　書簡をもつて啓上いたします。本官は、千九百六十一年三月十五日にニュー・ヨークで署名された国際連合と日本国政府との間の協定により設置された犯罪の防止及び犯罪者の処遇に関するアジア及び極東研修所の計画の実施の延長に関する千九百六十五年十二月二十八日付けの交換公文に言及する光栄を有します。

　Sir,
I have the honour to refer to our exchange of letters dated 28 December 1965 concerning the further implementation of a programme for the Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), established by the Agreement between the United Nations and the Government of Japan signed at New York on the 15th of March 1961.

　本官は、さらに、日本国政府及び国際連合が共同で前記の研修所を次の条件によつて千九百六十七年四月一日から千九百六十八年三月三十一日まで引き続いて管理することを提案する光栄を有します。

　I have further the honour to propose that the Institute referred to above shall continue to be operated jointly by the Government of Japan and the United Nations for a further period, namely from 1 April 1967 through 31 March 1968, upon the following conditions

1研修所に次の職員をおく。

1.The said Institute shall have the following staff:

(a)所長一人。所長は、国際連合に対して責任を負い、特に、次長と協議して研修所の研修及び調査の計画を作成し、及びこれについて指示すること並びに研修所の事業に関する千九百六十八年三月三十一日現在の報告を国際連合及び日本国政府に提出することをその職務とする。

(a)A Director who shall be responsible to the United Nations and whose functions shall be, inter alia, to plan and direct in consultation with the Deputy Director, the training and research programmes of the Institute and to submit to the United Nations and to the Government of Japan a report as of 31 March 1968 on the activities of the Institute.

(b)次長一人。次長は、研修所の発展を助長するため政府の適当な当局と連絡することを含めて、所長の職務の遂行について所長を助ける。

(b)A Deputy Director, who shall assist the Director in the discharge of the latter's functions, including liaison with the proper authorities of the Government of Japan with a view to furthering the development of the Institute.

(c)高級顧問一人(ただし、千九百六十七年六月三十日までの期間のみ。)。高級顧問は、研修所の計画及び調査の実施を管理する。

(c)A Senior Adviser who shall supervise the implementation of the programme and research of the Institute, through 30 June 1967 only.

(d)必要な教育職員、調査職員、通訳及び翻訳職員並びに事務職員

(d)The necessary teaching, research, language and administrative staff.

2研修所の規則(教育方法を含む。)は、所長及び次長が相互に協議して作成する。

2.The regulations of the Institute, including the methods of instruction, shall be drawn up by the Director and the Deputy Director upon mutual consultation.

3日本国政府は、国内法に従い、かつ、予算の範囲内で、次のものを提供する。

3.The Government of Japan shall provide, in accordance with the national laws and within the limits of its annual budgetary appropriations:

(a)国際連合と協議して指名する次長一人並びに必要な教育職員、調査職員、通訳及び翻訳職員並びに事務職員

(a)A Deputy Director, assigned in consultation with the United Nations, and the necessary teaching ,research, language and administrative staff;

(b)研修所の目的の達成に必要な設備された土地及び建物の維持

(b)Maintenance of furnished and equipped premises necessary for the fulfilment of the Institute's purposes;

(c)研修所の出版物の印刷に必要な便益

(c)Facilities for the printing of publications of the Institute;

(d)諸施設における研修、調査及び展示の目的のための便益

(d)Facilities in institutions for training, research and demonstration purposes;

(e)研修所の計画及び調査に必要な備品、専門図書その他の参考資料

(e)Such equipment, technical literature and other reference material as may be required by the programme and research of the Institute;

(f)研修所の計画の効果的な実施に必要なその他の寄与(輸送の便益を含む。)

(f)Any other contribution which may be necessary for the successful implementation of the programme of the Institute, including transport facilities;

(g)国際連合が国際的に採用する職員に対する医療及び病院における療養についての助力

(g)Medical and hospital assistance to the staff internationally recruited by the United Nations.

4国際連合は、資金があることを条件として、この交換公文の規定が効力を有する期間、研修所のために技術援助を提供する。この技術援助は、千九百六十八年三月三十一日までの所長の役務、千九百六十七年六月三十日までの高級顧問の役務、特別再教育又は特別研修のための二人の短期講師の役務、関係地域内の日本国以外の国の受給者のための九人分の奨学金(フェローシップ)並びに二千合衆国ドルの額をこえない備品、専門図書、その他の参考資料から成る。

4.The United Nations shall provide, subject to the availability of funds, during the effective period of this exchange of letters, technical assistance for the Institute, consisting of the services of the Director through 31 March 1968, the services of the Senior Adviser through 30 June 1967, the services of two short-term lecturers for special refresher of ad hoc training courses, nine fellowships for recipients of countries of the Region other than Japan, and equipment, technical literature and other reference material not to exceed the amount of US$2,000.

5(1)国際連合の特権及び免除に関する条約は、研修所に関しても適用されるものとする。したがつて、研修所との関連において職務を遂行する国際連合の職員は、前記の条約の第五条及び第七条に規定される特権及び免除を享有する。

5.(1)The Convention on the Privileges and Immunities of the United Nations shall be applicable in respect of the Institute. Accordingly, officials of the United Nations performing functions in connexion with the Institute shall enjoy the privileges and immunities provided for in Article V and VII of the said Convention.

(2)研修所で研修する国際連合奨学金の受給者で日本国民でないすべてのものは、日本国への入国及び日本国からの出国並びに研修に必要な期間中の日本国における滞在を許可され、かつ、すみやかに旅行を行なうための便益を与えられるものとする。査証は、必要とされる場合には、すみやかに、かつ、無料で発給されるものとする。

(2)All holders of the United Nations fellowships at the Institute who are not nationals of Japan shall be permitted to enter into and exit from Japan and to sojourn there for the period necessary for their training and be granted facilities for speedy travel. Visas, where required, shall be granted, promptly and free of charge.

6関係地域内の受益国は、個個の国別計画の枠内で国際連合により供与される奨学金をこの書簡の有効期間中研修所における研修のために申請するよう勧誘されるものと了解される。

6.It is understood that recipient countries of the Region may also be invited to request fellowships for training at the Institute under their individual country programmes, for financing by the United Nations during the period covered by the present note.

7この交換公文の中に別段の定めがある場合を除くほか、千九百六十一年三月十五日にニュー・ヨークで署名された犯罪の防止及び犯罪者の処遇に関するアジア及び極東研修所を日本国に設置することに関する国際連合と日本国政府との間の協定の規定は、千九百六十七年四月一日から千九百六十八年三月三十一日までの期間準用されるものとする。

7.Except as otherwise provided for in this note, the terms and provision of the Agreement between the Government of Japan and the United Nations for the establishment of the Asia and Far East Institute for the Prevention of Crime and Treatment of Offenders signed at New York on 15 March 1961, shall be applied during the period I April 1967 through 31 March 1968.

　本官は、日本国政府が提供する前記の3に掲げる協力を含めてこれらの技術協力のための提案に日本国政府が同意されれば幸いであります。

　I should be grateful to have the concurrence of the Government of Japan to these proposals for technical cooperation, including those which have been referred to above in paragraph 3 to be provided by the Government of Japan.
