Tokyo, April 9, 1973
書簡をもつて啓上いたします。本大臣は、日本国とハンガリー人民共和国との間の文化交流を相互主義の原則に基づいて促進することが両国国民の租互理解及び友好の一層の増進に役だつであろうことを確信して、両政府が次の了解に到達したことを本国政府に代わつて確認する光栄を有します。
Excellency, Being convinced that the promotion of cultural exchange between Japan and the Hungarian People's Republic on the principle of reciprocity will contribute to the furtherance of mutual understanding and friendship between the two peoples, I have the honour to confirm, on behalf of my Government, the following understandings reached between the two Governments.
1 両政府は、次に掲げる分野において、それぞれ自国の法令及び予算の許す範囲内で、できる限り協力するものとする。
1. The two Governments will cooperate as much as possible, within the scope of laws and regulations and subject to budgetary appropriations of the respective countries,in the following fields:
(1) 政府機関が発行する広報資料の配布
(1) Distribution of information materials published by government organs;
(2) 政府機関を通する学者、科学者、学生及びその他文化活動に従事する者の交流
(2) Exchange through government organs of scholars, scientists, students and other persons engaged in cultural activities;
(3) 美術展覧会のような交化的性質を有する行事の政府機関による実施
(3) Holding of cultural events, such as art exhibitions, by government organs;
(4) 公の刊行物の交換
(4) Exchange of official publicsations; and
(5) 将来両政府間で合意することがあるその他の分野
(5) Such other fields as may be agreed upon between the two Governments in the future.
2 両政府は、両政府間の文化交流に関する諸間蒙に関し、外交上の経路を通じて随時協議するものとし、また、1に掲げる分野における実施計画について、必要に応じ、合意することができる。
2. The two Governments will from time to time consult with each other through diplomatic channels on matters of cultural exchange between the two Governments and may agree, if necessary, to a working plan in the fields listed in paragraph 1.
3 この取極は、両国の各種民間団体及び個人間で行なわれる前記の分野及びその他の分野における他の文化交流を排除するものではない。
3. The present arrangements shall not exclude other cultural exchange in the aforesaid fields as well as in other fields conducted between various non-governmental organizations as well as private indivaduals of the two countries.
4 この取極は、二年間効力を有する。両政府の代表者は、ての取極の実施状況を検討し、かつ、文化交流に関する将来の取極について決定するため、この取扱の効力が終了するまでの間の相互に合意する時期に会合するものとする。
4. The present arrangements shall remain in force for a period of two years. The representatives of the two Governments shall meet at a time agreeable to the two sides before the termination of the effective period of the present arrangements in order to examine their implementation and to decide on future arrangements concerning cultural exchange.

書簡をもつて啓上いたします。本大臣は、ハンガリー人民共和国と日本国との間の交化交流を相互主義の原則に基づいて促進することが両国国民の相互理解及び友好の一層の増進一に役だつであろうことを確信して、両政府が次の了解に到達したことを本国政府に代わつて確認する光栄を有します。
Excellency, Being convinced that the promotion of cultural exchange between the Hungarian People's Republic and Japan on the principle of reciprocity will contribute to the furtherance of mutual understanding and friendship between the two peoples , 1 have the honour to confirm, on behalf of my Government, the following understandings reached between the two Governments.
