日米文化教育協力に関する合同委員会の設立に関する日本国政府とアメリカ合衆国政府との間の交換公文

Tokyo, November 8, 1968
書簡をもつて啓上いたします。本官は、千九百六十八年四月三日から八日までワシントンにおいて開催された第四回日米文化教育会議で採択された決議及び同決議により開催された臨時委員会の審議に基づき日本国及び合衆国の首席代表がそれぞれの政府に対し行なつた日米文化教育協力に関する合同委員会の設立に関する勧告の趣旨に従つて、任務、構成及び運営方法を次のとおりとする委員会を設立することを書簡により提案する光栄を有します。
Excellency, I have the honor to propose to Your Excellency by letter the establishment of a committee, with the tasks, composition and method of operation as set forth below, in accordance with the purport of the recommendation concerning the establishment of a Joint Committee on Japan-United States Cultural and Educational Cooperation, which was made to the respective Governments by the chief delegates of Japan and the United States in accordance with the resolution adopted at the 4th Japan-United States Cultural and Educational Conference, held in Washington from April 3 to 8 of 1968, and in accordance with the deliberations held at the extraordinary committee meeting held on the basis of the foregoing resolution.
1 任務
1. Tasks
A これまでに日米文化教育会議が行なつた勧告の実施方法について示唆を与えること。
A. Suggestion of ways to implement the recommendations which have been made by Japan-United States Cultural and Educational Conferences in the past.
B 両国間の文化関係及び教育関係に関する活動を絶えず検討すること。
B. Constant review of activities concerning cultural and educational relations between the two countries.
C Bに掲げる文化活動及び教育活動についての創意及び新たな分野を探究し及び勧告すること。
C. Exploration and recommendation of new initiatives and new fields of the cultural and educational activities referred to in the preceding item.
D 次回の日米文化教育会議についての計画を提出すること。
D. Submission of plans for the next Japan-United States Cultural and Educational Conference.
2 構成
2. Composition
A 合同委員会は、日本国及び合衆国の国別パネルで構成する。各国別パネルは、十二人の自国民の委員で構成する。
A. The Joint Committee shall be composed of national Panels of Japan and the United States. Each national Panel shall be made up of 12 members who are nationals of that nation.
B 日本国のパネルの委員は、次の各分野から委嘱する。
B. The members of the Japan Panel shall be drawn from the following fields:
(1) 政府機関 二人
(1) Government offices 2 persons
(2) 教育界 二人
(2) Educational circles 2 persons
(3) 学界 二人
(3) Academic circles 2 persons
(4) 政界 一人
(4) Political circles 1 person
(5) 財界 一人
(5) Business circles 1 person
(6) マス・メディア界 二人
(6) Mass media circles 2 persons
(7) 芸術界 一人
(7) Artistic circles 1 person
(8) アメリカ合衆国に関する研究の専門家 一人
(8) Experts on American studies 1 person
C アメリカ合衆国のパネルの委員は、次の各分野から委嘱する。
C. The members of the United States Panel shall be drawn from the following fields:
(1) 政府機関 四人
(1) Government offices 4 persons
(2) 財団 二人
(2) Foundations 2 persons
(3) 学界 一人
(3) Academic circles 1 person
(4) 政界 一人
(4) Political circles 1 person
(5) 財界 一人
(5) Business circles 1 person
(6) マス・メディア界 一人
(6) Mass media circles 1 person
(7) 芸術界 一人
(7) Artistic circles 1 person
(8) 日本国に関する研究の専門家 一人
(8) Experts on Japanese studies 1 person
D 委員の任期
D. Term of office of Panel members:
(1) 日本国のパネルの委員の任期は、二年(ただし、当初の委員の半数は、一年)とし、再度委嘱することを妨げない。
(1) The term of office of the members of the Japan Panel shall be two years (However, one-half the number of the Panel members at the beginning shall serve for a period of one year). Reappointment is permissible.
(2) アメリカ合衆国のパネルの委員の任期は、三年(ただし、当初の委員のうち、三分の一は、一年、次の三分の一は、二年)とし、再度委嘱することを妨げない。
(2) The term of office of the members of the United States Panel shall be three years (However, of the Panel members at the beginning, one-third shall serve for one year, and an additional one-third shall serve for two years). Reappointment is permissible.
