一部旅券査証の相互免除に関する日本国政府とシンガポール共和国政府との間の取極（口上書）

日本国大使館は、シンガポール共和国外務省に敬意を表するとともに、日本国政府が、日本国とシンガポール共和国との間の観光、文化及び通商に関する関係を促進するために、日本国に入国することを希望するシンガポール国民に対する査証の免除に関し、千九百七十二年一月一日から相互主義に基づき次の措置をとる用意を有することを同省に通報する光栄を有する。
The Embassy of Japan presents its compliments to the Ministry of Foreign Affairs of the Republic of Singapore and has the honour to inform the latter that the Government of Japan, with a view to facilitating tourism, cultural and commercial relations between Japan and the Republic of Singapore, is prepared to take on a reciprocal basis, the following measures from lst January, 1972, concerning the waiving of visas for Singapore nationals seeking entry into Japan:
(1) 有効なシンガポール旅券を所持するシンガポール国民であつて、継続して三箇月をこえない期間滞在する意図をもつて日本国に入国することを希望するものは、査証を取得することなく、日本国に入国することができる。
(1) Singapore nationals in possession of valid Singapore passports who are seeking entry into Japan with the intention of staying there for a period not exceeding three consecutive months, may enter Japan without obtaining a visa.
(2) 日本国政府は、(1)の規定に基づいて査証なしに日本国に入国したシンガポール国民であつて、滞在期間を三箇月をこえて延長することを希望するものの滞在期間の延長を許可することができる。
(2) The Government of Japan may grant extensions of the period of stay to Singapore nationals who, having entered Japan without a visa under paragraph(1)above, desire to extend the period of stay beyond three months.
(3) (1)の規定に基づく査証の要件の免除は、シンガポール国民であつて、就職し、永住し、自由職業若しくは他の生業を営み、報酬を得る目的で芸能(スポーツを含む。)に従事し、又は継続して三箇月をこえる期間滞在する意図をもつて日本国に入国することを希望するものについては、適用しない。
(3) The waiver of the visa requirement under paragraph(1)above shall not apply to Singapore nationals who desire to enter Japan with the intention of seeking employment or permanent residence, or of exercising a profession or other occupation, or of engaging in a public entertainment(including sport)for remunerative purposes, or with the intention of staying there for a period exceeding three consecutive months.
(4) (1)の規定に基づく査証の要件の免除は、日本国に入国するシンガポール国民又は滞在期間の延長を申請するシンガポール国民に対し、外国人の入国、滞在、居住及び出国に関する日本国の法令に服することを免除するものではない。
(4) The waiver of the visa requirement under paragraph(1)above does not exempt Singapore nationals entering Japan, or applying for an extension of stay therein, from the necessity of complying with the Japanese laws and regulations concerning the entry, stay, residence and exit of aliens.
(5) 日本国政府は、当該シンガポール国民が好ましくないもであるか又は外国人の入国に関する日本国政府の一般的な政策上不適当なものであるときは、日本国への入国又は日本国における滞在の許可を拒否する権利を留保する。
(5) The Government of Japan reserves the right to refuse leave to enter or stay in Japan in any case where the Singapore national concerned is undesirable or otherwise ineligible under the general policy of the Government of Japan relating to the entry of aliens.
(6) 日本国政府は、公の政策上の理由により以上の規定の全部又は一部を一時的に停止することがてきる。このような停止は、外交上の経路を通じてシンガポール共和国政府に直ちに通告するものとする。
(6) The Government of Japan may suspend the foregoing provisions in whole or in part temporarily for reasons of public policy. Any such suspension shall be notified immediately to the Government of the Republic of Singapore through the diplomatic channel.
(7) 日本国政府は、シンガポール共和国政府に対する書面による二箇月の予告をもつて前記の諸規定を終了させることができる。
(7) The Government of Japan may terminate the foregoing by giving two months' notice in writing to the Government of the Republic of Singapore.
日本国大使館は、以上を申し進めるに際し、ここに重ねてシンガポール共和国外務省に向かつて敬意を表する。
The Embassy of Japan avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Singapore the assurances of its highest consideration.
