日本国政府とザンビア共和国政府との間の貿易協定
TRADE AGREREMENT BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE REPUBLIC OF ZAMBIA
日本国政府及びザンビア共和国政府は、
The Government of Japan and the Government of the Republic of Zambia,
両国間の経済及び貿易関係を平等の基礎の上に、及び相互の利益のために促進しかつ発展させること、並びにそれによつて両国間に存在する友好関係を一層強化することを希望して、
desiring to promote and develop economic and trade relations between the two countries on the basis of equality and to their mutual benefit, and thereby to strengthen further the friendly relations existing between the two countries,
次のとおり協定した。
have agreed as follows:
第一条 いずれの一方の国の政府も、自国の法令の範囲内で、他方の国の産品及び他方の国に仕向けられる産品に対し、関税及び貿易に関する一般協定の精神に従つて、関税、関税手続並びにこれらの産品の輸入及び輸出に影響があるその他の事項について、無差別の原則に従い、できる限り好意的な待遇を与えるものとする。
Article 1 Within the scope of the laws and regulations of the country, the Government of either country shall, in accordance with the spirit of the General Agreement on Tariffs and Trade, accord to products of the other country and to products destined for the other country as favourable a treatment as possible, in conformity with the principle of non-discrimination, with respect to customs duties, customs formalities and other matters affecting their importation and exportation.
第二条 両政府は、それぞれの国の法令の範囲内で、産品の両国間におけるできる限り広範な交換を助長するものとする。両政府は、この目的のため、必要な輸入許可証を発給するために努力するものとする。
Article 2 Both Governments shall facilitate, within the scope of the laws and regulations of the respective countries, the widest possible exchange of products between the two countries. For this purpose both Governments shall endeavour to issue import licences as needed.
第三条 いずれの一方の国の政府も、自国の法令の範囲内で、自国に一時的に輸入された他方の国の産品について、関税を免除するものとする。
Article 3 The Government of either country shall, within the scope of the laws and regulations of such country, exempt from customs duties the products of the other country temporarily imported into the former country.
第四条 いずれの一方の国の政府も、自国の法令の範囲内で、他方の国の産品の見本について、関税を免除するものとする。
Article 4 The Government of either country shall, within the scope of the laws and regulations of such country, exempt from customs duties samples of products of the other country.
第五条 いずれの一方の国の政府も、自国の法令の範囲内で、自国の領域内において他方の国の産品の見本市及び展示会を開催するために必要な便宣を与えるものとする。
Article 5 The Government of either country shall, within the scope of the laws and regulations of such country, grant necessary facilities for holding trade fairs and exhibitions for products of the other country in the territories of the former country.
第六条 両国間のすべての支払は、それぞれの国の法令の範囲内で、交換可能な通貨によつて行なうものとする。
Article 6 All payments between the two countries shall be effected in convertible currencies within the scope of the laws and regulations of the respective countries.
第七条 両政府の代表者で構成される混合委員会は、この協定の実施を検討し、かつ、その規定の履行を確保するため、いずれか一方の国の政府の要請があつたときはいつでも会合するものとする。
Article 7 A Mixed Commission composed of representatives of both Governments shall meet at any time upon the request of the Government of either country for the purpose of reviewing the implementation of this Agreement and ensuring the fulfilment of its provisions.
第八条 この協定は、この協定がそれぞれの国の国内法上の手続に従つて承認されたことを確認する公文が交換された日に効力を生ずる。この協定は、効力発生後一年間効力を有し、その後も効力を存続する。ただし、この協定は、いずれか一方の国の政府が、他方の政府に対し、この協定を終了させる旨の意思を少なくとも三箇月前に文書により予告した場合には、最初の一年の期間の満了の際又はその後いつでも終了する。
Article 8 The present Agreement shall come into force on the date on which Notes shall have been exchanged confirming that the Agreement has been approved in accordance with the legal procedures of each country. It shall be valid for one year from its coming into force, and shall continue in force thereafter provided that it shall be terminated at the end of the initial one year period or at any time thereafter if the Government of either country has previously given to the other Government at least three months' written notice of its intention to terminate the Agreement.
