書簡をもつて啓上いたします。本官は、千九百六十三年八月二日にソールズベリーで日本国政府とローデシア・ニアサランド連邦政府との間で署名され、現在日本国政府と南ローデシア政府との間に効力を有する貿易取極の第五条に言及する光栄を有します。同取極は、千九百六十四年八月一日に行なわれた両政府間の交換公文の規定に従い、千九百六十四年十二月三十一日まで効力を存続しております。
Sir,I have the honour to refer to Article V of the Trade Arrangement between the Government of Japan and the Government of the Federation of Rhodesia and Nyasaland which was signed in Salisbury on 2nd August, 1963 and which is now in force between our two Governments. In terms of the exchange of letters between our two Governments which took place on 1st August, 1964, the Arrangement at present remains in force until 31st December, 1964.
同第五条は、同取極が相互の合意によりさらに特定の期間延長されることができる旨を規定しております。本官は、同取極を千九百六十五年十二月三十一日又は新しい貿易取極が両政府間に効力を生ずる日のいずれか早い日まで延長することを、本国政府に代わつて提案する光栄を有します。
Article V provides that the Arrangement may be extended by mutual agreement for a further specified period and I have the honour to propose, on behalf of my Government, that it should be so extended until 31st December, 1965 or any earlier date on which a new trade arrangement may come into force between our two Governments.
本官は、さらに、前記の提案が貴国政府にとつて受諾しうるものであるときは、この書簡及び貴下の返簡が同貿易取極を延長するための両政府間の合意を構成するものとすることを提案する光栄を有します。
If the above proposal is acceptable to your Government, I have further the honour to suggest that this letter and your reply should constitute an agreement between our two Governments to extend the Trade Arrangement accordingly.

本官は、前記の提案が本国政府にとつて受諾しうるものであること並びに貴下の書簡及びこの返簡が同貿易取極を千九百六十五年十二月三十一日又は新しい貿易取極が両政府間に効力を生ずる日のいずれか早い日まで延長するための両政府間の合意を構成するものとすることを確認する光栄を有します。
I have the honour to confirm that the proposal set out above is acceptable to my Government and also that your letter and this reply should constitute an agreement between our two Governments to extend the Trade Arrangement until 31st December, 1965 or any earlier date on which a new trade arrangement may come into force between our two Governments.

書簡をもつて啓上いたします。本大臣は、千九百六十三年八月二日にソールズベリーで日本国政府とローデシア・ニアサランド連邦政府との間で署名され、現在日本国政府と南ローデシア政府との間に効力を有する貿易取極の第五条に言及する光栄を有します。同貿易取極は、千九百六十四年八月一日まで効力を存続しております。同第五条は、同取極が相互の合意によりさらに特定の期間延長されることができる旨を規定しております。本大臣は、同取極を千九百六十四年十二月三十一日まで延長することを、本国政府に代わつて提案する光栄を有します。本大臣は、さらに、前記の提案が貴国政府にとつて受諾しうるものであるときは、この書簡及び貴下の返簡が同貿易取極を延長するための両政府間の合意を構成するものとすることを提案する光栄を有します。
Sir,I have the honour to refer to Article V of the Trade Arrangement between the Government of Japan and the Government of the Federation of Rhodesia and Nyasaland which was signed in Salisbury on the 2nd August, 1963, and which is now in force between our two Governments. The Trade Arrangement at present remains in force until the 1st August, 1964. Article V provides that the Arrangement may be extended by mutual agreement for a further specified period. I have the honour to propose, on behalf of my Government, that it should be so extended until the 31st December, 1964. If the above proposal is acceptable to your Government, I have further the honour to suggest that this letter and your reply should constitute an agreement between our two Governments to extend the Trade Arrangement accordingly.

TRADE ARRANGEMENT BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE FEDERATION OF RHODESIA AND NYASALAD

日本国政府及びローデシア・ニアサランド連邦政府は、千九百六十一年四月五日に署名された両政府間の貿易取極の結果発展した両国間の貿易関係を相互の利益を基礎として一層改善することを希望して、次の諸条を協定した。
The Government of Japan and the Government of the Federation of Rhodesia and Nyasaland, desiring further to improve, on the basis of mutual benefit, the trade relations between the two countries, which have developed as a result of the Trade Arrangement between the two Governments signed on 5th April 1961, have agreed to the following articles:
第一条 一方の国の政府は、他方の国の産品に対し、関税及び貿易に関する一般協定の規定に基づく権利及び義務に従い、関税及び関税手続その他これらの産品の両国間の貿易に影響があるすべての事項について最恵国待遇を与えるものとする。
ARTICLE I The Government of each country will accord the products of the other country most-favoured-nation treatment in accordance with the rights and obligations under the provisions of the General Agreement on Tariffs and Trade with respect to all the matters affecting the trade in these products between the two countries including customs duties and customs formalities.
第二条 両政府は、両国間の貿易量をできる限り高い水準に引き上げるよう努力するものとする。
ARTICLE II Both Governments will endeavour to increase the value of trade between the two countries to the highest possible level.
第三条 1 両政府は、この取極の目的を達成するため、両国間の貿易の状況及びこの取極の実施について常時検討するものとする。
ARTICLE III 1. Both Governments shall constantly review the course of the mutual trade between the two countries as well as the operation of this Arrangement with a view to achieving the objects of the Arrangement.
2 両政府は、必要に応じ、両国間で生ずるすべての貿易問題について相互に協議するものとする。
2. Both Governments shall consult with each other, as may be necessary, in respect of any trade matter arising between the two countries.
第四条 千九百六十一年四月五日にソールズベリーで署名された日本国政府とローデシア・ニアサランド連邦政府との間の貿易取極は、この取極が効力を生ずる日に廃止されるものとする。
ARTICLE IV The Trade Arrangement between the Government of Japan and the Government of the Federation of Rhodesia and Nyasaland signed at Salisbury on 5th April, 1961 shall be superseded by this Arrangement on the day when it comes into force.
第五条 この取極は、署名の日に効力を生じ、その効力発生の日から一年間効力を有するものとする。
ARTICLE V This Arrangement shall come into force on the date of signature and shall remain in force for one year from its coming into force.
この取極は、相互の合意によりさらに特定の期間延長することができる。
This Arrangement may be extended by mutual agreement for a further specified period.
千九百六十三年八月二日にソールズベリーで、英語により本書二通を作成した。

書簡をもつて啓上いたします。本大臣は、ローデシア・ニアサランド連邦と日本国との間の貿易関係に関し両政府の代表者の間で最近東京で行なわれた討議に言及する光栄を有します。
Sir,I have the honour to refer to the recent discussions in Tokyo between officials of our two Governments regarding trade relations between the Federation of Rhodesia and Nyasaland and Japan.
連邦政府は、日本国政府が関税及び貿易に関する一般協定に完全に参加することに付している意義を承知しております。よつて、本大臣は、本国政府がローデシア・ニアサランド連邦は千九百六十三年八月二日から日本国について一般協定第三十五条の規定を適用しないこととする旨を事務局長を通じて直ちに他の締約国に通告することを、貴官に通報することができることをきん快に存じます。
The Federal Government is aware of the importance which the Government of Japan attaches to full participation in the General Agreement on Tariffs and Trade. It is therefore with preasure that I am able to inform you that my Government will immediately notify other Contracting Parties through the Executive Secretary that the Federation of Rhodesia and Nyasaland will not apply the provisions of Article XXXV of the General Agreement in respect of Japan with effect from 2nd August, 1963.
