簡が両政府間の合意を構成するものとみなすこと並びにその合意は、オランダ王国においてその発効に必要な憲法上の手続きが終了した旨のオランダ政府からの文書による通告を日本国政府が受領した日に効力を生ずることに同意する光栄を有します。
I have further the honour to confirm on behalf of my Government that the foregoing proposal is acceptable to the Government of Japan and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of the receipt by the Government of Japan of the written notification from the Government of the Netherlands of the completion of the necessary constitutional procedures for the entry into force of such agreement in the Kingdom of the Netherlands.
