EXCHANGE OF NOTES CONCERNING THE ADDITIONAL SUPPLY THE YEN FUNDS TO BE UTILIZED FOR THE FULBRIGHT EDUCATIONAL EXCHANGE PROGRAM IN JAPAN BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA
アメリカ合衆国特命全権大使から外務大臣にあてた書簡
Tokyo, December 2, 1960.
書簡をもつて啓上いたします。本使は、アメリカ合衆国政府と日本国政府との間の教育交換計画に関する昭和三十三年一月十一日の交換公文について、八億四千六百万円が日本国におけるフルブライト教育交換計画に利用されることを定めた昭和三十年五月三十一日及び昭和三十一年二月十日の農産物協定に関する昭和三十五年二月十八日の交換公文の関係条項を実施するため、前記の昭和三十三年一月十一日の交換公文に添付された覚書の第八節の第一項の次に、次の新たな一項をそう入すべきことを、アメリカ合衆国政府に代わつて提案する光栄を有します。
Excellency: With reference to the exchange of Notes of January 11, 1958, concerning a program of educational exchange between the Government of the United States of America and the Government of Japan, I have the honor to propose, on behalf of the Government of the United States of America, that the following new paragraph be inserted immediately after the first paragraph of Section 8 of the Memorandum attached to the said exchange of Notes, in order to implement the relevant provisions of the exchange of Notes of February 18, 1960, concerning the Agreements on Agricultural Commodities dated May 31, 1955 and February 10, 1956, in which it is stipulated that 846,000,000 yen is to be utilized for the Fulbright educational exchange program in Japan:
「この節の第一項に定める資金に追加し、八億四千六百万円を、第一項に掲げる二協定に関する昭和三十五年二月十八日の交換公文に従つてこの覚書の目的のために使用することに合意する。」
"In addition to the funds provided in the first paragraph of this Section, it is agreed that 846.000,000 yen is to be used for the purposes of the present memorandum pursuant to the exchange of Notes of February 18, 1960, concerning the two Agreements mentioned in the first paragraph."
本使は、さらに、日本国政府が前記の提案に同意されるときは、この書簡及び前記のことを確認される閣下の返簡が前記の覚書を改正し、かつ、その改正が閣下の返簡の日付の日から効力を生ずるものと認められることを、本国政府に代わつて提案する光栄を有します。
If the above meets with the approval of the Government of Japan, I have further the honor to propose, on behalf of my Government, that this Note and Your Excellency's Note in reply confirming the above shall be regarded as amending the above-mentioned Memorandum which shall take effect on the date of Your Excellency's Note in reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

書簡をもつて啓上いたします。本大臣は、日本語の訳文で次のとおりである本日付けの閣下の書簡を受領したことを確認する光栄を有します。
Monsieur ｌ'Ambassadeur: I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads in the Japanese translation thereof as follows:
本使は、アメリカ合衆国政府と日本国政府との間の教育交換計画に関する昭和三十三年一月十一日の交換公文について、八億四千六百万円が日本国におけるフルブライト教育交換計画に利用されることを定めた昭和三十年五月三十一日及び昭和三十一年二月十日の農産物協定に関する昭和三十五年二月十八日の交換公文の関係条項を実施するため、前記の昭和三十三年一月十一日の交換公文に添付された覚書の第八節の第一項の次に、次の新たな一項をそう入すべきことを、アメリカ合衆国政府に代わつて提案する光栄を有します。

本大臣は、さらに、日本国政府が閣下の書簡に述べられていることに同意することを、日本国政府に代わつて確認し、かつ、閣下の書簡及びこの返簡が前記の覚書を改正し、かつ、その改正が本日から効力を生ずるものと認められることを合意する光栄を有します。
I have further the honour to confirm, on behalf of the Government of Japan, that the contents of Your Excellency's Note under reference meet with the approval of my Government and to agree that Your Excellency's Note and this Note in reply shall be regarded as amending the above mentioned Memorandum which shall take effect on this date.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
