以書柬致啓上候陳者原産地證明書領事官手數料相互免除ノ件ニ關スル文書ヲ閣下ト交換スヘキ委任ヲ本國政府ヨリ受ケタルニ付本使ハ取極メラルヘキ期日以後日本國駐在英國領事官ハ聯合王國ニ向ケ輸出セラルル日本貨物ニ係ル原産地證明書ノ申請ニ對シ相互ノ條件ヲ以テ課金若ハ手數料ヲ徴スルコトナク之ヲ發給、査證及公認スヘキ旨訓令セラルヘキコトヲ我政府ニ代リ日本國政府ニ向テ保證スルノ光榮ヲ有シ候
M. le Ministre, Having been authorized by His Majesty's Government to proceed to an exchange of notes with your Excellency providing for the reciprocal waiver of Consular fees on certificates of origin, I have the honour, on behalf of my Government, to give an assurance to the Imperial Japanese Government that, from a date to be agreed upon. the British Consular Authorities resident in Japan will be instructed to deliver, attest, and legalize upon application, without charge or fee, on condition of reciprocity, certificates of origin relating to Japanese goods exported to the United Kingdom.
本使ハ日本國ニ向ケ輸出セラルル英國貨ニ係ル原産地證明書ノ申請二對シ取極メラルヘキ期日以後相互ノ條件ヲ以テ課金若ハ手數料ヲ徴スルコトナク之ヲ發給、査證及公認スヘキ旨聯合王國駐在日本國領事官ニ訓令スヘキ保證ヲ閣下カ貴國政府ニ代リ本使ニ興ヘラレ度希望致候
I should be obliged if your Excellency would be so good as to give me an assurance on behalf of your Government to the effect that the Japanese Consular Authorities resident in the United Kingdom will be instructed, from the date agreed upon, to deliver, attest, and legalize upon application, without charge or fee, on condition of reciprocity, certificates of origin relating to British goods exported to Japan.
本使ハ兩國ニ於テ本取極ヲ千九百十三年一月一日ヨリ實施シ竝ニ一方ニ於テ六筒月ノ豫告ヲ爲ストキハ何時ニテモ之ヲ終了セシムヘキコトヲ提議致候
I would suggest that this arrangement should come into force in both countries on the 1st January, 1913, and that it should be terminable at any time after six months' notice on either side.

以書柬致啓上候陳者閣下ハ今般取極メラルヘキ期日以後帝國駐在貴國領事官ヲシテ聯合王國ニ向ケ輸出セラルル日本貨物ニ係ル原産地證明書ノ申請ニ對シ相互ノ條件ヲ以テ課金若ハ手數料ヲ徴スルコトナク之ヲ發給、査證及公認セシムヘキ旨帝國政府ニ向テ保證ヲ爲スヘシトノ旨貴國政府ヨリ委任セラレタルニ就テハ右期日以後聯合王國駐在帝國領事官ヲシテ帝國ニ輸出セラルル英國貨物ニ係ル原産地證明書ノ申請ニ對シ相互ノ條件ヲ以テ課金若ハ手數料ヲ徴スルコトナク之ヲ發給、査證及公認セシムヘキ旨ノ保證ヲ得ラレ度趣竝ニ此取極ハ兩國ニ於テ千九百十三年一月一日ヨリ實施シ且一方ニ於テ六箇月ノ豫告ヲ與フルトキハ何時ニテモ終了スヘキコトニ致度趣本年十月二十六日附貴柬ヲ以テ御申越相成敬承致候
Sir, I have the honour to acknowledge the receipt of the Note dated the 26th instant, in which your Excellency informs me that you have been authorized by His Britannic Majesty's Government to give an assurance to the Imperia Government that, from a date to be agreed upon, the British Consular Authorities resident in Japan will be instructed to deliver, attest, and legalize upon application, without charge or fee, on condition of reciprocity, certificates of origin relating to Japanese goods exported to the United Kingdom, and you desire accordingly to receive an assurance that the Japanese Consular Authorities resident in the United Kingdom will be instructed, from the date in question, to deliver, attest, and legalize upon application, without charge or fee, on condition of reciprocity, certificates of origin relating to British goods exported to Japan. Further, your Excellency would propose that this arrangement should come into force in both countries on the 1st January, 1913, and that it should be terminable at any time upon six months' notice being given on either side.
本大臣ハ右閣下ノ保證ヲ領シ今般取極メラルヘキ期日以後聯合王國駐在帝國領事官ヲシテ帝國ニ輸出セラルル英國貨物ニ係ル原産地證明書ノ申請ニ對シ相互ノ條件ヲ以テ課金若ハ手數料ヲ徴スルコトナク之ヲ發給、査證及公認セシムヘキ旨茲ニ貴國政府ニ向テ保證ヲ爲スト同時ニ本取極ハ兩國ニ於テ千九百十三年一月一日ヨリ實施シ且兩國一方ノ六箇月ノ豫告ニ依リ何時ニテモ終了セシムヘキコトニ致度シトノ御提議ニ同意ヲ表スルノ光榮ヲ有シ候
Having taken note of the above assurance on your Excellency's part, I have the honour hereby to give an assurance to His Britannic Majesty's Government that, from a date now to be agreed upon, the Japanese Consular Authorities resident in the United Kingdom will be instructed to deliver, attest, and legalize upon application, without charge of fee, on condition of reciprocity, certificates of origin relating to British goods exported to Japan, and, at the same time, to express my concurrence in your Excellency's proposal that the present Arrangement shall come into force in both countries on the 1st January, 1913, and that it shall be terminable at any time upon six months' notice from either of the two countries.
