Vientiane, December 5 1969
書簡をもつて啓上いたします。本使は、ラオス王国政府の日本国政府に対するヴィエンチャンのワッタイ空港滑走路延長計画(以下「計画」という。)の実施のための援助要請に言及し、次の取極を提案する光栄を有します。
Monsieur le Delegue,I have the honour to refer to the request of the Royal Government of Laos concerning Japanese assistance for the implementation of the project o the runway extension of the Wattay Airport in Vientiane ( hereinafter referred to as "the Project") and to propose the following arrangements:
1 日本国政府は、日本国の関係法令及びこの取極の規定に従い、計画のために使用されることとなる二億五千万円を限度とする額の贈与を行なう。この贈与は、両政府間の合意によつて延長されない限り、この取極が効力を生ずる日から千九百七十年三月三十一日までの期間にラオス王国政府の使用に供される。
1. The Government of Japan will extend to the Royal Government of Laos in accordance with the relevant laws and regulations of Japan and the provisions of the present arrangements, a grant up to the amount of two hundred and fifty million yen (￥25O, 0O0,000) to be used for the Project.The grant will be made available to the Royal Government of Laos during the period between the date of coming into force of the present arrangements and March 31, 1970, unless the period is extended by mutual agreement between the two Governments.
2 この贈与は、日本国の契約者とラオス王国政府又はその指定する当局との間に円貨建てで締結される契約に基づき、計画のために必要な日本国の生産物及び日本人の役務の購入並びにこの書簡の附属書に特定する目的のために使用される。
2. The grant will be made available for the purchase of Japanese goods and services required for the Project and for such purposes as specified in the annex to this note under such contracts as may be entered into in Japanese yen between Japanese contractors and the Royal Government of Laos or its designated authority .
3 2に規定する契約は、日本国政府によりこの贈与の対象として適格である旨認証されなければならない。
3. The contracts referred to in the preceding paragraph shall be verified by the Government o Japan to be eligible for the grant.
4 この贈与は、日本国政府が、認証された契約によりラオス王国政府又はその指定する当局が負う債務の弁済に充てるための資金をラオス王国政府によつて指定された日本国の外国為替公認銀行(以下「銀行」という。)に開設されるラオス王国政府名義の勘定に日本円で払い込むことによつて実施される。
4. The grant will be executed by the Government of Japan making payments in Japanese yen to cover the obligations incurred under the verified contract by the Royal Government of Laos or its designated authority to an account to be opened in an authorized foreign exchange bank of Japan designated by the Royal Government of Laos (hereinafter referred to as "the Bank") in the name of the Royal Government of Laos.
5 4に規定する払込みは、ラオス王国政府が発行する支払授権書に基づき銀行が支払請求書を提出した時に行なわれる。
5. The payments referred to in the preceding paragraph will be made when payment requests are presented by the Bank under an authorisation to pay issued by the Royal Government of Laos.
6 ラオス王国政府は、計画に必要な生産物及び役務(この贈与によつて供与されるものを除く。)のラオスにおける購入のために必要なすべての経費を負担する。
6. The Royal Government of Laos will bear all the expenses necessary for the purchase in Laos of goods and services required for the Project other than those to be provided by the grant.
7 ラオス王国政府は、この贈与によつて供与される生産物のラオスにおける輸入及び通関のための事務手続に関し、すべての便宣を供与するためあらゆる努力を行なう。
7. The Royal Government of Laos will make every effort to give all facilities concerning administrative procedures for the import and customs clearance in Laos of goods provided by the grant.
8 この贈与に基づく生産物及び役務の供与に関し、日本国の契約者は、ラオス王国政府によつて課されることがあるすべての課徴金及び租税を免除される。
8. With respect to the supply of goods and services under the grant, Japanese contractors will be exempt from any fees and taxes to be imposed by the Royal Government of Laos.
9 両政府は、この取極から又はそれに関連して生ずることがあるいかなる事項についても相互に協議する。
9. The two Governments will consult with each other in respect of any matter that may arise from or in connection with the present arrangements.
10 この取極の実施のための手続細目は、銀行とラオス王国政府との間の協議により決定される。
10. Further procedural details for the implementation of the present arrangements will be agreed upon through consultation between the Bank and the Royal Government of Laos.
本使は、されに、この書簡及びラオス王国政府に代わつて前記の取極を確認される閣下の返簡が閣下の返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことを提案する光栄を有します。
I have further the honour to propose that the present note and Your Excellency's note in reply confirming the foregoing arrangements on behalf of the Royal Government of Laos shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

1. Transportation costs of Japanese goods and travelling expenses for suppliers of Japanese services from Bangkok to Vientiane.
2 日本人の役務提供者に対するラオスにおける日当及び宿泊費
2. Per diem allowance and lodging expenses for supplier of Japanese services in Laos.
3 タイにおけるセメントの購入費
3. Purchase of cement in Thailand.
4 現地で調達される建設機械の損料及び操作費(九千三百六十万円を限度とする。)
4. Depreciation and operation costs of construction machinery supplied locally up to ninety three million six hundred thousand yen (93,600, OOO ) .

書簡をもつて啓上いたします。本官は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency,I have the honour to acknowledge the receipt of Your Excellency's note of today's date which reads as follows:

本官は、さらに、ラオス王国政府に代わつて前記の取極を確認するとともに、閣下の書簡及びこの返簡が、この返簡の日付の日に効力を生ずる両政府間の合意を構成するものとみなすことに同意する光栄を有します。
I have further the honour to confirm on be-half of my Government the arrangements embodied in the note under acknowledgement and to agree that the same, together with this note, shall be regarded as constituting an agreement between the two Governments which shall enter into effect on the date of this reply.
本官は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
