通商航海に関する暫定的な期間における待遇供与に関する日本国政府とタイ王国政府との間の交換公文

February 24, 1971.
書簡をもつて啓上いたします。本使は、千九百三十七年十二月八日にバンコックで署名され、かつ、千九百七十一年二月十七日から効力を失う日本国逼羅国間友好通商航海条約に言及する光栄を有します。
Excellency, I have the honour to refer to the Treaty of Friendship, Commerce and Navigation between Japan and Siam signed at Bangkok, December 8, 1937, which will cease to be effective as from February 27, 1971.
本使は、両国間の通商上及び航海上の関係を友好的な及び安定した基礎の上に維持することが望ましいことにかんがみ、両政府が、千九百七十一年二月二十七日から現在交渉中の同一の主題に関する新条約の締結までの間、それぞれの国の法令の範囲内で、千九百三十七年の条約において取り扱われている事項につき、衡平の原則に基づいてできる限り好意的な待遇を与えることを本国政府に代わつて提案いたします。もつとも、いずれか一方の政府は、前記のことを書面による三箇月の予告を与えることによつて終了することができます。
In view of the desirability of maintaining the relations of commerce and navigation between the two countries on a friendly and stable basis, I now propose, on behalf of my Government, that, as from February 27, 1971 and pending the conclusion of a new Treaty on the same subjects which is now under negotiation, the two Governments accord, with regard those matters dealt with in the Treaty of 1937, treatment as favourable as possible on the basis of the principle of equity, within the limits of the laws and regulations of their respective countries: provided that either Government may terminate the foregoing by giving three months prior notice in writing
前記の提案が貴国政府にとつて受諾しうるものである場合には、本使は、この書簡及びその旨の閣下の返簡を両政府間の合意を構成するものとみなすことを提案する光栄を有します。
If the above proposal is acceptable to Your Excellency's Government, l have the honour to suggest that the present note and Your Excellency's reply to the above effect shall be regarded as constituting an agreement between our two Governments.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.

Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本大臣は、前記の提案がタイ政府にとつて受諾しうるものであることを閣下に通報し、かつ、閣下の書簡及びこの返簡を両政府間の合意を構成するものとみなすことを確認する光栄を有します。
In reply, l have the honour to inform Your Excellency that t he above-mentioned proposal is acceptable to the Government of Thailand and to confirm that Your Excellency's Note and this reply shall be regarded as constituting an Agreement between our two Governments.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
