日本国とドイツ連邦共和国との間の貿易に関する議定書
PROTOCOL CONCERNING THE TRADE BETWEEN JAPAN AND THE FEDERAL REPUBLIC OF GERMANY
日本国政府及びドイツ連邦共和国政府の代表は、千九百六十年七月一日に署名された貿易協定第二条及び千九百六十二年十月五日に署名されたドイツの輸入制限についての協議に関する議定書4の規定に従つて、両国の残存する輸入制限を将来撤廃することについて、千九百六十三年九月二十日から千九百六十四年三月二十四日までボンにおいて協議を行なつた。この協議の結果として、両政府の代表は、それぞれの政府の立場を次のとおり確認した。
The representatives of the Government of Japan and of the government of the Federal Republic of Germany have held, in accordance with Article II of the Trade Agreement signed on July 1, 1960, and paragraph 4 of the Protocol concerning the Consulations on German Import Restrictions signed on October 5, 1962, consultations on the further removal of import restrictions remaining in both countries, from September 20, 1963 to 1964 in Bonn. As a result of these consultations, the representatives of both Governments confirmed the position of their respective Governments as follows:
1 ドイツ連邦共和国政府は、この議定書の附表Iに掲げる産品の輸入を千九百六十五年一月一日よりもおそくない期日に自由化し、かつ、この自由化の期日までの間、これらの産品に対する全地域向け割当てを前記の附表に定めるとおり増額することを確認する。
1. The Government of the Federal Republic of Germany confirms that it will liberalize the imports of the products enumerated in Appendix I of this Protocol at a date not later than January lst, 1965 and will increase, until the date of liberalization, the global quotas for those products as indicated in Appendix I mentioned above.
さらに、ドイツ連邦共和国政府は、この議定書の附表IIに掲げる産品に対する輸入制限をできる限り早い期日に撤廃するため一層の努力を行なうとともに、この目的のため日本国政府と引き続き協議を行なう。
Furthermore, the Government of the Federal Republic of Germany will make further efforts to remove, at the earliest possible date, the import restrictions on the products enumerated in Appendix II of this Protocol and will continue consultations for that purpose with the Government of Japan.
ドイツ連邦共和国政府は、その間、これらの産品の輸入の可能性を漸次増大する。
The Government of the Federal Republic of Germany will, in the meantime, increase progressively import possibilities for those products.
2 日本国政府は、千九百六十四年においても自由化を通じて及び割当ての十分な増大を通じて輸入制限を引き続き削減する意向である。
2. The Government of Japan intends to continue, in the course of the year 1964, to remove import restrictions through liberalization and an adequate increase of quotas.
さらに、日本国政府、残存する輸入制限をできる限り早い期日に撤廃するため一層の努力を行なう。日本国政府は、この目的のためドイツ連邦共和国政府と引き続き協議を行ない、かつ、その間、輸入の可能性を漸次増大する。
Furthermore, the Government of Japan will make further efforts to remove the remaining import restrictions at the earliest possible date. The Government of Japan will continue consultations for that purpose with the Government of the Federal Republic of Germany and in the meantime increase progressively import possibilities.
3 この議定書は、千九百六十二年十月五日に署名されたドイツの輸入制限についての協議に関する議定書に代わるものとする。
3. The Protocol concerning the Consultations on German Import Restrictions signed in October 5, 1962, shall be superseded by this Protocol.
4 この議定書は、ドイツ連邦共和国政府がこの議定書の効力発生の日から三箇月以内に日本国政府に対し反対の通告を行なわない限り、ベルリン地区にも適用するものとする。
4. This Protocol shall also apply to Land Berlin provided that the Government of the Federal Republic of Germany has not made a contrary declaration to the Government of Japan within three months from the date of entry into force of this Protocol.
