　December, 21st, 1970 Nairobi

　Excellency,I have the honour to refer to the recent discussions held in the Republic of Uganda by the representatives of the Government of Japan and the Government of the Republic of Uganda, concerning the dispatch to the Republic of Uganda of Japan Overseas Cooperation Volunteers (hereinafter referred to as "the Volunteers"), with a view to promoting technical co-operation between Japan and the Republic of Uganda. I wish to confirm on behalf of the Government of Japan the following understandings reached between our representatives;

1. At the request of the Government of the Republic of Uganda, the Government of Japan shall, in accordance with the laws and regulations in force in Japan and subject to budgetary appropriations, dispatch to the Republic of Uganda the Volunteers for the purpose of contributing to the social and economic development of the Republic of Uganda, according to the schedules to be separately agreed upon by the two Governments.

2. The Government of Japan shall bear the cost of international travel of the members of the Volunteers between Japan and the Republic of Uganda, and shall provide living allowances for the members of the Volunteers throughout their assignments in the Republic of Uganda and shall also provide such equipment, machinery, materials and medical supplies as are necessary for the performance of the duties of the members of the Volunteers.

3. The Government of Japan will, with the prior consent of the Government of the Republic of Uganda, as sign a Representative and Co-ordinators of the Volunteers who will discharge the functions to be assigned to them by the Government of Japan relative to the activities of the Volunteers in the Republic of Uganda.

4. The Government of the Republic of Uganda shall:

(a) Exempt from income tax and charges of any kind imposed on or in connection with any emoluments and allowances to be remitted from Japan for the Representative, the Co-ordinators and the members of the Volunteers;

(b) Exempt from import duties and charges of any kind imposed on or in connection with the importation of the equipment, machinery, materials and other supplies necessary for the performance of the official duties of the Representative, the Co-ordinators and the members of the Volunteers;

(c) Exempt from import duties and charges of any kind imposed on or in connection with the importation of the used personal and household effects of the Representative, the Co-ordinators and the members of the Volunteers, provided that such effects are imported within six months of their arrival, or such further period as Controller of Customs may allow, and are not intended for sale or disposal. Personal and household effects shall be interpreted as including one radio, one record player, one tape recorder, one refrigerator, minor electrical appliances and photographic and cine equipment and

(d) Allow the Representative and the Co-ordinators duty-free importation (or purchase from bond in the Republic of Uganda) of one motor vehicle each for their official use, provided that appropriate import duties may be paid if sold to a person who is not entitled to the same privileges.

5. The Government of the Republic of Uganda shall:

(a) Provide the members of the Volunteers with such medical and dental facilities as are provided by the Government of the Republic of Uganda to expatriate public servants and 

(b) Provide each member of the Volunteers with such appropriate subsidised rental accommodation as circumstances permit which shall contain basic hard furnishings, provided that the members of the Volunteers shall be required to meet the cost of their own board and all service charges. The detailed arrangement of this accommodation will be defined in the schedules mentioned in 1. above.

6. The two Governments shall, from time to time, consult together concerning the effectiveness and success of the programme of the Volunteers.

7. The understandings set out above may be amended or altered by an exchange of letter between the two Governments and terminated by either Government by giving to the other six months' written notice of its intention to terminate them.

　I further have the honour to propose that, should the foregoing understandings be acceptable to the Government of the Republic of Uganda, this letter and Your Excellency's letter in reply shall constitute an agreement between the Government of Japan and the Government of the Republic of Uganda which shall come into force on the date of Your Excellency letter in reply.
