一部査証及び査証料の相互免除に関する日本国政府とイラン帝国政府との間の取極（口上書）

NOTE VERBALE
日本国大使館は、帝国外務省に敬意を表するとともに、日本国政府が、日本国とイランとの間の観光、文化及び通商に関する関係を促進するために、日本国に入国することを希望するイラン国民に対する査証及び査証料の免除に関し、千九百七十四年十月一日から相互主義に基づき次の措置をとる用意を有することを同省に通報する光栄を有する。
The Embassy of Japan presents its compliments to the Imperial Ministry of Foreign Affairs and has the honour to inform the Ministry that the Government of Japan, with a view to facilitating tourism, cultural and commercial relations between Japan and Iran, is prepared to take on a reciprocal basis the following measures form October 1,1974 concerning the waiving of visas and visa fees for Iranian nationals wishing to enter Japan:
(1) 有効なイラン旅券を所持するイラン国民であつて、継続して三箇月を超えない期間滞在する意図をもつて日本国に入国することを希望するものは、査証を取得することなく、日本国に入国することができる。
(1) Iranian nationals in possession of a valid Iranian passport who wish to enter Japan with the intention of staying there for a period not exceeding three consecutive months may enter Japan without obtaining a visa.
(2) 日本国政府は、(1)の規定に基づいて査証なしに日本国に入国したイラン国民であつて、滞在期間を三箇月を超えて延長するこを希望するものの滞在期間の延長を許可することができる。
(2) The Government of Japan may grant extensions of the period of stay to Iranian nationals who, having entered Japan without a visa under paragraph (1)above, desire to extend the period of stay three months.
(3) (1)の規定に基づく査証の要件の免除は、イラン国民であつて、就職し、永住し、自由職業若しくは他の生業を営み、報酬を得る目的で芸能(スポーツを含む。)に従事し、又は継続して三箇月を超える期間滞在する意図をもつて日本国に入国することを希望するものについては、適用しない。
(3) The waiver of the visa requirement under paragraph (1) above shall not apply to Iranian nationals who desire to enter Japan with the intention of seeking employment or permanent residence, of exercising a profession or other occupation or of engaging in public entertainment (including sport) for remunerative purposes or with the intention of staying there for a period exceeding three consecutive months.
(4) 査証が必要とされ、かつ、付与されるときは、日本国の権限のある外交及び領事当局は、その査証についていかなる手数料をも徴収しない。
(4) For visas, when required and granted, the competent Japanese diplomatic and consular authorities will not charge any fees.
(5) (1)の規定に基づく査証の要件の免除は、日本国に入国するイラン国民に対し、外国人の入国、滞在、居住及び出国に関する日本国の法令に服することを免除するものではない。
(5) The waiver of the visa requirement under paragraph (1) above does not exempt Iranian nationals entering Japan from the necessity of complying with the Japanese laws and regulations concerning entry, stay, residence and exit of aliens.
(6) 日本国政府は、好ましくないと認めるイラン国民に対し、日本国に入国し又は滞在することを拒否する権利を留保する。
(6) The Government of Japan reserves the right to refuse the entry into or stay in Japan to Iranian nationals considered undesirable.
(7) 日本国政府は、書面による一箇月の予告をもつて前記の諸規定を終了させることができる。
(7) The Government of Japan may terminate the foregoing by giving one month's written notice.
日本国大使館は、以上を申し進めるに際し、ここに重ねて帝国外務省に向かつて敬意を表する。
The Embassy of Japan avails itself of this opportunity to renew to the Imperial Ministry of Foreign Affairs the assurance of its highest consideration.

帝国外務省は、日本国大使館に敬意を表するとともに、日本国に入国することを希望するイラン国民に対する査証及び査証料免除に関する千九百七十四年六月二十五日付けの同館の口上書第一〇／p号に関し、イラン帝国政府は、イランと日本国との間の観光、文化及び通商に関する関係を促進することをひとしく望み、また、日本国の現行法令の下ですべての日本国民は、いかなる時においても自由に日本国に帰国することができることに留意して、イランに入国することを希望する日本国民に対する査証及び査証料の免除に関し、千九百七十四年十月一日から相互主義に基づき次の措置をとる用意を有することを通報する光栄を有する。
The Imperial Ministry of Foreign Affairs presents its compliments to the Embassy of Japan and with reference to their note No.10/P dated June 25,1974 regarding the waiving of visas and visa fees for Iranian nationals wishing to enter Japan, has the honour to inform that the Imperial Government of Iran, equally desirous to facilitate tourism, cultural and commercial relations between Iran and Japan, and noting that under present laws and Japan, and noting that under present laws and regulations of Japan, all Japanese nationals are free to return to Japanese nationals are free to return to Japan at any time, is prepared to take on a reciprocal basis the following measures from October 1,1974 concerning the waiving of visas and visa fees for Japanese nationals wishing to enter Iran:
(a) 有効な日本国旅券を所持する日本国民は、査証を取得することなく、いずれの公認の国境通過所又は入国港においてもイランに入国することができ、かつ、継続して三箇月を超えない期間同国に滞在することができる。
(a) Japanese nationals holding valid Japanese passports may enter Iran at any authorized bored-crossing place or port of entry and stay in Iran for a period not exceeding three stay in Iran of a period not exceeding three consecutive months without obtaining a visa.
(b) イランの権限のある当局は、(a)の規定に基づいて査証なしにイランに入国した日本国民であつて、滞在期間を三箇月を超えて延長することを希望するものの滞在期間の延長を許可することかできる。
(b) The competent Iranian authorities may grant extensions of the period of stay to Japanese nationals who having entered Iran without a visa under paragraph (a) above, wish to extend their period of stay beyond three months.
(c) 日本国民であつて、三箇月を超える期間イランに滞在する意図を有するもの、又は就職し若しくは自由職業を営む意図を有するものは、事前に在外のイランの外交又は領事使節団より査証を取得することを要求される。
(c) Japanese nationals intending to stay in Iran for a period exceeding three months, or to take up employment or to exercise any profession shall be required to obtain a visa in advance from an Iranian diplomatic or consular mission abroad.
(d) 査証が必要とされ、かつ、付与されるときは、イランの外交及び領事当局は、その査証についていかなる手数料をも徴収しない。
(d) For visas, when required and granted the Iranian diplomatic and consular authorities will not charge any fees.
(e) 有効な日本国旅券を所持する日本国民であつて、適法にイランに居住するものは、滞在許可の有効期間中は査証を取得することなくイランより出国し又はイランに再入国することができる。
(e) Japanese nationals holding valid Japanese passports and residing regularly in Iran, may during the period of validity of their residence permit, leave or re-enter Iran without the necessity of obtaining a visa.
(f) (a)の規定に基づく査証の要件の免除は、イランに入国する日本国民に対し、外国人の入国、滞在、居住及び出国に関するイランの法令に服することを免除するものではない。
(f) The waiver of the visa requirement under paragraph (a) above does not exempt Japanese nationals entering Iran from the necessity of complying with the Iranian laws and regulations concerning entry, stay, residence and exit of aliens.
(g) イランの権限のある当局は、好ましくないと認める日本国民に対し、イランに入国し又は滞在することを拒否する権利を留保する。
(g) The right is reserved to the competent authorities of Iran to refuse permission to enter or stay in Iran to Japanese nationals considered undesirable
