Phnom-Penh, December 26th, 1973.
書簡をもつて啓上いたします。本大臣は、千九百七十二年五月十三日付けのカンボディア共和国為替支持基金(以下「基金」という。)の設立に関するカンボディア共和国政府と日本国政府との間の交換公交及びカンボディア共和国政府の代表者と基金への拠出国政府の代表者との間で最近行われた討議に言及し、前記の交換公交第3項に定められ、千九百七十二年十二月二十五日付けの交換公交によつて千九百七十三年十二月三十一日まで延長された基金の存続期間を、千九百七十四年十二月三十一日まで更に延長することを提案する光栄を有します。
Excellency, Referring to the exchange of notes dated May 13, 1972 between the Government of the Khmer Republic and the Government of Japan concerning the establishment of an Exchange Support Fund for the Khmer Republic (hereinafter referred to as the "ESF", ) and to the recent discussions held between the representatives of the Governments of the contributing countries to the ESF, I have the honour to propose that the duration of the ESF provided for in paragraph 3 of the said Exchange of Notes, which was extended until December 31, 1973 by the Exchange of Notes dated December 25, 1972, shall be further extended through December 31, 1974.
本大臣は、更に、前記の提案が日本国政府にとつて受諾しうるときは、この書簡及び閣下のその旨の返簡が閣下の返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことを提案する光栄を有します。
I have further the honour to propose that, if the foregoing proposal is acceptable to the Government of Japan, the present Note and Your Excellency's Note to that effect shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of your reply.
本大臣は、以上を申し進めるに際し、ここに閣下に向かつて敬意を表します。

書簡をもつて啓上いたします。本使は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
I have the honour to acknowledge receipt of Your Excellency's Note of today's date, which reads as follows:

本使は、更に、前記の提案が日本国政府にとり受諾しうるものであることを日本国政府に代わつて確認するとともに、閣下の書簡及びこの返簡がこの返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことに同意する光栄を有します。
I have further the honour to confirm on behalf of my Government that the foregoing proposal is acceptable to the Government of Japan and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
