AGREEMENT CONCERNING THE EXCHANGE OF POSTAL PARCELS CONCLUDED BETWEEN THE DEPARTMENT PF CMMUNICATIONS OF THE EMPIRE OF JAPAN AND THE POST OFFICE OF THE STRAITS SETTLEMENTS

 日本帝國遞信省及海峡殖民地郵政聽ハ日本帝國及海峡殖民地間ニ小包ノ常時交換ヲ施行セムカ爲左ノ諸條款ヲ協定ス
 The Department of Communications of the Empire of Japan and the Post Office of the Straits Settlements have agreed upon the following articles for the establishment of a regular exchange of parcels between the Empire of Japan and the Straits Settlements:-

第一條
一 小包ハ日本帝國ヨリ海峡殖民地へ重量一貫三百二十匁迄及海峡殖民地ヨリ日本帝國へ重量十一英封度迄小包郵便ニ依リ之ヲ發送スルコトヲ得
ARTICLE 1.
1. Parcels may be forwarded by Parcel Post from the Empire of Japan to the Straits Settlements up to the weight of 1,320 momme, and from the Straits Settlements to the Empire of Japan up to the weight of eleven pounds English. 

二 此ノ如クシテ交換スル小包ハ金額三千法迄之ヲ價格表記ト爲スコトヲ得
2. The parcels thus exchanged may be insured up to the sum of 3,000 francs.

第二條
一 兩郵政廳ハ各自小包郵便ノ關係ヲ有スル國ニ發著スル小包二對シ其ノ疆域ヲ通シテ繼越ノ權刊ヲ保障シ且第十一條ニ定ムル制限内ニ於テ繼越小包ニ對シ責任ヲ負擔ス
ARTICLE 2.
1. The two Post Offices guarantee the right of transit for parcels over their territory to or from any country with which they respectively have Parcel Post Communication; and they undertake responsibility for transit parcels within the limits determined by Article 11 below.

二 關係郵政廳間ニ何等反對ノ約定ナキトキハ此ノ如クシテ交換スル小包ノ遞送ハ開嚢ニテ之ヲ爲スモノトス
2. In the absence of any arrangement to the contrary between the Administrations concerned, the conveyance of parcels thus exchanged will be effected a decouvert.

第三條
 小包ノ郵便料ハ前納ニ限ル但シ再發小包ノ場合ハ此ノ限ニ在ラス
ARTICLE 3.
 The prepayment of the postage on parcels shall be compulsory, except in the case of redirected parcels.

第四條
一 差出國郵政廳ハ名宛國郵政廳ニ同廳ノ陸路郵便料及同廳ニ於テ海運ヲ擔當スルトキハ海路郵便料ヲ支沸フヘシ右郵便料ハ左表ニ從ヒ計算スルモノトス
ARTICLE 4.
1. The Post Office of the country of origin shall pay to the Post Office of the country of destination the territorial postage of the latter and also the sea postage if the latter office provides for the sea service, calculated in accordance with the following table:


							

							

 
二差出人ヨリ徴收スヘキ金額ハ此ノ如シクシテ算出シタル合計ニ基キ之ヲ定ムヘシ然レトモ各郵政廳ハ郵便料ヲ定ムルニ方リ自國通貨に於テ便利ナル最近額ヲ採用スルノ自由ヲ有ス
 
2.The totals thus arrived at shall from the basis determining the sums to be collected from the senders, but in fixing the rates of postage either Administration shall be at liberty to adopt such approximate amounts as may be convenient in its own currency.

第五條
一 各郵政廳ハ各自價格表ノ料金ヲ定ムルノ權利ヲ有ス但シ同料金ハ表記金額ノ階級ニ應シ該金額ノ階級ニ應シ該金額ノ四百分ノ一ヲ超過スルコトヲ得ス
ARTICLE 5.
1.Each administration shall have the right to fix its own scale of fees for insurance provided that the scale does not include any rate exceeding 1/4 per cent. on the sum declared.

二 差出國郵政廳ハ名宛國郵政廳ニ表記金額三百法又ハ三百法ノ端數毎ニ五山ノ割合ニ依ル價格表記料ノ分前ヲ支拂フヘシ又名宛廳ニ於テ海運ヲ擔當シ且其ノ責任ヲ保障スルトキハ表記金額三百法又ハ三百法ノ端數毎ニ十山ノ海路價格表記料ヲモ支拂フヘシ
2. The Post Office of the country of origin shall pay to the Post Office of the country of destination a share of the insurance fee at the rate of 5 centimes for each sum of 300 francs or fraction of 300 francs insured and shall also pay a sea insurance fee of 10 centimes for each sum of 300 francs or fraction of 300 francs insured if the latter Office provides and guarantees responsibility for the sea conveyance.

第六條
 小包ノ差出人ハ二十五山ヲ超過セサル一定ノ料金ヲ前納スルトキハ到達證ヲ受クルコトヲ得同料金ハ差出人到達證ヲ受クル爲特別料金ヲ納付セサリシ場合ニ於テ差出後ニ爲ス小包ノ踪跡取調ノ請求ニ付テモ之ヲ適用スルコトヲ得此ノ料金ハ全部差出國郵政廳ニ歸屬スルモノトス
ARTICLE 6.
 The sender of a parcel may obtain an acknowledgement of receipt on prepayment of a fixed fee not exceeding 25 centimes. The same fee may be applied to requests for information about the disposal of a parcel which are made after it has been posted, if the sender has not already paid the special fee to obtain an acknowledgement of receipt. The whole of this fee is retained by the Administration of the country of origin.

