　書簡をもつて啓上いたします。本官は、両国間の技術協力を促進するため日本青年海外協力隊(以下「協力隊」という。)をザンビア共和国に派遣することに関して日本国政府の代表とザンビア共和国政府の代表との間でルサカにおいて行なわれた最近の討議に言及するとともに、これらの代表の間で到達した次の了解を日本国政府に代わつて確認する光栄を有します。


							

						

						

							

								
　Sir,I have the honour to refer to the recent discussions held in Lusaka between the representatives of the Government of Japan and the Government of the Republic of Zambia concerning the dispatch of Japan 0verseas Cooperation Volunteers (hereinafter referred to as "the Volunteers f") to the Republic of Zambia with a view to promoting technical cooperation between the two countries and to confirm on behalf of the Government of Japan the following understandings reached between them:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
1　日本国政府は、ザンビア共和国政府の要請に基づき、日本国の現行法令に従い、ザンビア共和国の社会的及び経済的開発に寄与するため、両政府間で別個に合意される計画に従つて協力隊を派遣する。


							

						

						

							

								
1. At the request of the Government of the Republic of Zambia and in accordance with the laws and re0ulat ions in force in Japan, the Government of Japan will dispatch the Volunteers for the purpose of Contributing to the social and economic development of the Republic of Zambia, according to the schedule to be separately agreed upon by the two Governments.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
2　日本国政府は、予算措置がとられることを条件として、協力隊の隊員の日本国とザンビア共和国との間の渡航費及びザンビア共和国における生活手当を負担し、並びに協力隊の隊員の任務の遂行に必要な機械、器具、材料及び医薬品を供与する。


							

						

						

							

								
2. The Government of Japan will, subject to budgetary appropriations, bear the cost of international travel between Japan and the Republic of Zambia and living allowances in the Republic of Zambia for the members of the Volunteers and make available such equipment, machinery, materials and medical supplies as necessary for the performance  of their functions


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
3　ザンビア共和国政府は、協力隊に対し、次の特権、免除及び利益を与える。


							

						

						

							

								
3. The Government of the Republic of Zambia will grant the members of the Volunteers the following privileges, exemptions, and benefits:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(1)　2に掲げる機械、器具、材料及び医薬品の輸入に対し又はこれに関連して課される関税その他すべての種類の課徴金の免除


							

						

						

							

								
(1) The exempt ion from customs duties an charges of any kind imposed on or in connection with the importation of the equipment, machinery, materials and medical supplies mentioned in 2 above.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(2)　協力隊の隊員の身回品及び家庭用品の輸入に対し又はこれに関連して課される関税その他すべての種類の課徴金の免除。ただし、協力隊の当該隊員がザンビア共和国に到着した時に又はその到着から六箇月以内に輸入されることを条件とする。このようにして輸入された身回品及び家庭用品は、税関・間接税務局監査官の承認なしにザンビア共和国において売却することはできない。


							

						

						

							

								
(2) The exemption from customs duties an charges of any kind imposed on or in connection with the importation of the personal and household effects of the members of the Volunteers, provided that such effects are imported at the time of or within six months from the arrival of the members of the Volunteers in the Republic of Zambia. Such imported effects may not be sold in Republic of Zambia  without the consent of the Controller of Customs and Excise.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(3)　2に掲げる生活手当等協力隊の隊員に日本国から送付される給与に対し又はこれに関連して課される所得税その他すベての種類の課徴金の免除


							

						

						

							

								
(3) The exempt ion from income tax and charges of any kind imposed on or in connection with any allowances to be remitted from Japan for the members the Volunteers such as the living allowances mentioned in 2 above. 


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(4)　医療上の及び病院における便宜(ザンビアの公務員に与えられる便宜と同じ程度のもの)


							

						

						

							

								
(4) Medical and hospital facilities to the same extent as they are provided for Zambian Civil Servants.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(5)　ザンビア共和国政府の要請に基づき協力隊の隊員がその任務を遂行する場所における無料の住居施設。協力隊の隊員は、水道及び電気の料金を負担する。


							

						

						

							

								
(5) Rent-free housing accommodations at places where they are to perform the functions at the request of the Government of the Republic of Zambia. The members of the Volunteers will meet the cost of water and electricity supplied.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
4(1)　ザンビア共和国政府は、ザンビア共和国における協力隊の活動に関連して日本国政府が与える任務を遂行するための協力隊の駐在員一人及び調整員二人以上を受け入れる。


							

						

						

							

								
1.(1) The Government of the Republic of Zambia will accept a Representative and Co-ordinators of the Volunteers who will discharge the functions to be assigned to them by the Government of Japan relative to the activities of the Volunteers in the Republic of Zambia.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(2)　駐在員及び調整員は、その任務の遂行に必要な器具及び材料並びにその身回品及び家庭用品の輸入に対し又はこれに関連して課される関税その他すべての種類の課徴金を免除される。駐在員及び調整員は、また、一人につき一台の自動車を無税で輸入すること(又はザンビア共和国における保税倉庫から購入すること)を認められる。このようなすべての輸入品(自動車を含む。)は、税関・間接税務局監査官の承認なしにザンビア共和国において売却することはできない。


							

						

						

							

								
(2) The Representative and the Co-ordinators will be exempted from the payment of the customs duties and charges of any kind imposed on or in connection with the importation of equipment and materials necessary for the performance of their functions as well as the personal and household effects. The Representative and the  co-ordinators will also be allowed duty-free importation (or purchase from bond in the Republic of Zambia) of one motorcar each. All such imported goods, including the motorcar, may not be sold in the Republic of Zambia without the consent of the Controller of Customs and Excise.

　本官は、さらに、前記の了解がザンビア共和国政府にとつて受諾しうるものであるときは、この書簡及びこの書簡に同意される貴官の返簡が両政府間の合意を構成することを提案する光栄を有します。