E 各パネルの委員長は、政府機関から委嘱される委員以外の委員のうちから各国政府が委嘱するものとし、再度委嘱することを妨げない。
E. The Chairman of each Panel shall be appointed by each Government respectively from among Panel members other than those representing government agencies. Reappointment is permissible.
F 合司委員会の議長及び副議長
F. Chairman and Vice-Chairman of the Joint Committee:
(1) 次回の日米文化教育会議が開催される国のパネルの委員長が議長となり、他方のパネルの委員長が副議長となる。
(1) The Chairman of the Panel in whose country the next meeting of Japan-United States Cultural and Educational Conference is scheduled to be held, shall be the Chairman of the Joint Committee, and the Chairman of the other nation's Panel shall e the Vice-chairman.
(2) 議長及び副議長は、両国間で交替制とし、任期は、相手国における日米文化教育会議の終了の日から自国における次回の会議の終了の日までとする。
(2) The Chairman and Vice-chairman shall be alternated between the two nations, the term of office of each to be from the day of adjournment of Japan-United States Cultural and Educational Conference in one country to the day of adjournment of the next conference in the other country.
3 運営
3. Management
それぞれの政府に予算上の資金が割り当てられていることを条件として、
Subject to the availability of appropriated funds for each Government,
A 各国別パネルの委員各七人が、日米文化教育会議が開催されない年にハワイで会合する。その第一回会合は、千九百六十九年に開催される。
A. Seven members each from the Panel of the respective sides shall meet in Hawaii in the year Japan-United States Cultural and Educational Conference is not held, the first such meeting to be held in 1969.
B ハワイにおける会合の運営費は、両国政府が折半して負担する。
B. Administrative expenses for the meetings in Hawaii shall be shared equally by the Governments of the two countries.
C 両国のパネルの間の通常の連絡方法
C. Normal methods for communication between the Panels of the two countries:
(1) 両国のパネルの委員長の間の通信を行なうこと。
(1) Communications between the Chairmen of the Panels of the two countries.
(2) 各パネルの議事録の交換その他両国のパネルが必要と認める方法によること。
(2) The exchanging of the minutes of the respective Panels and such other means, methods, as the Panels may require.
(3) 両国のパネルの間のこれらの連絡は、日本国外務省及びニュー・ヨークのジャパン・ソサエティを通じて行なう。
(3) These communications between the Panels of the two countries shall be effected through the Ministry of Foreign Affairs of Japan and the Japan Society of New York.
本官は、アメリカ合衆国政府が前記の提案に同意するときは、この書簡及びその旨の閣下の返簡が両国政府間の合意を構成すること並びにこの合意が本日効力を生じ、かつ、いずれか一方の政府がこの合意を終了させる意向を書面により通告する時まで引き続き効力を有することを提案します。
If the United States Government is agreeable to the foregoing proposals, I suggest that the present note and Your Excellency's reply to that effect should constitute an agreement between our two governments which shall take effect this day and shall remain in force until such time as either Government shall have given notice in writing of its desire to terminate the agreement.

書簡をもつて啓上いたします。本使は、日米文化教育協力に関する合同委員会の設立を提案された本日付けの閣下の書簡に言及する光栄を有します。
Excellency, I have the honor to refer to Your Excellency's note of today's date in which you propose the establishment of the Joint Committee on United States-Japan Cultural and Educational Cooperation.

本使は、アメリカ合衆国政府がこれらの提案に同意し、かつ、閣下の書簡及びこの返簡が両国政府間の合意を構成すること並びにこの合意が本日効力を生じ、かつ、いずれか一方の政府がこの合意を終了させる意向を書簡により通告する時まで引き続き効力を有することに同意することを閣下に通報する光栄を有します。
I have the honor to inform Your Excellency that the United States Government concurs in those proposals and agrees that your note and the present reply shall constitute an agreement between our two Governments which shall take effect this day and shall remain in force until such time as either Government shall have given notice in writing of its desire to terminate the agreement.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
