(Austrian letter)

　Vienna, April 30, 1965

　Mr. Chairman, On behalf of my Government I have the honour to confirm that Delegations of the Austrian Federal Government and the Government of Japan, having met in Vienna from March 19 to April 9, 1965, with a view to improving the trade relations between the two countries, have agreed as follows:

I.  For the period from November 1, 1964 until April 30, 1965 the provisions of the exchange of letters of December 16, 1963, concerning the trade between Austria and Japan continue to be applied mutates mutants and licenses for the import of commodities, quotas of which are provided for in that exchange of letters, are therefore issued on a pro rata tempuras basis.

II. As from May 1, 1965 the following arrangement will apply:

1.  The two Governments will continue their efforts to develop further the trade relations between the two countries and to eliminate, as far as possible, difficulties still existing with respect thereto.

2.  The competent Austrian authorities will issue licences, without any quantitative restrictions, for the import from Japan of the commodities specified in List 1 attached to the said exchange of letters and in List 1 A attached to the present letter.

3.  The Austrian Federal Government will establish quotas for the import from Japan of the commodities as specified in List 2 attached hereto. The establishment of such quotas is not to be construed as excluding the possibility of the import from Japan of the commodities included in the above List in excess of the amounts stipulated therein and as far as the circumstances permit, the competent Austrian authorities will issue licences for the import from Japan in excess of the said quotas. 

4.  The competent Austrian authorities will freely issue licences for the import from Japan of the commodities which, at the time of this exchange of letters, are contained in the Austrian liberalization list ("Zollamterermachtigungsliste") and which are not included in List 1 attached to the said exchange of letters and in Lists 1 A and 2 attached hereto.  The Austrian Federal Government has not the intention t o decline the issuance of licences for such commodities, unless absolutely required to do so by the economic conditions then prevailing in Austria.

5.  The Austrian Federal Government will, as far as circumstances permit, admit the import from Japan of commodities other than those referred to in paragraph 2 through 4 above.

6.  In connection with the preceding paragraphs it is understood that the provisions of the Arrangement between the Austrian Federal Government and the Government of Japan concerning the export of cotton textiles from Japan to Austria, signed on September 17, 1962, at Vienna, in accordance with the long-term Arrangement Regarding International Trade in Cotton Textiles, concluded under the auspices of the General Agreement on Tariffs and Trade, will apply with regard to the import from Japan into Austria of cotton textile products. 

7.  The Government of Japan will continue to accord all the benefits of its liberalization and of the global quotas existing at the time of this exchange of letters to the import of commodities from Austria.

8.  The present arrangement shall be valid until April 30, 1966. Delegations of the two Governments will meet, well before April 30, 1966, in order to arrange for further improvement of the trade relations between the two countries. If the two Governments agree not to convene the meeting referred to above and neither Government has given written notice to the other Government of its intention to terminate the present arrangement one month prior to its expiration, its validity shall be automatically extended for another year.
