　書簡をもつて啓上いたします。本官は、千九百六十一年三月十五日にニュー・ヨークで署名された国際連合と日本国政府との間の協定により設置された犯罪の防止及び犯罪者の処遇に関するアジア及び極東研修所の計画の実施の延長に関する千九百六十九年三月十八日付けの交換公文に言及する光栄を有します。


							

						

						

							

								
　Sir,I have the honour to refer to our exchange of letters dated 18 March 1969 concerning the further implementation of a programme for the Asia and the Far East Institute  for the Prevention of Crime and the Treatment of offender (UNAFEI), established by the agreement between the United Nations and the Government of Japan signed on 15 March 1961.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　本官は、さらに、日本国政府及び国際連合が共同で前記の研修所を次の条件によつて千九百七十年四月一日から引き続き管理することを提案する光栄を有します。


							

						

						

							

								
　I have further the honour to propose that the Institute referred to above shall continue to be operated under the joint auspices of the Government of Japan and the United Nations from 1 April 1970 upon the following condition 


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
1　研修所に次の職員を置く。

(a)　所長一人。所長は、日本国政府が国際連合と協議して政府職員の中から指名する。


							

						

						

							

								
(a) A Director who shall be assigned by the Government o f Japan from among its Government officials in consultation with the United Nations.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　所長は、国際連合の当局と連けいを保ちつつ研修所の研修及び調査の計画を作成し、その実施その他これに付随する業務について指揮監督を行ない、かつ、研修所の行なつた事業及び次年度の計画に関する年次報告を日本国政府及び国際連合に提出することをその職務とする。


							

						

						

							

								
　His functions shall be to plan in close contact with the United Nations the training and research Programmes of the Institute, to direct and supervise their implementation and other related activities, and to submit to the Government of Japan  and the United Nations an annual report on the activities of the Institute and on  the programme for the following year.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　所長が不在のときは、上席の日本人職員が臨時の所長として行動する。


							

						

						

							

								
　In the absence of the Director, the senior Japanese staff member shall act as interim Director.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(b)　共同所長。(a)の規定にかかわらず、国際連合は千九百七十年四月一日から千九百七十年八月三十一日まで引き続いて国際連合が日本国政府と協議して任命する所長一人を研修所に置くことができる。この場合には、日本国政府が指名する所長及び国際連合が任命する所長は、(a)に定める所長の職務を相互に協議して遂行するため、共同所長として行動する。


							

						

						

							

								
(b) Co-Directors. Notwithstanding the provisions of . paragraph (a) above, the United Nations may provide the Institute with a Director who shall be appointed by the United Nations in consultation with the Government of Japan for a further period, namely from 1 April 1970 through 3 August 1970. In such a case, the Direct assigned by the Government of Japan and the Director appointed by the United Nations shall act as Co-Directors with a view to discharging the functions of the Director under paragraph (a) above upon mutual consultation.

3　国際連合は、必要なときは、研修所を視察させ及びその活動について国際連合に報告を提出させるため、適格な役員又は専門家を指名することができる。

6(1)　国際連合の特権及び免除に関する条約は、研修所に関連して適用される。したがつて、研修所との関連において職務を遂行する国際連合の職員は、前記の条約第五条及び第七条に規定する特権及び免除を享有する。


							

						

						

							

								
6.(1) The Convent ion of the Privileges and Immunities of the United Nations shall be applicable in respect of the Institute Accordingly, officials of the United Nations performing functions in connection with the Institute shall enjoy the privileges and immunities provided for in Articles V and VII of the said Convention


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(2)　研修所で研修する国際連合奨学金の受給者で日本国民でないすべてのものは、日本国への入国及び日本国からの出国並びに研修に必要な期間中の日本国における滞在を許可され、かつ、すみやかに旅行を行なうための便益を与えられる。査証は、必要とされる場合には、すみやかに、かつ、無料で発給される。


							

						

						

							

								
(2) All holders of United Nations fellowships at the Institute who are not nationals of Japan shall be permitted to enter into and exit from Japan and to sojourn there for the period necessary for their training and be granted facilities for speedy travel. 7　関係地域内の受益国は、個個の国別計画のわぐ内で国際連合により供与される奨学金を研修所の研修のために申請するよう勧誘されるものとする。