第七條
 兩締約國ノ一方ニ於テ差出シ又ハ繼越シ他方ヲ經テ遞送スル小包ノ場合ニ於テハ媒介國郵政廳ハ相互ニ送付スヘキ表ニ從ヒ此ノ小包ノ遞送及價格表記ニ對シ同廳ニ歸スヘキ金額ヲ他方ノ郵政廳ヨリ收得スルモノトス
ARTICLE 7.
 In the case of parcels originating in or forwarded by one of the two contracting countries and sent in transit through the other, the Post Office of the intermediate country shall be credited by the other Post Office with the sums due to the former for the conveyance and insurance of such parcels, in accordance with tables to be mutually communicated.

第八條
 本約定ニ依ル小包ニ付テハ本約定ノ諸篠款ニ規定スルモノノ外何等ノ郵便料金ヲ徴收スルコトヲ得ス
ARTICLE 8.
 The parcels to which the present Agreement applies can not be subjected to any postal charge other than those contemplated by the different articles of this Agreement.

第九條
 一國ヨリ他國ヘノ小包ノ轉送竝不能配達小包ノ返送ニ對シテハ第四條及第五條ニ定ムル料金ニ基ク追加料金ヲ場合ニ從ヒ名宛人又ハ差出人ヨリ徴收スヘシ倉敷ニ對シテモ亦追加料金ヲ徴收スルコトヲ得
ARTICLE 9.
 For the redirection of parcels from one country to the other, as well as for the return of undelivered parcels, a supplementary charge on the basis of the rates fixed by Articles 4 and 5 shall be collected from the addressees or the senders, as the case may be. A supplementary charge may also be made for warehousing.

第十條
一友記ノ物ハ之ヲ郵送スルコトヲ禁ス
ARTICLE 10.
1. It is forbidden to send by post:-

(甲) 信書若ハ信書ノ性質ヲ有スル通信文、生活動物(適常ニ構造シタル箱ニ納メタル蜜蜂ヲ除ク)又ハ一方ノ税關其ノ他ノ法令ニ依リ輸出入ヲ許ササル物品ヲ包有スル小包(然レトモ小包ハ最簡單ナル形式ニ於ケル無封ノ送状ヲ包有スルコトヲ得)
(a) Parcels containing letters, or communications of the nature of a letter, live animals, except bees in properly constructed boxes, or articles the admission of which is not authorised by the Customs or other laws or regulations of either country (a parcel may, however, contain an open invoice in its simplest form);

(乙) 爆發性又ハ發火性ノ物品及一般ニ遞送上危險ナル物品ヲ包有スル小包
(b) Parcels containing explosive or inflammable articles, and in general articles, the conveyance of which is dangerous.

二 正貨、金若ハ銀ヲ以テ製造シタル物品其ノ他貴重品ヲ價格表記ニ非サル小包ヲ以テー國ヨリ他國ニ送付スルコトモ亦之ヲ禁ス
2. It is equally forbidden to send coin, anything made of gold or silver, or other precious articles from one country to the other in uninsured parcels.

三 此等ノ禁制ニ抵觸スル小包ヲー郵政廳ヨリ他ノ郵政廰ニ送達シタルトキハ之カ送達ヲ受ケタル郵政廳ハ其ノ法律又ハ内國規則ニ規定シタル方法及方式ニ依リ之ヲ處分スヘシ
3. If a parcel contravening any of these prohibitions shall be handed over by one Administration to the other, the latter shall proceed in the manner and with the formalities prescribed by its law or in1and regulations.

第十一條
一 不可抗カノ場合ヲ除キ亡失、盜取又ハ毀損ノ總テノ場合ニ於テハ差出人又ハ差出人ノ請求ナキトキ若ハ其ノ依賴アルトキ名宛人ハ其ノ亡失、盜取又ハ毀損ノ實額ニ相當スル賠償金ヲ受クルノ權利ヲ有ス但シ該損害ニシテ差出人ノ過失若ハ懈怠又ハ物品ノ性質ニ因リ生シタルトキハ此ノ限ニ在ラス且如何ナル場合ニ於テモ其ノ賠償金ハ價格表記ニ非サル小包ニ在リテハ二十五法又價格表記小包ニ在リテハ其ノ價格表記ノ金額ヲ超過スルコトナシ亡失シタル又ハ包有品カ郵送中全ク毀壞シタル小包ノ差出人ハ尚郵便料及取調請求カ郵便官署ノ過失ニ起因シタル場合ニ於テハ取調料ノ還付ヲ受クルノ權利ヲ有ス價格表記料ハ如何ナル場合ニ於テモ郵政廳ニ歸屬ス
ARTICLE 11.
1. In all cases of loss, abstraction or damage, except such as are beyond control, the sender, or, in default or at the request of the sender, the addressee shall be entitled to an indemnity corresponding with the actual amount of the loss, abstraction or damage, unless the damage has arisen from the fault or negligence of the sender or from the nature of the article, and provided always that the indemnity does not exceed, in the case of an uninsured parcel, 25 francs, and in the case of an insured parcel, the sum for which it has been insured. The sender of a parcel which has been lost, or of which the contents have been completely destroyed in the post, shall also be entitled to the return of the postage as well as of the postal enquiry fee when the enquiry has arisen from an error on the part of the Postal Administration. In any case the Insurance fee is retained by the Postal Administrations.

二 賠償金支拂ノ義務ハ差立局ノ屬スル郵政廰之ヲ負擔ス担シ該郵政廰ハ責任郵政廰即チ疆域内又ハ業務中ニ於テ亡失、盜取又ハ毀損ヲ生セシメタル郵政廰ニ對シ求償ヲ爲スコトヲ得
2. The obligation of paying the indemnity shall rest with the Administration to which the despatching office is subordinate. To that Administration is reserved a remedy against the Administration responsible, that is to say, against the Administration on the territory or in the service of which the loss, abstraction or damage took place.

三 小包ヲ異議ナク受領シテ之ヲ名宛人ニ配達シ又ハ繼越小包ノ場合ニ於テ次ノ郵政廰ニ正當ノ繼立ヲ爲シタルコトヲ證明シ能ハサル郵政廰ハ反對ノ證明アル迄ハ責任ヲ負擔ス
3. Until the contrary is shown, the responsibility shall rest with the Administration which, having received the parcel without making any observation, can not prove its delivery to the addressee, or, in the case of a transit parcel, its regular transfer to the following Administration.

