北太平洋捕鯨の規制に関する日本国とソヴィエト社会主義共和国連邦との間の協定

AGREEMENT BETWEEN JAPAN AND THE UNION OF SOVIET SOCIALIST REPUBLICS ON THE REGULATION OF NORTH PACIFIC WHALING

　千九百四十六年十二月二日ワシントンで署名された国際捕鯨取締条約(以下「条約」という。)の締約政府である日本国及びソヴィエト社会主義共和国連邦の政府は、

　The Government of Japan and of the Union of Soviet Socialist Republics, being parties to the International Convention for the Regulation of Whaling , signed at Washington on December2,1946(hereafter referred to as "the Convention"):

　次のとおり協定した。

　Have agreed upon the following:

第一条
(a)　この協定の適用上、

Article 1
(a) For the purpose of this Agreement:

(i)　千九百七十四年における母船によるひげ鯨の捕獲のための解禁期は、四月十五日から十月十五日までの期間とする。

(i) The open season in 1974 for pelagic baleen whaling operations shall be the period from April 15 to November15 both inclusive; and

(ii)　千九百七十四年における母船によるまつこう鯨の捕獲のための解禁期は、三月十五日から十一月十五日までの期間とする。

(ii) The open season in 1974 for pelagic sperm whaling operations shall be the period from March 15 to November15 both inclusive.

(b)　自己の管轄下で作業する鯨体処理場を有する署名政府は、他の署名政府に対し、当該鯨体処理場の解禁期をできる限りすみやかに通告する。

(b) The Signatory Government having a land station or stations operating under its jurisdiction shall as soon as possible notify the other Signatory Government of the season or seasons for such station or stations.

第二条
　条約に基づき千九百七十四年について認められた北太平洋及びその附属水域におけるひげ鯨及びまつこう鯨の総捕獲頭数は、次のとおり署名政府の国の間に配分する。

Article 2
　The total catch of baleen and sperm whales authorized under the Convention to be taken in the North Pacific Ocean and dependent waters in 1974 shall be allocated between the countries of Signatory Governments in the following manner :

(i)　ながす鯨

第三条
　この協定は、前文に掲げる政府によつて署名された日に効力を生ずる。

Article 3
　The present Agreement shall enter into force on the day upon which it is signed by the Governments referred to in the Preamble.

第四条
　この協定は、千九百七十四年十二月三十一日まで実施する。

Article 4
　The present Agreement shall be operative until December 31,1974.

　以上の証拠として、下名は、各自の政府から正当に委任を受けてこの協定に署名した。

　In witness whereof the undersigned, being duly authorized thereof by their respective Governments, have signed the present Agreement.

　千九百七十三年九月六日に東京で英語により本書ニ通を作成した。

　Done in duplicate at Tokyo, the sixth day of September,1973,in the English language.
