日本青年海外協力隊の派遣に関する日本国政府とシリア・アラブ共和国政府との間の交換公文

(Japanese Note)
Damascus, 30th October 1969.
書簡をもつて啓上いたします。本使は、両国間の技術協力を促進するため日本青年海外協力隊(以下｢協力隊｣という)をシリア・アラブ共和国に派遣することに関し、日本国政府の代表とシリア・アラブ共和国政府の代表との間でダマスカスにおいて行なわれた最近の討議に言及するとともに、これらの代表の間で到達した次の了解を日本国政府に代わつて確認する光栄を有します。
Excellency, I have the honour to refer to the recent discussions held in Damascus between the representatives of the Government of Japan and the Government, of the Syrian Arab Republic concerning the dispatch of Japan Overseas Cooperation Volunteers (hereinafter referred to as "the Expert Volunteers") to the Syrian Arab Republic with a view to promoting technical cooperation between the two countries and to confirm on behalf of the Government of Japan the fo1lowing understandings reached between them;
1 日本国政府は、シリア・アラブ共和国政府の要請に基づき、日本国の現行法令に従い、シリア・アラブ共和国の社会的及び経済的開発に寄与するため、両政府間で別個に合意される計画に従つて協力隊を派遣する。
1. At the request of the Government of the Syrian Arab Republic, and in accordance with the laws and regulations in force in Japan, the Government of Japan will dispatch the Expert Volunteers for the purpose of contributing to the social and economic development of the Syrian Arab Republic, according to the schedule to be separately agreed upon by the two Governments.
2 日本国政府は、予算措置がとられることを条件として、協力隊の隊員の日本国とシリア・アラブ共和国との間の渡航費及びシリア・アラブ共和国における生活手当を負担し、並びに協力隊の隊員の任務の遂行に必要な機械、器具、材料及び医薬品を供与する。
2. The Government of Japan will, subject to budgetary appropriations, bear the cost of international travel between Japan and the Syrian Arab Republic and living allowances in the Syrian Arab Republic for members of the Expert Volunteers and make available such equipment, machinery, materials and medical supplies as necessary for the performance of their functions.
3 シリア・アラブ共和国政府は、協力隊の隊員に対し、次の特権、免除及び利益を与える。
3. The Government of the Syrian Arab Republic will grant the members of the Expert Volunteers the fo1lowing privileges, exemptions and benefits:
(1) 2に掲げる機械、器具、材料及び医薬品並びに協力隊の隊員の身回品及び家庭用品の輸入に対し又はこれに関連して課される関税その他すベての種類の課徴金の免除
(1) The exemption from customs duties and charges of any kind imposed on or in connection with the importation of the equipment, machinery, materials and medical supplies mentioned in 2. above as well as personal and household effects of the members of the Expert Volunteers.
(2)2 2に掲げる生活手当等協力隊の隊員に海外から送付される給与に対し又はこれに関連して課される所得税その他すべての種類の課徴金の免除
(2) The exemption from income tax and charges of any kind imposed on or in connection with any allowances to be remitted from overseas for the members of the Expert Volunteers such as the living allowances mentioned in 2. above.
(3) シリア・アラブ共和国における協力隊の隊員の任期中における無料診療
(3) Free medical care during the term of their assignment in the Syrian Arab Republic.
(4) シリア・アラブ共和国政府の要請に基づいて協力隊の隊員がその任務を遂行する場所における無料の住居施設
(4) Rent-free housing accommodations at places where they are to perform their functions at the request of the Government of the Syrian Arab Republic.
4(1) シリア・アラブ共和国政府は、シリア・アラブ共和国における協力隊の活動に関連して日本国政府が与える任務を遂行するための協力隊の駐在員一人及び調整員二人以上を受け入れる。
4.(1) The Government of the Syrian Arab Republic will accept a Representative and Co-ordinators of the Expert Volunteers who will discharge the functions to be assigned to them by the Government of Japan relative to the activities of the Expert Volunteers in the Syrian Arab Republic.
(2) 駐在員及び調整員は、その任務の遂行に必要な器具及び材料並びにその身回品及び家庭用品の輸入に対し又はこれに関連して課される関税その他すべての種類の課徴金を免除される。駐在員及び調整員は、また、一人につき一台の自動車を無税で輸入すること(又はシリア・アラブ共和国における保税倉庫から購入すること)を認められる。
(2) The Representative and the Co-ordinators will be exempted from the payment of customs duties and charges of any kind imposed on or in connection with the importation of equipment and materials necessary for the performance of their function as well as the personal and household effects. The Representative and the Co-ordinators will also be allowed duty-free importation (or purchase from bond in the Syrian Arab Republic) of one motorcar each,
(3) 駐在員及び調整員は、海外から送付される給与に対し又はこれに関連して課される所得税その他すべての種類の課徴金を免除される。
(3) The Representative and the Co-ordinators will be exempted from the payment of income tax and charges of any kind imposed on or in connection with any allowances to be remitted from overseas.
5 両政府は、協力隊派遣計画の実施を成功させるため、随時協議する。
5. The two Governments shall enter into consultation, from time to time, for the successful implementation of the dispatch programme of the Expert Volunteers.
本使は、さらに、前記の了解がシリア・アラブ共和国政府にとつて受諾しうるものであるときは、この書簡及びこの書簡に同意される閣下の返簡が両政府間の協力の基礎を構成するものとすることを提案する光栄を有します。
I have further the honour to propose that, if the foregoing understandings are acceptable to the Government of the Syrian Arab Republic, this Note and Your Excellency's reply Note concurring therein shall constitute the bases of cooperation between the two Governments,

本大臣は、さらに閣下の書簡に述べられている了解をシリア・アラブ共和国政府に代わつて確認し、かつ、閣下の書簡及びこの返簡が両政府間の協力の基礎を構成するものとすることに同意する光栄を有します。
I have further the, honour to confirm the understandings set forth in Your Excellency's Note on behalf of the Government of the Syrian Arab Republic and to agree that Your Excellency's Note and this reply Note shall constitute the bases of cooperation between the two Governments.