四 差出人又ハ名宛人ヘノ賠償金ノ支拂ハ成ルヘ速ニ遲クトモ請求ノ日ヨリ一年内ニ之ヲ爲スヲ要ス責任郵政廳ハ支彿ハレタル賠償金額ヲ遲滞ナク償還スルノ義務アルモノトス
4. The payment of the indemnity to the sender or addressee ought to take place as soon as possible, and at the latest within a year of the date of the application. The Administration responsible will be bound to make good, without delay, the amount of the indemnity paid.

五 賠償ノ請求ハ小包ノ差出ヨリー年内ニ爲スニ非サレハ之ヲ受理セサルモノトス此ノ期間ノ後ハ請求者ハ何等賠償金ヲ受クルノ權利ヲ有セス
5. It is understood that no application for an indemnity will be entertained unless made within a year of the posting of the parcel; after this term the applicant will have no right to any indemnity.

六 亡失、盜取又ハ毀損カ兩国交換局間ノ遞送中ニ發生シタル場合ニ於テ其ノ亡失、盜取又ハ毀損カ孰レノ疆域内又ハ業務中ニ於テ生シタルカヲ確定シ能ハサルトキハ各郵政廳ハ賠償金ノ半額ヲ支拂フヘシ
6. If the loss, abstraction or damage shall have occurred in course of conveyance between the exchanging offices of the two countries, and it shall not be possible to ascertain on the territory or in the service of which the loss, abstraction or damage took place, each Administration shall pay half of the indemnity.

七 所有者ニ於テ交付ヲ受ケタル小包ニ對シテハ郵政廳其ノ責ヲ免ルルモノトス
7. The Administrations will cease to be responsible for parcels of which the owners have accepted delivery.

第十二條
一 小包ハ其ノ包有品ノ實價ヲ超過シタル金額ヲ以テ價格表記ト爲スコトヲ得ス
ARTICLE 12.
1. No parcel may be insured for an amount above the real value of its contents.

二 價格表記小包ノ差出入詐欺ノ意思ヲ以テ包有品ノ實價ヲ超過シタル金額ヲ表記シタル場合ニ於テハ總テ賠償ノ請求權ヲ失フヘシ此ノ規定ノ施行ハ差出國ノ法律ノ認ムル法定處分ヲ妨ケス
2. In case the sender of an insured parcel, with intent to defraud shall declare the contents to be above their real value, he shall lose all claim to compensation; and the enforcement of this rule shall not prejudice any legal proceedings admitted by the law of the country of origin.

第十三條
 兩國間ニ交換スル小包郵便物ノ容器ノ費用ハ兩郵政ニ於テ等分ニ負擔スヘシ
ARTICLE 13.
 The cost of the receptacles in which parcel mails are exchanged between the two countries shall be shared equally between the two Administrations.

第十四條
 各郵政廳ハ小包郵便ヲ停止スルヲ至當ナリトスル非常ノ場合ニ於テハ一時其ノ全部又ハ一部ヲ停止スルコとヲ得但シ此ノ場合ニ於テハ其ノ旨ヲ直ニ關係郵政廳ニ通知スルモノトス必要ナルトキハ電信ニ依ル
ARTICLE 14.
 In extraordinary circumstances such as will justify the measure, any Administration may temporarily suspend the Parcel Post, either entirely or partially, on condition of giving immediate notice, if necessary by telegraph, to the Administration interested.

第十五條
一本約定中ノ諸條款ニ規定セサル各事項ニ關シテハ日本帝國及海峽殖民地ノ内國法制ヲ適用スヘシ
ARTICLE 15.
1. The internal legislation of both the Empire of Japan and the Straits Settlements shall remain applicable as regards everything not provided for by the stipulations contained in the present Agreement.

二兩郵政廳ハ小包郵便ニ依ル小包ノ遞送ニ適用スヘキ其ノ法令ノ規定ヲ隨時相互ニ通知スヘシ
2. The Administrations shall communicate to each other from time to time, the provisions of their laws or regulations applicable to the conveyance of parcels by Parcel Post.

第十六條
 兩郵政廰ハ小包ノ國際交換ニ與ラシムル郵便局又ハ地方ヲ指定シ此ノ小包ノ遞送方法ヲ定メ其ノ他本約定ノ實施ヲ確實ニスル爲必要ナル一切ノ細目手續ヲ定ムヘシ
ARTICLE 16.
 The two Postal Administrations shall indicate the offices or localities which they admit to the international exchange of parcels; they shall regulate the mode of transmission of these parcels, and fix all other measures of detail and order necessary for ensuring the performance of the pre-sent Agreement.

第十七條
 本約定ハ兩郵政廰ニ於テ協議ヲ以テ決定スヘキ日ヨリ之ヲ施行シ一方ヨリ一年前ニ通告スルトキハ其ノ効力ヲ失フ
ARTICLE 17.
 This Agreement shall come into operation on the day to be fixed by common consent between the two Postal Ad-ministrations and shall be terminable on a notice of one year by either party.

 明治四十一年七月十一日東京ニ於テ及千九百九年五月二十日新嘉坡ニ於テ二通ヲ作成ス
 Done in duplicate at Tokio the 11th day of the 7th month of the 41st year of Meiji and at Singapore the 20th May 1909.

