書簡をもつて啓上いたします。本大臣は、千九百六十四年三月三十一日まで有効であつた千九百五十九年五月十六日の議定書の規定に言及し、かつ、スウェーデン政府の代表者と日本国政府の代表者との間で到達した次の了解を本国政府に代わつて確認する光栄を有します。
Your Excellency,I have the honour to refer to the provisions in force on March 31, 1964, of the Protocol of May 16, 1959, and to confirm, on behalf of my Government, the following understanding reached between representatives of the Government of Sweden and the Government of Japan:
1 両政府の代表者は、スウェーデンの対日輸入自由化を規定する新貿易協定を千九百六十四年末までに締結するための条件を検討するため千九百六十四年末前に会合する。
1. Representatives of both Governments shall meet before the end of 1964 in order to discuss the conditions for the conclusion, by the end of 1964, of a new trade agreement which provides for Swedish liberalization of imports from Japan.
2 千九百六十四年三月三十一日まで有効であつた千九百五十九年五月十六日の議定書の規定に次の修正を加え、千九百六十四年四月一日から千九百六十五年三月三十一日又は新貿易協定の効力発生の日のいずれか早い日までその適用を暫定的に延長する。
2. The application of the provisions in force on March 31, 1964, of the Protocol of May 16, 1959, shall be extended provisionally, with the following modifications, for the period from April 1, 1964, either to March 31, 1965, or to the date of entry into force of a new trade agreement, whichever date is the earlier.
(1) 1の「千九百六十三年七月一日から千九百六十四年三月三十一日までの期間」という字句を「千九百六十四年四月一日から千九百六十五年三月三十一日又は新貿易協定の効力発生の日のいずれか早い日までの期間」と読み替える。
(1) The passage "for the period July 1, 1963-March 31, 1964" in paragraph 1 shall read "for the period from April 1, 1964 either to March 31, 1965, or to the date of entry into force of a new trade agreement, whichever date is the earlier".
(2) 5の第二文を「この委員会は、スウェーデンと日本国との間の貿易関係に関するすべての問題を検討するため、いずれか一方の政府の要請によりいつでも会合することができる。」と読み替える。
(2) The second sentence of paragraph 5 shall read "this Commission may meet at any time at the request of either party in order to discuss all problems pertaining to the trade relations between Sweden and Japan".
本大臣は、閣下が前記のことを日本国政府に代わつて確認されれば幸いであります。

書簡をもつて啓上いたします。本大臣は、千九百六十三年六月三十日に期限が到来する千九百五十九年五月十六日の議定書の規定に言及し、かつ、同規定に次の修正を加えて千九百六十三年七月一日から千九百六十四年三月三十一日までの期間その適用を延長することについてスウェーデン政府の代表者と日本国政府の代表者との間で到達した了解を本国政府に代わつて確認する光栄を有します。

Monsieur le Charge d'Affaires,I have the honour to refer to the provisions in force on March 31, 1962, of the Protocol of May 16, 1959, and to confirm, on behalf of my Government, the understanding reached between representatives of the Government of Japan and of the Gevernment of Sweden to extend the application of the said provisions for the period of twelve months from April 1, 1962, to March 31, 1963, with the following modifications:
1 1の「千九百六十一年七月一日から千九百六十二年三月三十一日までの期間」という字句を「千九百六十二年四月一日から千九百六十三年三月三十一日までの期間」と読み替える。
1. The passage "for the period July 1, 1961, to March 31, 1962" in paragraph 1 shall read "for the period April 1, 1962, to March 31, 1963".
2 5の第二文を「この委員会は、いずれか一方の要求により、日本国とスウェーデンとの間の貿易及び支払関係に関連するすべての問題を検討するためいつでも会合することができ、かつ、貿易の進展状況を確かめるため、千九百六十二年十月一日前に会合することとする。」と読み替える。

