日本国と連合王国との間の貿易関係に関する第二議定書に基づく交換公文の修正に関する交換公文

(United Kingdom Note)


　

　20 December, 1966.


　書簡をもつて啓上いたします。本使は、グレート・ブリテン及び北部アイルランド連合王国と日本国との間の通商、居住及び航海条約の第二議定書に基づく合意を構成する千九百六十二年十一月十四日付けの交換公文に言及する光栄を有します。連合王国政府は、連合王国政府と日本国政府の代表者の間で最近東京で行なわれた両国間の貿易関係に関する会談の結果、前記の交換公文の(a)、(b)、(c)及び(d)の各項を次の各項により置き換え、かつ、前記の交換公文の附表を本書簡の附表により置き換えるという合意が達せられたと了解します。

　Monsieur le Ministre, 
I have the honour to refer to the Exchange of Notes of the 14th of November, 1962, which constituted an Agreement in accordance with the Second Protocol of the Treaty of Commerce, Establishment and Navigation between the United Kingdom of Great Britain and Northern Ireland and Japan. It is the understanding of the Government of the United Kingdom, as a result of recent discussions held in Tokyo between representatives of the Government of the United kingdom and the Government of Japan relative to trade relations between the two countries, that agreement has been reached to replace paragraphs (a), (b), (c) and (d) of the said Agreement by the following paragraphs and the schedule attached to the said Agreement by the schedule attached hereto:-


(a)　連合王国政府は、千九百六十七年において、日本産品を「千九百六十七年の輸入わく」の欄で各産品に対して示されている額まで輸入することを可能にするように許可証を発給する。

(a) During the year 1967, the Government of the United Kingdom shall issue licences so as to allow importation of Japanese products up to the amount indicated against each product in the column headed "Quota for 1967".


(b)　いかなる産品についても、附表の「自由化期日」の欄で当該産品について表示されている期日後は、制限を存続させることはできない。

(b) Restrictions may not be retained on any product after the date shown against that product in the column of the schedule under the heading "Date of liberalisation".


　本使は、前記のことがこの問題に関する日本国政府の了解でもあるときは、この書簡及びその旨の閣下の返簡が千九百六十七年一月一日に効力を生ずる両国政府間の合意を構成するものと認めることを提案する光栄を有します。

　If the foregoing equally represents the understanding of the Government of Japan in this matter, I have the honour to propose that the present Note together with Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments, which shall come into force on the 1st of January, 1967.


　本使は、以上を申し進めるに際し、ここに閣下に向かつて敬意を表します。

　本大臣は、前記のことは日本国政府の了解でもあること、並びに日本国政府は閣下の書簡及びこの書簡が千九百六十七年一月一日に効力を生ずる両国政府間の合意を構成するものと認めることを閣下に通報する光栄を有します。
