(Japanese Note)
The 23rd, September, 1974, Ulan-Bator
書簡をもつて啓上いたします。本使は、日本国とモンゴル人民共和国との間の外交関係の設定に関する千九百七十二年二月十九日付けの共同コミュニケに言及するとともに、両国国民の友好関係及び相互理解を一層増進するため、両政府間で到達した両国間の文化交流の促進のための次の了解を本国政府に代わつて確認する光栄を有します。
Excellency,Referring to the joint communique of February 19, 1974, concerning the establishment of the diplomatic relations between Japan and the Mongolian People's Republic, and with a view to further strengthening the friendly relations and the mutual understanding between the two peoples, I have the honour to confirm, on behalf of my Government, the following understandings reached between the two Governments for the promotion of cultural exchange between the two countries:
1 両政府は、次に掲げる分野において、政府機関を通じ、それぞれ自国の法令及び予算の許す範囲内でできる限り協力するものとする。
1. The two Governments will cooperate as much as possible through government organs, within the scope of laws and regulations and subject to budgetary appropriations of the respective countries, in the following fields;
(1) 学者、芸術家、科学者、専門家、学生、運動選手その他文化的活動に従事する者の交流
(1) Exchange of scholars, artists, scientists, experts, students, sportsmen and other persons engaged in cultural activities;
(2) 共同学術調査の実施
(2) Conduct of joint scientific surveys;
(3) 講演、映画会及び美術展覧会のような文化的行事の開催
(3) Holding of cultural events, such as lectures, film shows and art exhibitions;
(4) 視聴覚資料の交換
(4) Exchange of visual and auditory materials;
(5) 図書、定期刊行物その他の出版物の交換
(5) Exchange of books, periodicals and other publications;
(6) 事前に両政府間で合意する政府機関発行の広報資料の配布
(6) Distribution of such information materials published by government organs as will be agreed upon in advance between the two Governments;
(7) 学術研究のための資料の交換
(7) Exchange of materials for scientific researches; and
(8) 将来両政府間で合意することがあるその他の分野
(8) Such other fields as may be agreed upon between the two Governments in the future.
2 両政府は、両政府間の文化交流に関する諸問題に関し、外交上の経路を通じて随時協議するものとし、また、１に掲げる分野における実施計画について合意する。
2. The two Governments will from time to time consult with each other through diplomatic channels on matters of cultural exchange between the two Governments and draw up the implementation programmes in the fields listed in paragraph 1.
3 この取極は、両国の各種民間団体間で行われる文化交流を排除するものではない。
3. The present arrangement shall not preclude cultural exchange between non-governmental organizations of the two countries.
4 この取極は、この書簡の日付の日から二年間効力を有する。その後においても、いずれか一方の政府がこの期間の満了の少なくとも三箇月前にこの取極の廃棄を通告しないときは、この取極は、いずれか一方の政府が他方の政府に廃棄を通告した日から三箇月の期間が満了するまで引き続き効力を有する。
4. The present arrangement shall remain in force for a period of two years from the date of this Note. Thereafter, if not denounced by either Government not less than three months before the expiration of that period, they shall remain in force until the expiration of three months from the day on which either Government has given to the other notice of denunciation.

書簡をもつて啓上いたします。本大臣は、モンゴル人民共和国と日本国との間の外交関係の設定に関する千九百七十二年二月十九日付けの共同コミュニケに言及するとともに、両国国民の友好関係及び相互理解を一層増進するため、両政府間で到達した両国間の文化交流の促進のための次の了解をモンゴル人民共和国政府に代わつて確認する光栄を有します。
Excellency, Referring to the joint communique of February 19, 1972, concerning the establishment of the diplomatic relations between the Mongolian People's Republic and Japan, and with a view to further strengthening the friendly relations and the mutual understanding between the two peoples, I have the honour to confirm, on behalf of my Government, the following understandings reached between the two Governments for the promotion of cultural exchange between the two countries:

2 両政府は、両政府間の文化交流に関する諸問題に関し、外交上の経路を通じて随時協議するものとし、また、１に掲げる分野における実施計画について合意する。