書簡をもつて啓上いたします。本大臣は、スウェーデン政府代表と日本国政府代表との間で最近行なわれた会談において到達された次の了解を閣下に通報する光栄を有します。
Monsieur l'Ambassadeur,I have the honour to communicate to Your Excellency the following understanding reached during recent talks between representatives of the Government of Sweden and of the Government of Japan:
1 千九百五十九年五月十六日に署名された千九百五十九年四月一日から千九百六十年三月三十一日までの期間の日本国とスウェーデンとの間の貿易に関する議定書の1、2、3、4及び5の規定は、千九百六十年四月一日から千九百六十一年三月三十一日までの期間引き続き適用されるものとする。
1. The provisions laid down in paragraphs 1, 2, 3, 4 and 5 of the Protocol of May 16, 1959, concerning the trade between Sweden and Japan during the period April 1, 1959, to March 31, 1960, shall be applied also for the period April 1, 1960, to March 31, 1961,
2 同議定書1の「千九百五十九年四月一日から千九百六十年三月三十一日までの期間」並びに5の「千九百五十九年九月及び十一月に」の文書は、それぞれ「千九百六十年四月一日から千九百六十一年三月三十一日までの期間」並びに「千九百六十年四月、九月及び十一月に」と読みかえるものとする。
2. The passages "for the period April 1, 1959, to March 31, 1960" in paragraph 1 and "in September and in November, 1959" in paragraph 5 of the Protocol shall be amended to read "for the period April 1, 1960, to March 31, 1961" and "in April, in September and in November, 1960", respectively.
3 両政府の代表者は、千九百六十一年三月三十一日の後の貿易関係を討議するために、同日よりもかなり早い時期に東京において会合するものとする。
3. Representatives of the two Governments will meet in Tokyo will before March 31, 1961, in order to discuss trade relations after that date.

PROTOCOL CONCERNING THE TRADE BETWEEN JAPAN AND SWEDEN

日本国政府及びスウェーデン政府の代表者は、千九百五十九年三月二十五日から五月十六日までの間東京で会合し、千九百五十九年四月一日から千九百六十年三月三十一日までの期間における両国間の貿易に関して次の合意に到達した。
Representatives of the Government of Sweden and of the Government of Japan, having met in Tokyo from March 25 to May 16, 1959, have reached the following agreement with regard to the trade between the two countries during the period April 1, 1959, to March 31, 1960;
1 千九百五十九年四月一日から千九百六十年三月三十一日までの期間については、総合的な貿易計画が必要であるとは認められないので、千九百五十二年三月五日に署名された日本国とスウェーデンとの間の貿易協定第一条a、b、d、e、f及びgの規定は、事実上適用されない。
1. For the period April 1, 1959, to March 31, 1960, an overall trade plan is not deemed necessary, and thus the provisions of subparagraphs a, b, d, e, f and g of Article of the Trade Agreement between Sweden and Japan, signed on March 5, 1952, shall not be applied in practice.
2 日本国政府は、スウェーデンから日本国への輸入を公正なかつ無差別的な基礎において認める政策を確認する。日本国政府は、輸入の自由化をめざす一般的目標の漸進的実現を継続する意向である。
2. The Government of Japan confirms its policy to admit imports into Japan from Sweden on a fair and non-discriminatory basis. It will continue to implement gradually its general aim towards a liberalisation of importation.
3 スウェーデン政府は、原則として、日本国からの輸入の許可について自由なかつ無差別的な政策を維持する意向である。
3. The Government of Sweden intends in principle to maintain a liberal and non-discriminatory policy of licensing imports from Japan.
4 両当事者が両国間の貿易の発展を十分に見守ることができるように、それぞれ日本国の外国為替割当及びスウェーデンの輸入許可を示す統計月報を翌月末までに通常の外交経路を通じて交換するものとする。
4. In order that both parties shall be able adequately to follow the development of the trade between the two countries, monthly statistics, showing Swedish import licences and Japanese foreign exchange allocations respectively, will be exchanged through ordinary diplomatic channels by the end of each succeeding month.
5 両政府の代表者からなる混合委員会を設置するものとする。この委員会は、日本国とスウェーデンとの間の貿易及び支払に関するすべての問題を検討するためいずれか一方の当事者の要請によりいつでも会合することができ、また、貿易の発展を確認するため千九百五十九年九月及び十一月に会合するものとする。委員会は、その意見及び勧告を両政府に提出するものとする。
5. A Mixed Commission of representatives of the two Governments shall be established. This Commission may meet at any time at the request of either party in order to discuss all problems pertaining to the trade and payments relations between Sweden and Japan, and shall meet in September and in November, 1959, in order to ascertain the development of trade. The Commission will submit its findings and recommendations to the Governments of the two countries.
6 両政府の代表者は、千九百六十年三月三十一日前に十分の余裕をもつて、同日後の貿易及び支払関係を検討するためストックホルムで会合するものとする。
6. Representatives of the two Governments will meet in Stockholm well before March 31, 1960, to discuss trade and payments relations after that date.
千九百五十九年五月十六日に東京で、英語により本書二通を作成した。
