書簡をもつて啓上いたします。本使は、千九百七十二年一月二十八日付けの交換公文及び同日付けの関連文書によつて行なわれ、千九百七十二年五月二十六日付けの交換公文によつて修正された日本国とアメリカ合衆国との間の綿製品の貿易に関する日本国政府とアメリカ合衆国政府との間の取極（以下「千九百七十二年の取極」という。）並びに千九百七十三年十月一日に開始する十二箇月の期間における日本国から合衆国への綿製品の輸出についての規制に関して両政府の代表者の間で行なわれた最近の討議に関し、日本国政府に代わつて次の了解を確認する光栄を有します。
Excellency: With reference to the Arrangement between the Government of Japan and the Government of the United States of America concerning trade in cotton textiles between Japan and the United States effected by the Exchange of Notes dated January 28, 1972, with related letters of same date, as amended by the Exchange of Notes dated May 26, l972, (here-inafter referred to as "the Arrangement of l972 '') and to the recent talks between the representatives of the two Governments concerning restraint on the exports of cotton textiles from Japan to the United States for the period of twelve months starting from 0ctober 1, l973, I have the honor to confirm the following understanding on behalf of my Government:
日本国政府は、合衆国への日本の綿製品の輸出に関し、千九百七十三年十月一日に開始する十二箇月の間、引き続き千九百七十二年の取極の規定に従つてとられてきた規制措置と同一の措置をとる。もつとも、輸出の枠は、千九百七十二年の取極に規定されている第二取極期間の枠の三分の一と同取極期間の枠を五パーセント増加したものとの合計に、同取極期日からの繰越しがある場合には、その繰越し分を加えたものとする。
The Government of Japan will continue to take, for the period of twelve months start-ing from 0ctober l, l973, the same restraint measures on Japanese exports of cotton tex-tiles to the United States as those applied in accordance with the provisions of the Arrangement of 1972, except that export limits shall be the aggregates of one third of the limits for the second arranagement period, as stipulated in the Arrangement of l972, and the limits for the same arrange-ment period increased by five percent, plus the carry-over from the second arrangement period, if any.

In reply I have the honor to confirm, on behalf of the Government of the United States, the understanding set forth in Your Excellency 's note. Accordingly, Your Excellency 's note and this reply shall constitute an understanding between our two Governments.

書簡をもつて啓上いたします。本使は、千九百七十二年一月三日付けの交換公交に添付された日本国とアメリカ合衆国との間の毛製品及び人造繊維製品の貿易に関する日本国政府とアメリカ合衆国政府との間の取極（以下「毛製品及び人造繊維製品に関する取極」という。）並びに千九百七十三年十月一日に開始する十二箇月の期間についての綿製品の貿易に関する規制措置に関し日本国政府とアメリカ合衆国政府との間で千九百七十三年九月二十六日に交換された書簡（以下「綿製品に関する交換公交」という。）に言及するとともに、次の規定が毛製品及び人造繊維製品に関する取極の一部を構成するものとみなされるという両政府間の了解を日本国政府に代わつて確認する光栄を有します。
Excellency: I have the honor to refer to the Arrange-ment between the Government of Japan and the Government of the United States of America concerning Trade in Wool and Man-Made Fiber Textiles between Japan and the United States attached to the Exchange of Notes of January 3, 1972 (hereinafter referred to as "the Wool and Man-Made Fiber Textiles Arrangement " ) and to the Notes exchanged on September 26, 1973 between the Government of Japan and the Government of the United States of America concerning the restraint measures to be taken on trade in cotton textiles for the period of twelve months starting from 0ctober 1, 1973 (hereinafter referred to as "the Exchange of Notes on Cotton Textiles"), and to confirm on behalf of the Government of Japan that the provisions set forth below will be regarded as forming part of the Wool and Man-Made Fiber Textiles Arrangement:
毛製品及び人造繊維製品に関する取極３及び６の規定にかかわらず、第二百種目から第二百五種目までの糸の輸出は、毛製品及び人造繊維製品に関する取極の第三年度においては、五千百四十三万五千平方ヤード相当分の増加を行なうことができる。ただし、千九百七十三年十月一日に開始される十二箇月の期間において綿製品に関する交換公文の下で行なわれる輸出に前記の量に等しい平方ヤード分の未達があることを条件とする。
Without regard to the provisions of paragraphs 3 and 6 of the Wool and Man-Made Fiber Textiles Arrangement and provided that there is an equivalent square yard shortfall in exports under the Exchange of Notes on Cotton Textiles during the twelve month period starting 0ctober 1, 1973, exports of yarns in categories 200-2O5 may be increased by up to 51, 435,000 square yards equivalent in the third year of the Wool and Man-Made Fiber Textiles Arrangement.