第一條
 日本帝國遞信省及海峽殖民地郵政廳ハ明治四十一年七月十一日及千九百九年五月二十日ノ小包郵便約定第四條第一項中郵便料ノ表ヲ左ノ通改正スルコトヲ協定ス
ARTICLE 1.
 The Department of Communications of the Empire of Japan and the Post Office of the Straits Settlements agree to cancel the table of postage of paragraph 1 of Article 4 of the Parcel Post Agreement of the 11th day of the 7th month of the 41st year of Meiji and the 20th day of May 1909, and to substitute therefor the following:-

 本追加約款ハ兩郵政廳ノ協議ニ依リ定ムル日ヨリ施行セラルヘシ
ARTICLE 2.
 These additional Articles shall come into operation on the day to be fixed by common consent between the two Postal Administrations.

 大正十三年七月十六日東京ニ於テ及一千九百二十四年一月十四日新嘉坡ニ於テ二通ヲ作成シ之ニ署名ス

 ADDITIONAL ARTICLES AMENDING THE PARCEL POST AGREEMENT BETWEEN THE DEPARTMENT OF COMMUNICATIONS OF THE EMPIRE OF JAPAN AND THE POST OFFICE OF THE STRAITS SETTLEMENTS, SIGNED AT TOKIO ON THE 11TH DAY OF THE 7TH MONTH OF THE 41ST YEAR OF MEIJI AND AT SINGAPORE ON THE 20TH DAY OF MAY 1909, AND AMENDED BY VIRTUE OF THE ADDITIONAL ARTICLES WHICH WERE SIGNED AT TOKIO ON THE 16TH DAY OF THE 7TH MONTH OF THE 13TH YEAR OF TAISHO AND AT SINGAPORE ON THE 14TH DAY OF JANUARY 1924.

第一條
ARTICLE 1.

 日本帝国遞信省及海峽殖民地郵政廳ハ大正十三年七月十六日及千九百二十四年一月十四日ノ追加條款ニ依リ修正セラレタル明治四十一年七月十一日及千九百九年五月二十日ノ小包郵便約定中左ノ通改正スルコトヲ協定ス
 The Department of Communications of the Empire of Japan and the Post Office of the Straits Settlements agree upon the following amendments to be introducted to the Parcel Post Agreement of the 11th day of the 7th month of the 41st year of Meiji and the 20th day of May 1909, which was amended by virtue of the Additional Articles of the 16th day of the 7th month of the 13th year of Taisho and the 14th day of January 1924.

(一)前文ヲ左ノ如ク改ム
(1)Substitute for the Preamble the following:-

 日本帝国遞信省及海峽殖民地郵政廳ハ日本帝国及海峽殖民地間ノ小包ノ常時交換竝ニ一方ノ業務ヨリ閉嚢ニテ交付スル第三国宛小包ノ他方ノ業務ニ依ル遞送ヲ施行スルコトヲ協定ス
 The Department of Communications of the Empire of Japan and the Post Office of the Straits Settlements agree to effect a regular exchange of parcels between the Empire of Japan and the Straits Settlements as well as the onward transmission of parcels addressed to a third country and delivered in closed mails from one of the services to the other.

 本約定ノ規定ハ日本帝国及海峽殖民地間ニ直接ニ交換スル小包ノミナラス兩締約国郵政長官間ニ特別の協定アル事項ヲ除クノ外ハ開嚢ニテ兩国中ノ一国ヲ經由シテ他ノ一国ニ発著スル小包ニモ一般ニ適用セラルヘシ
 The regulations of the present Agreement shall be generally applicable, not only to parcels exchanged direct between the Empire of Japan and the Straits Settlements, but also to parcels sent a decouvert and in transit to or form one of the two countries through the other, except the items such as specially agreed upon between the Chiefs of the Postal Administrations of the two contracting countries.

 一方ノ業務ニ依リ遞送セラルル為他方ノ業務ヨリ閉嚢ニテ交付セラルル第三国宛小包ノ重量ノ制限、料金及之ニ対スル責任等ニ關シテハ兩締約国郵政長官間ニ協定スル條件ニ従フヘシ
 To be accepted by one of the services for onward transmission, parcels for a third country which are delivered in closed mails form the other shall be subject to the conditions agreed upon between the Chiefs of the Postal Administrations of the two contracting countries, in respect to the limits of weight, the rates of postage, and the responsibility thereof, etc.

(二)第一條第一項ヲ左ノ如ク改ム
(2)In Article 1, substiute for paragraph 1 the following:-

一、小包ハ日本帝国ヨリ海峽殖民地ヘ重量五「キログラム」迄及海峽殖民地ヨリ日本帝国ヘ重量十一英封度迄小包郵便ニ依リ之ヲ発送スルコトヲ得
1.Parcels may be forwarded by Parcel Post from the Empire of Japan to the Straits Settlements up to the weight of 5 kilogrammes, and from the Straits Settlements to the Empire of Japan up to the weight of 11 pounds English.

(三)第四條ヲ左ノ如ク改ム
(3)Substitute for Article 4 the following:-

一、日本帝国及海峽殖民地間ニ交換スル小包ノ陸路料及海路料ハ左表ノ如シ
1.The territorial rates and sea rates of the parcels exchanged between the Empire of Japan and the Straits Settlements are shown in the following tables:-

(甲)日本帝国発海峽殖民地宛ノ小包
(a)Parcels originating in the Empire of Japan addressed to the Straits Settlements:


							

							

(乙)海峽殖民地発日本帝国宛ノ小包
(b)Parcels originating in Straits Settlements addressed to the Empire of Japan:-


							

							

 日本郵政廰、朝鮮郵政廰又ハ其ノ他ノ日本属地郵政廰ノ何レカノ業務ヲ經由シテ他ノ一ニ宛テ又ハ之ヨリ発スル小包ニ対シテハ各媒介業務ハ媒介遞送料トシテ前節ニ規定スル日本帝国陸路料ニ相當スル額及場合ニ依リ五十山ノ海路料ヲ追加徴収スルコトヲ得該料金ノ徴収ニ付テハ海峽殖民地郵政廰ニ通知ヲ為スヘシ
 For parcels addressed to or sent from one of the Postal Administrations of Japan proper, Chosen, and the other Japanese Dependencies through the intermediary of either service thereof, each intermediate service may collect sup-plementarily as the charge for transit conveyance a sum equal to the territorial rate of the Empire of Japan provided in the preceding clause and a sea rate of 50 centimes as the case may be. As to the collection of this charge, due notice shall be given to the Straits Settlements.

