日本国とギリシャ王国との間の貿易に関する交換公文

(Japanese Letter)

　Athens, February 18, 1971

　書簡をもつて啓上いたします。本使は、アテネにおいて最近行なわれた貿易に関する会談の結果、日本国政府及びギリシャ王国政府の代表者が、日本国とギリシャ王国との間の貿易を拡大する目的をもつて、次の取極に合意したことを確認する光栄を有します。

　Excellency,
I have the honour to confirm that, as a result of the recent trade talks held in Athens, the representatives of the Government of Japan and of the Royal Hellenic Government, with the intent ion of expanding trade between Japan and the Kingdom of Greece, have agreed to the following arrangement:

1　日本国とギリシャ王国との間のすべての取引に関する支払は、それぞれの国における現行の為替管理法令に従い、交換可能な通貨により行なわれる。

1.  Payments with respect to all transactions between Japan and the Kingdom of Greece shall, in accordance with the foreign exchange laws and regulat ions in force in the respective countries, be effected in convertible currencies.

2　日本国政府は、日本国における現行の輸入規則に従い、次に掲げるギリシャ産品の全地域向け割当制又は自動承認制による輸入のために必要な措置をとる。

2.  The Government of Japan shall take the necessary steps for the importation of Greek products such as listed below under the global quotas or under the Automatic Approval System respectively, in accordance with the existing import regulations in Japan.

(I)　葉たばこ

(I)  Leaf tobacco

(II)　干ぶどう

(II)  Dried raisin

(III)　綿花

(III)  Cotton

(IV)　エメリー

(IV)  Emery

(V)　大理石

(V)  Marble

(VI)　ぶどう酒

(VI)  Wines

3　ギリシャの当局は、ギリシャ王国における現行の輸入規則に従い、外国貿易庁決定第四六六〇〇／六一号のA表(補足及び改正を含む。)及び決定第八七三六／六三号(補足及び改正を含む。)に掲げる品目を除き、日本産品の輸入に関するすべての申請を承認するために必要な措置をとる。

3.  The Greek Authorities, in accordance with the existing import regulations in the Kingdom of Greece, shall take the necessary steps for the approval of all the applications concerning the importation of Japanese products except only those mentioned in List "A" in Foreign Trade Board Decision No. 46600/61 as subsequently supplemented and amended and in decision 8736/63 as subsequently supplemented and amended.

4　ギリシャ王国政府は、決定第四六六〇〇／六一号のA表(補足及び改正を含む。)及び決定第八七三六／六三号(補足及び改正を含む。)に列記された品目の日本国からの輸入を公正な基礎に基づいて許可するという慣行から逸脱する意向を有しない。

4.  The Royal Hellenic Government has no intention of departing from the practice of licensing on a fair basis the importation from Japan of the items enumerated in List "A" in decision 46600/61 as subsequently supplemented and amended and in decision 8736/63 as subsequently supplemented and amended.

5　この取極の有効期間中、両政府の代表者は、この取極の実施又は相互の貿易の円滑な発展に関するいかなる問題をも討議するため、随時協議することができる。

5.  During the period of the validity of this arrangement, the representatives of the two Governments may enter into consultation at any time to discuss any problem relating to the implementation of this arrangement or to smooth development of mutual trade.

6　この取極は、千九百七十年十月一日から一年間効力を有するものとし、いずれか一方の政府が他方の政府に対しこの取極を終了させる意思を少なくとも一箇月の予告をもつて書面により通告することによつて終了されない限り、毎年次の一年の期間について自動的に更新される。ただし、いかなる場合にも、この取極の有効期間は、前記の日付の日から三年をこえないものとする。

6.  This arrangement shall be valid for period of one year from 0ctober 1st, 1970 and shall be automatically renewed every year for the next period of one year, unless terminated by either Government at the end of each Period of one year by giving to the other, at least one month written notice of its intent ion to terminate it. However, in any case the period of validity of this arrangement shall not exceed three years as from the said date.

7　両政府は、この取極の終了後における相互の貿易を一層発展させることを目的として、この取極の終了前に十分の余裕をもつて会談を行なう意向を有する。

7.  It is the intent ion of both Government to hold discussions well before the termination of this arrangement with a view to further developing the mutual trade for the period following the termination of this arrangement.

　本使は、閣下が貴国政府に代わつて前記の取極を確認されるよう要請する光栄を有します。

　I have the honour to request you to be good enough to confirm the above-mentioned arrangement on behalf of your Government.

　本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

　I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.

I have the honour to acknowledge receipt of Your Excellency' s letter dated February 16, 1971, which reads as follows:
