Phnom-Penh, 25 December I972.
書簡をもつて啓上いたします。本大臣は、千九百七十二年五月十三日付けのカンボディア共和国為替支持基金の設立に関するカンボディア共和国政府と日本国政府との間の交換公文並びにカンボディア共和国政府の代表者とオーストラリア、日本国、マレイシア、二ュー・ジーランド、タイ、グレート・ブリテン及び北部アイルランド連合王国並びにアメリカ合衆国の政府の代表者との間で最近行なわれた討議に言及し、前記の交換公文第3項に定められた為替支持基金の存続期間を千九百七十三年十ニ月三十一日まで延長することを提案する光栄を有します。
Excellency, Referring to the Exchange of Notes dated May 13, 1972 between the Government of the Khmer Republic and the Government of Japan concerning the establishment of an Exchange Support Fund for the Khmer Republic and to the recent discussions held between the representatives of the Government of the Khmer Republic and the Governments of Australia, Japan, Malaysia, New Zealand, Thailand, the United Kingdom of Great Britain and Northern Ireland and the United States of America, I have the honour to propose that the duration of the Exchange Support Fund provided for in paragraph 3 of the said Exchange of Notes shall be extended through December 31, 1973.
本大臣は、さらに、前記の提案が日本国政府にとつて受諾しうるときは、この書簡及び閣下のその旨の返簡が閣下の返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことを提案する光栄を有します。
I have further the honour to propose that, if the foregoing proposal is acceptable to the Government of Japan, the present Note and Your Excellency's Note to that effect shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of your reply.
本大臣は、以上を申し進めるに際し、ここに閣下に向かつて敬意を表します。

本使は、さらに、前記の提案が日本国政府にとり受諾しうるものであることを日本国政府に代わつて確認するとともに、閣下の書簡及びこの返簡がこの返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことに同意する光栄を有します。
I have further the honour to confirm on behalf of my Government that the foregoing proposal is acceptable to the Government of Japan and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