 兩締約国郵政長官ハ予メ協議ノ上前二節ニ定ムル料金ヲ引下ケ又ハ百分ノ百迄引上クルコトヲ得
 The Chiefs of the Postal Administrations of the two contracting countries have authority to reduce the rates fixed in the preceding two clauses or to increase the same within a maximum of 100 per cent by agreement made in advance.

 差出国ニ於テ郵便料トシテ差出人ヨリ徴収スヘキ金額ハ此ノ如クシテ算出シタル合計ニ基キ之ヲ定ムヘシ
 The totals thus arrived at shall form the basis for determining the sums to be collected as postage from the senders in the country of origin.

二、差出国郵政廰ハ名宛国郵政廰ニ同廰ノ陸路料及同廰ニ於テ海運ヲ擔當スルトキハ海路料竝ニ場合ニ依リ本條約第一項第二節ニ定ムル媒介遞送料ヲ支拂フヘシ
2.The Post Office of the country of origin shall pay to the Post Office of the country of destination the territorial rate of the latter and also the sea rate if the latter office provides for the sea service as well as the transit charge fixed by the second clause of the first paragraph of the present Article as the case may be.

三、名宛国郵政廰ハ小包ノ配達及税關ニ於ケル手続執行ニ対シ小包各箇ニ付五十山ヲ超過セサル料金ヲ名宛人ヨリ徴収スルコトヲ得
3.The Post Office of the country of destination may collect from the addressee for the delivery of the parcels and for the performance of Customs formalities a fee not exceeding 50 centimes for each parcel.

(四)第五條ヲ左ノ如ク改ム
(4)Substitute for Article 5 the following:-

一、差出国郵政廰ハ價格表記料トシテ表記金額三百法又ハ其ノ端數毎ニ各陸路遞送ニ付五山、海路遞送ニ付十山ヲ徴収ス
1.The Post Office of the country of origin shall collect as insurance fee 5 centimes for each land conveyance and 10 centimes for sea conveyance for each 300 francs or fraction thereof of the insured value.

 然レトモ差出国郵政廰ハ表記金額三百法又ハ其ノ端數毎ニ五十山ヲ超過セサル總括價格表記料ヲ徴収スルコトヲ得
 The Post Office of the country of origin, however, and collect an inclusive insurance fee not exceeding 50 centimes for each 300 francs or fraction thereof of the insured value.

 日本郵政廰、朝鮮郵政廰又ハ其ノ他ノ日本属地郵政廰ノ何レカノ業務ヲ經由シテ他ノ一ニ宛テ又ハ之ヨリ発スル小包ニ対シテハ各媒介業務ハ媒介價格表記料トシテ本項第一節ニ規定スル額ヲ追加徴収スルコトヲ得該料金ノ徴収ニ付テハ海峽殖民地郵政廰ニ通知ヲ為スヘシ
 For parcels addressed to or sent from one of the Post Administrations of Japan proper, Chosen, and the other Japanese Dependencies through the intermediary of either services thereof, each intermediate service may charge sup-plementarily as the insurance fee for transit conveyance a sum as provided in the first clause of the present paragraph. As to the collection of this charge, due notice shall be given to the Straits Settlements.

二、差出国郵政廰ハ名宛国郵政廰ニ表記金額三百法又ハ其ノ端數毎ニ五山ノ割合ニ依ル價格表記料及名宛郵政廰ニ於テ海運ヲ擔當シ且其ノ責任ヲ保障スルトキハ十山ノ海路價格表記料竝ニ場合ニ依リ第一項第三節ニ規定スル媒介價格表記料ヲ支拂フヘシ
2.The Post Office of the country of origin shall pay to the Post Office of the country of destination, for each sum of 300 francs of franction thereof insured, the insurance fee at the rate of 5 centimes and a sea insurance fee of 10 centimes if the latter Office provides and guarantees responsibility for the sea conveyance as well as a transit insurance fee as prescribed by the third clause of the first paragraph as the case may be.

三、差出国郵政廰ハ又五十山ヲ超過セサル登記料ヲ各價格表記小包ノ差出人ヨリ徴収シ自廰ニ歸属セシムルコトヲ得
3.The Post Office of the country of origin is also entitled to collect from the sender of each insured parcel and to retain a registration fee not exceeding 50 centimes.

(五)第六條ヲ左ノ如ク改ム
(5)Substitute for Article 6 the following:-

 小包ノ差出人ハ四十山ヲ超過セサル一定ノ料金ヲ納付スルトキハ到達證ヲ受クルコトヲ得然レトモ小包ノ差出後ニ為ス到達證ノ請求又ハ差出人到達證ヲ受クル為特別料金ヲ納付セサリシ場合ニ於テ差出後ニ為ス小包ノ踪跡取調ノ請求ニ付テハ郵政廰ハ前記料金ノ倍額ヲ徴収スルコトヲ得此ノ料金ハ全部差出国郵政廰ニ歸属スルモノトス
 The sender of a parcel may obtain an acknowledgment of receipt on payment of a fixed fee not exceeding 40 centimes However, as to requests for an acknowledgment of receipt which are made subsequent to the posting of the parcel and for information about the disposal of a parcel which are made after it has been posted if the sender has not already paid the special fee to obtain an acknowledgment of receipt, the Administration may collect a sum double that prescribed above. The whole of these fees in retained by the Administration of the country of origin.

(六)第九條ヲ左ノ如ク改ム
(6)Substitute for Article 9 the following:-

一、小包ハ名宛国ノ領域内ニ於テ之ヲ轉送スルコトヲ得同国郵政廰ハ其の内国規則ニ定ムル轉送料金ヲ徴収スルコトヲ得
1.Parcels may be redirected within the territory of the country of destination and the Administration of that country may collect a redirection charge fixed in its internal regulations.

