日本青年海外協力隊の派遣に関する日本国政府とタンザニア政府との間の交換公文

(Japanese Note)
Dar es Salaam, 20th October, 1966
書簡をもつて啓上いたします。本使は、タンザニアに対する技術協力を促進するため日本青年海外協力隊(以下「協力隊」という。)をタンザニアに派遣することに関し、日本国政府の代表とタンザニア政府の代表との間でダレサラームにおいて行なわれた最近の討議に言及するとともに、これらの代表の間で到達した次の了解を日本国政府に代わつて確認する光栄を有します。
Excellency: I have the honour to refer to the recent discussions held in Dar es Salaam by the representatives of the Government of Japan and the Government of Tanzania concerning the dispatch of Japan Overseas Cooperation Volunteers (hereinafter referred to as "the Volunteers") to Tanzania with a view to promoting technical cooperation with Tanzania and to confirm on behalf of the Government of Japan the following understandings reached between them:
1 日本国政府は、タンザニア政府の要請に基づき、日本国の現行法令に従い、タンザニアの社会的及び経済的開発に寄与するため、両国政府間で別個に合意される計画に従い、協力隊を派遣する。
1. At the request of the Government of Tanzania, and in accordance with the laws and regulations in force in Japan, the Government of Japan will dispatch the Volunteers for the purpose of contributing to the social and economic development of Tanzania, according to the schedule to be separately agreed upon by the two Governments.
2 日本国政府は、予算措置が執られることを条件として、協力隊の隊員の日本国とタンザニアとの間の渡航費及びタンザニアにおける生活手当を負担し、並びに協力隊の隊員の任務遂行上必要な機械、器具、材料及び医薬品を供与する。
2. The Government of Japan will, subject to budgetary appropriations, bear the cost of international travel between Japan and Tanzania and living allowances in Tanzania for the Volunteers and make available such equipments, machinery, materials and medical supplies as necessary for the performance of their functions.
3 タンザニア政府は、協力隊の隊員に対し、次の特権、免除及び利益を与える。
3. The Government of Tanzania will grant the Volunteers the following privileges, exemptions and benefits:
(1) 2に掲げる機械、器具、材料及び医薬品並びに協力隊の隊員の身回品及び家庭用品について、関税その他すべての種類の課徴金の免除
(1) The exemption from customs duties and charges of any kind imposed on or in connection with the importation of the equipments, machinery, materials and. medical supplies mentioned in 2 above as well as personal and household effects of the Volunteers.
(2) 協力隊の隊員に対し海外から送付される給与(2に掲げる生活手当てを含む。)について、所得税その他すべての種類の課徴金の免除
(2) The exemption from income tax and charges of any kind imposed on or in connection with any allowances to be remitted from overseas for the Volunteers such as the living allowances mentioned in 2 above.
(3) タンザニアにおける協力隊の隊員の任期中における無料診療
(3) Free medical care during the term of their assignment in Tanzania.
(4) タンザニア政府の要請に基づき協力隊の隊員がその任務を遂行する場所における無料の住居施設。ただし、協力隊の隊員は、その給与中より、水道及び電気の料金を支払うことが期待される。
(4) Rent-free housing accommodation at places where they are to perform their functions at the request of the Government of Tanzania. However, the Volunteers will be expected to meet the cost of water and electricity supplied from their allowances.
4 両国政府は、協力隊派遣計画の実施を成功させるため、随時協議する。
4. The two Governments shall enter into consultation, from time to time, for the successful implementation of the dispatch programmer of the Volunteers.
本使は、さらに、前記の了解がタンザニア政府にとつて受諾しうるものであるときは、この書簡及びこの書簡に同意される閣下の返簡が両国政府間の合意を構成するものとすることを提案する光栄を有します。
I have further the honour to propose that, if the foregoing understandings are acceptable to the Government of Tanzania, this note and Your Excellency's reply note concurring therein shall constitute an agreement between the two Governments.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
