CULTURAL AGREEMENT BETWEEN JAPAN AND THE SOCIALIST FEDERAL REPUBLIC OF YUGOSLAVIA

　日本国政府及びユーゴースラヴィア社会主義連邦共和国政府は、両国間の文化、科学及び教育についての関係並びに理解を助長し、かつ、深めることを希望して、文化協定を締結することに決定し、次の諸条を協定した。

　The Government of Japan and the Government of the Socialist Federal Republic of Yugoslavia,
Desirous of promoting and deepening the cultural, scientific and educational relations and understanding between the two countries,
Have decided to conclude a Cultural Agreement and have agreed upon the following articles;

第一条
1両国政府は、特に次の諸手段により、自国内において相手国の文化が一層理解されるように、できる限りの便宜を相互に与えるものとする。

ARTICLE 1
1. The two Governments will accord each other every possible facility so as to assure the better understanding of the culture of each country in the other country, especially by means of;

(a)　書籍、定期刊行物その他の出版物

(a) books, periodicals and other publications;

(b)　講演、演奏会及び演劇

(b) lectures, concerts and theatrical performances ;

(c)　美術展覧会その他の文化的性質を有する展覧会

(e) art exhibitions and other cultural exhibitions;

(d)　テレビジョン、ラジオその他類似の手段

(d) television, radio and other similar means; and

(e)　文化的、科学的又は教育的性質を有する映画

(e) cultural, scientific or educational films .

2　各国政府は、他方の国の文学的又は芸術的な内容の著作物の翻訳又は複製を奨励するものとする。

2. Each Government will encourage the translation or reproduction of literary or artistic works of the other country.

第二条
　両国政府は、教授、学者、学生、技術的専門家及び文化、科学又は教育に関する機関の構成員の両国間における交換を奨励するものとする。

ARTICLE 2
　The two Governments will encourage the exchange between the two countries of professors, scholars, students, technical experts and members of cultural, scientific and educational institutions.

第三条
　各国政府は、自国の大学その他の教育研究機関における他方の国の文化に関する問題を取り扱う講義の創設及び拡充を奨励するものとする。

ARTICLE 3
　Each Government will encourage the establishment and development at its universities and other educational or research institutes of courses treating any subjects concerning the culture of the other country.

第四条
　両国政府は、いずれか一方の国において修学中に若しくは修学修了の際に大学その他の教育機関から与えられる学位及び資格証書又は当該一方の国において与えられるその他の資格証書が、修学上の目的のために、他方の国においても同等の価値を認められるようにするための方法及び条件を研究するものとする。

ARTICLE 4
　The two Governments will study the means and conditions with which the titles and diplomas, acquired in the course of or at the end of the study at universities or other educational institutes or other diplomas obtained in one of the two countries, may be recognized as equivalent in the other country for academic purposes.

第五条
　各国政府は、自国における科学、技術又は産業に関する機関において相手国の国民が修学及び研究を行ない、又は訓練を受けることができるように、これらの者に奨学金その他の便宜を与えるための方法を研究するものとする。

ARTICLE 5
　Each Government will study the measures to provide the nationals of the other country with scholarships and other facilities in order to enable such nationals to make study and research or to acquire training in the scientific, technical and industrial institutions in its country.

第六条
　両国政府は、両国の文化、科学又は教育に関する機関の間における協力を奨励するものとする。

ARTICLE 6
　The two Governments will encourage the cooperation between cultural, scientific and educational institutions of the two countries.

第七条
　各国政府は、自国において、相手国の国民に対し、博物館、図書館その他の資料収集施設の利用について便宜を与えるものとする。

ARTICLE 7
　Each Government will accord in its country, the nationals of the other country the facilities of access to museums, libraries and other documentation centers.

第八条
　両国政府は、両国のスポーツ団体の間における協力及び運動競技を奨励するものとする。

ARTICLE 8
　The two Governments will encourage cooperation and competition between sports organizations of the two countries.

第九条
　両国政府は、必要なときはいつでも、通常の外交経路を通じ、この協定を実施するための計画その他の事項について協議するものとする。

ARTICLE 9
　The two Governments will, whenever "necessary, consult with each other through regular diplomatic channels on such matters as programmes for the implementation of the present Agreement.

第十条
1　この協定は、批准されなければならない。この協定は、ベルグラードで行なわれるべき批准書の変換の日に効力を生ずる。

ARTICLE 10
1. The present Agreement shall be ratified and shall enter into force on the date of exchange of instruments of ratification which shall take place at Belgrade.

2　この協定は、三年間効力を有し、その後は、いずれか一方の政府がこの期間の満了の際又はその後いつでも他方の政府に対し文書による一年前の予告を与えることにより終了させられるまで効力を存続する。

2. The present Agreement shall remain in force for a period of three years and shall continue in force thereafter until terminated by either Government by giving one year's written notice to the other Government at the end of that period or at any time thereafter.

　以上の証拠として、両国政府代表は、この協定に署名した。

　IN WITNESS WHEREOF, the representatives of the two Governments have signed the present Agreement.

　千九百六十八年三月十五日に東京で、英語により本書二通を作成した。