二、差出人又ハ名宛人ノ請求ニ依ル一国ヨリ他国ヘ小包ノ轉送竝ニ不能配達小包ノ返送ニ対シテハ第四條及第五條ニ定ムル料金ニ基ク追加料金竝ニ場合ニ依リ前項ニ規定スル轉送料金ヲ名宛人又ハ差出人ヨリ徴収スヘシ倉敷ニ対シテモ亦追加料金ヲ徴収スルコトヲ得
2.For the redirection of parcels from one country to the other by the request either of the sender or of the addressee, as well as for the return of undelivered parcels, a supplementary charge on the basis of the rates fixed by Articles 6 and 5 as well as a redirection charge prescribed by the preceding paragraph if any, shall be collected from the addressees or the senders, as the case may be. A supplementary charge may also be made for warehousing.

三、禁制品包有ノ為差出国ニ返送スル小包ニ付テモ前項ノ例ニ依リ返送ニ要スル料金ヲ追加徴収ス
3.In the case of returning parcels to the country of origin on account of containing prohibited articles, the charges for conveyance resulting from its return shall also be collected supplementarily in accordance with the preceding paragraph.

(七)第十一條第一項ヲ左ノ如ク改ム
(7)In Article 11, substitute for paragraph 1 the following:-

一、不可抗力ノ場合及小包カ前條ニ規定スル禁制品ヲ包有スル場合ヲ除キ亡失、盜取又ハ毀損ノ總テノ場合ニ於テハ差出人ハ其ノ亡失、盜取又ハ毀損ノ実額ニ相當スル賠償金ヲ受クルノ権利ヲ有ス但シ該損害ニシテ差出人ノ過失若ハ懈怠ニ因リ又ハ物品ノ性質ニ因リ生シタルトキハ此ノ限ニ在ラス且如何ナル場合ニ於テモ其ノ賠償金ハ價格表記ニ非サル小包ニ在リテハ二十五法又ハ價格表記小包ニ在リテハ其ノ價格表記ノ金額ヲ超過スルコトナシ亡失シタル又ハ包有品カ郵送中全ク毀損シタル小包ノ差出人ハ尚郵便料及取調請求カ郵便官署ノ過失ニ起因シタル場合ニ於テハ取調料ノ還付ヲ受クルノ権利ヲ有ス價格表記料ハ如何ナル場合ニ於テモ郵政廰ニ歸属ス
1.In all cases of loss, abstraction or damage, except such as are beyond control and the case where the parcel contained any of the prohibited articles which are provided in the preceding Article, the sender shall be entitled to an indemnity corresponding with the actual amount of the loss, abstraction or damage, unless the damage has arisen from the fault or negligence of the sender or from the nature of the article, and provided always that the indemnity does not exceed, in the case of an uninsured parcel, 25 francs, and in the case of an insured parcel, the sum for which it has been insured. The sender of a parcel which has been lost, or of which the contents have been completely destroyed in the post, shall also be entitled to the return of the postage as well as of the postal enquiry fee when the enquiry has arisen from an error on the part of the Postal Administration. In any case the insurance fee is retained by the Postal Administrations.

 名宛人カ盜取セラレ若ハ毀損シタル小包ヲ留保ヲ為シテ交付ヲ受ケタルトキ又ハ名宛人ノ為ニ差出人カ其ノ権利ヲ抛棄シタルコトヲ立證スルトキハ名宛人ハ成規ノ賠償金ヲ受クルノ権利ヲ有ス
 The addressee shall be entitled to a formal indemnity either when he takes delivery of a pilfered or damaged        parcel against reserve, or when he can prove that the sender has waived his rights in the addressee's favour.

(八)第十一條第七項ヲ左ノ如ク改ム
(8)In Article 11, substitute for paragraph 7 the following:-

七、権利者ニ於テ留保ヲ為サスシテ交付ヲ受ケタル小包及不可抗力ニ基ク業務書類ノ毀損ニ因リ調査スルコト能ハサル小包ニ付テハ郵政廳其ノ責ヲ免ルルモノトス
7.The Administrations will cease to be responsible for parcels of which the owners have taken delivery without making any reservations and for parcels of which no investigation can be made in consequence of the destruction of official documents through a case beyond control.

(九)第十條ニ左ノ一項ヲ加フ
(9)In Article 15, add the following:-

三、本條約定ノ規定ニ於テ貨幣單位トシテ採用スル法ハ重量三十一分ノ十「グラム」ニシテ品位千分ノ九百ナル百山ノ金法トス
3.The franc regarded as the monetary unit in the provisions of the present Agreement is the gold franc of 100 centimes of a weight of 10/31 of a gramme and of a fineness of 0.900.

 各郵政廳ハ料金ヲ定ムルニ方リテハ治国通貨ニ於テ便利ナル最近額ヲ採用スルノ自由ヲ有ス
 In fixing the postage rates either Administration shall be at liberty to adopt such approximate amounts as may be convenient in its currency.

第二條
ARTICLE 2.

 本追加條款ハ兩締約国郵政長官間ノ協議ニ依リ定ムル日ヨリ施行セラルヘシ
 These additional Articles shall come into operation on the day to be fixed by common consent between the Chiefs of the Postal Administrations of the two contracting countries.

一 日本帝國及海峽殖民地間ニ於ケル閉嚢郵便ニ依ル小包ノ交換ハ兩國間ノ直接海運ニ依り之ヲ施行スヘシ
ARTICLE 1. 
1. The exchange of parcels in closed mails between the Empire of Japan and the Straits Settlements shall be carried on by the direct sea service between the two countries.

