書簡をもつて啓上いたします。本官は、日本国政府及びベネルックス諸国の政府の代表が、千九百六十三年六月五日から六月二十四日まで東京で行なわれ、その後ヘーグで継続された貿易に関する協議において、次の了解に達したことを確認する光栄を有します。
Mr. Chairman, I have the honour to confirm that the representatives of the Governments of Japan and of the Benelux countries have reached the following understanding at the trade consultations held at Tokyo from June 5 till June 24 1963, and continued afterwards at The Hague:
1 ベネルックス諸国の政府は、附属Iに掲げる産品の日本国からの輸入を自由化する。
1. The Governments of the Benelux countries will liberalize the importation from Japan of the products enumerated in Annex I.
2 ベネルックス諸国の政府は、ベネルックス諸国のヨーロッパ地域への日本国からの輸入に対する千九百六十三年の割当てを附属IIに掲げるとおり設定する。貴官が前記の事項を確認されれば幸いであります。本官は、以上を申し進めるに際し、ここに貴官に向かつて敬意を表します。
2. The Governments of the Benelux countries will establish the quotas for 1963 for the imports from Japan into the European territories of the Benelux countries as specified in Annex II. It will be appreciated if you will be good enough to confirm the foregoing.

(2) It is understood that, since the importation of goods to be re-exported from, or exported after having been processed in, the Benelux countries shall be free, such importation shall not be counted in the above quotas.