二 兩郵政廳ハ各自小包郵便交換局ヲ指定シ相互ニ之ヲ通知スヘシ
2. The two postal Administrations shall communication to each other the office of exchange for parcel Post, which shall be designated respectively.

第二條
一 兩郵政廳ハ同廳ノ保持スル定期海運ノ何レヲ小包ノ遞送ニ充用シ得ヘキカヲ相互ニ通知スヘシ
ARTICLE 2. 
1. The two Postal Administrations shall acquaint each other which of the regular sea services maintained by them may be employed for the conveyance of parcels.

二 兩郵政廳ハ關係國ト豫メ協議ヲ遂ケタル後相互ニ左ノ諸件ヲ通知スヘシ
2. The two Administrations, after a preliminary understanding has been arrived at with the countries concerned, shall communicate to each other:-

(甲) 兩廳カ各自小包ノ遞送ニ対シ媒介ヲ爲シ得ル國名
(a) A list of the countries with regard to which they may respectively serve as medium for the conveyance of parcels.

(乙) 其ノ疆域ニ入り又ハ其ノ業務ニ入ル場所ヨリ該小包ノ遞送ニ充テ得ヘキ線路
(b) The routes available for the transmission of the said parcels, from the point of entry on their territories or into their services.

(丙) 小包ヲ託スル郵政廳ニ於テ名宛地毎ニ是カ爲支拂フヘキ料金ノ總額
(c) The total amount of the charges to be paid to them under this head, for each destination, by the Office which consigns the parcels to them.

三 此ノ通知ニ依り郵政廳ハ其ノ小包ノ遞送二充用スヘキ線路及差出人ヨリ徴收スヘキ郵便料ヲ定ムヘシ
3. By means of this information the Administrations will determine the routes to be employed for the transmission of their parcels and the Postage to be collected from the senders

第三條
 日本帝國ニ於テ海峽殖民地ニ宛テ差出ス小包ハ長三尺五寸、長及横周ヲ合シ六尺ヲ超過スヘカラス又海峽殖民地ニ於テ日本帝國ニ宛テ差出ス小包ハ長英尺三呎六吋、長及横周ヲ合シ六呎ヲ超過スヘカラス
ARTICLE 3. 
 Parcels Posted in the Empire of Japan for the Straits Settlements must not exceed 31/2 shaku in length, or 6 shaku in length and girth combined; and parcels Posted in the Straits Settlements for the Empire of Japan must not exceed 3 feet 6 inches English in length, or 6 feet in length and girth combined.

第四條
 兩郵政廳ハ相互ニ禁制品ノ目録ヲ送付スヘシ
ARTICLE 4. 
 The two Postal Administrations shall furnish each other with a list of prohibited articles.

第五條
一 小包ノ名宛人ノ正確ナル名宛ヲ有スルニ非サレハ小包郵便ニ依ル遞送ノ爲之ヲ引受クヘカラス正貨、金製若ハ銀製ノ物品、珠玉其ノ他貴重品ヲ包有スル小包ノ名宛ハ小包ノ包装ノ自髄ニ記載スルヲ要ス
ARTICLE 5. 
1. No parcel must be accepted for conveyance by parcel Post unless it bear the exact direction of the addressee. The address of parcels containing coin, articles of gold or silver, jewellery, or other precious objects, must be written on the actual covering of the parcel.

二 各小包ハ遞送ノ距離ニ應シ且其ノ包有品ヲ保護スルニ充分ナル様包装スルヲ要ス
2. Every parcel must be packed in a manner adequate for the length of the journey and for the protection of the contents.

 液髄及液化シ易キ物品ハニ重ノ容器ニ納メテ發送スルヲ要ス第一容器(壜、フラスコ、壷、箱等)ト第二容器(金屬製又ハ堅牢ナル木製ノ箱)トノ間ニハ出來得ル限り空隙ヲ設クルモノトス此ノ空隙ニハ鋸屑、糠其ノ他吸收性ノ物品ヲ以テ之ヲ填充スルヲ要ス
 Liquids and substances which easily liquefy must be despatched in a double receptacle. Between the first receptacle (bottle, flask, pot, box, etc.) and the second (box of metal or of strong wood), a space is left as far as possible. This space must be filled with sawdust, bran, or some other absorbing material.

三 各價格表記小包ハ封鍼ヲ破損シ又ハ加害ノ明瞭ナル痕跡ヲ留ムルコトナクシテ之ヲ開披スルコト能ハサル様封蝋、封鉛其ノ他ノ方法ヲ以テ封鍼スルヲ要ス例ヘハ封鍼ハ小包ノ包装ノ各接目又ハ合目ニ跨テ之ヲ爲スヲ要ス若包装ニ絲ヲ使用スルトキハ其ノ絲ノ端末ノ結目ニ封絨ヲ施スヲ要ス封鍼ハ同一種ノ封蝋又ハ封鉛等ヲ以テシ且之ニ同一ノ私記號ヲ明瞭ニ印刻スルヲ要ス又其ノ記號ハ容易ニ模擬シ得ルカ如キ直線、十字線又ハ弧線ヲ以テ簡單ニ施ササルヲ要ス
3. Every insured parcel must be seald by means of sealing wax, lead, or otherwise, in such a way that it cannot be opened without either breaking the seals or leaving obvious traces of violation. For instance, seals must be placed over each join or loose flap of the covering of a parcel, and if string be used in packing, a seal must be placed on the ends of the string where they are tied. The seals must be of the same kind of wax lead, etc., and must bear distinct impressions of the same private device; and the device must not consist merely of straight, crossed or curved lines, which could be readily imitated.

四 各價格表記小包ハ其ノ包装及送状ニ價格表記ノ金額ヲ記載スルヲ要ス假令證明スルモ塗抹又ハ加記スルコトヲ得ス此ノ記載カ日本又ハ海峽殖民地ノ貨幣ヲ以テ表示セラルルトキハ差出人又ハ差出國郵政廳ハ法及山ニ於ケル相富額ヲ原字ノ側又ハ下二新數字ヲ以テ指示スルヲ要ス
4. Every insured parcel must bear on the cover, and also on the Despatch Note, a statement of the sum for which it is insured, without erasure or addition, even if certified, When this statement is expressed in Japanese or Straits Settlements money, the sender, or the Post Office of the country of origin, must indicate by new figures placed be
side or below the others, the equivalent of the amount in francs and centimes.

第六條
一 各小包ニハ附録A號及B號雛形ニ滴合又ハ類似スル送状及税關告知書ヲ添附スルヲ要ス郵政廳ハ名宛國毎ニ所要ノ税關告知書ノ枚數ヲ相互ニ通知スヘシ
ARTICLE 6. 
1. Each parcel must be accompanied by a Despatch Note and by Customs Declarations in conformity with, or analogous to specimens A and B hereto appended. The Administrations shall inform each other of the number of Customs Declarations to be furnished for each country of destination.

 差出人ハ送状ノ通知券面ニ其ノ小包ニ關スル通信文ヲ附記スルコトヲ得但シ差出國ノ法制カ之ヲ妨ケサル場合ニ限ル
 The sender may add upon the counterfoil of the Despatch Note communications respecting the parcel, provided that this is not prohibited by the legislation of the country of origin.

二 同一ノ差出人ヨリ同一ノ名宛人ニ送付スル二箇又ハ三箇迄ノ小包ニ対シテハ一枚ノ送状及關税法カ許ストキハ一枚ノ税關告知書ヲ使用スルコトヲ得此ノ規定ハ價格表記小包ニ適用セス此ノ小包ニハ各別ノ送状ヲ添附スルヲ要ス
2. One Despatch Note, and, if the Customs laws permit, one Customs Declaration, may be used for two or three (but not more) parcels sent from the same sender to the same addressee. This provision does not apply to insured parcels, each of which must be accompanied by a separate Despatch Note.

三 納付シタル郵便料ノ金額ハ送状ニ貼附スル郵便切手ニ依リ表彰セラレサルトキハ之ヲ送状ニ記載スルヲ要ス
3. The amount of postage paid, when not indicated b3 Postage stamps affixed to the Despatch Note, should be notified upon the Despatch Note.

四 價格表記小包ノ正確ナル重量ハ差出局ニ於テ小包ノ包装及送状中相當欄ニ記載スルヲ要ス
4. The exact weight of an insured parcel must be entered by the office of origin, both on the cover of the parcel and on the Despatch Note in the place provided for the purpose.

五 郵政廳ハ税關告知書ノ正否ニ付テハ一切其ノ責ニ任セス
5. The Administrations decline all responsibility for the correctness of the Customs Declarations.

第七條
一 各小包及之ニ關スル送状ニハ登記番號及差出局名ヲ指示スル附録C號雛形ニ適合若ハ類似スル票符ヲ貼附シ又ハ之ト同様ノ印章ヲ押捺スルヲ要ス
ARTICLE 7. 
1. Each parcel, as well as the Despatch Note relating to it, must bear a label or an impression of a stamp, in conformity with, or analogous to, specimen C hereto annexed, indicating the registered number and the name of the office of origin.

二 送状ニハ尚差出局ニ於テ名宛記載面ニ差出地及差出日附ヲ指示スル印章ヲ押捺スヘシ
2. The Despatch Note shall, moreover, be impressed by the office of origin, on the address side, with a stamp indicating the place and date of posting.

三 各價格表記小包ニハ「Insured」又ハ[ValeurDeclaree」ナル文字ヲ表面ニ有スル赤色ノ票符ヲ貼附スルヲ要ス
3. Each insured parcel must bear a red label with the word "Insured" or "Valeur Declaree" upon it.

四 正貨、金製若ハ銀製ノ物品、珠玉其ノ他貴重品ヲ包有スル小包ノ票符ハ包装ノ損所ヲ隠蔽スルニ使用シ能ハサル様之ヲ貼附スルヲ要ス此ノ票符ハ縁端ヲ掩蔽スル様包装ノ二面ニ跨テ之ヲ貼附スヘカラス
4. The labels on parcels containing coin, articles of gold or silver, jewellery, or other precious objects, must be so placed that they can not serve to conceal injuries to the cover. They must not be folded over two sides of the cover so as to hide the edge.

第八條
 小包ノ細項ハ差立交換局ニ於テ本細則附録D號雛形ニ適合スル小包目録ニ之ヲ式ノ如ク記入スヘシ送状及税關告知書竝到達證アルトキハ到達證ハ之ヲ小包目録ニ確ト添附スルヲ要ス
ARTICLE 8. 
 The parcels shall be entered by the despatching office of exchange on a parcel bill, in conformity with specimen D appended to the present Regulations, with all the details required by this form. The Despatch Notes, the Customs Declarations and, if any, the acknowledgments of receipt must be securely attached to the parcel bill.

第九條
一 小包ノ到達證ヲ請求スルモノアルトキハ差出局ハ該小包ニ「Avis de Reception」ナル文字ヲ明瞭ニ記載シ又ハ「A.R」ナル文字ノ印章ヲ押捺ス
ARTICLE 9. 
1. When an acknowledgment of receipt of a parcel is asked for, the office of origin writes on the parcel in a very conspicuous manner the words "Avis de Reception" or stamps it with the letters "A.R."

二 到達證ハ差出局又ハ差立郵政廰ノ指定スル他ノ郵便局ニ於テ附録H號雛形ニ適合又ハ類似スル式紙ヲ以テ之ヲ作成スルモノトス若到達證名宛局ニ到達セサルトキハ同局ハ職權ヲ以テ新到達證ヲ作成ス
2. The acknowledgment of receipt is made out in conformity with, or analogous to, specimen H hereto annexed, by the office of origin or by any other office which the despatching Administration may appoint. If it does not reach the office of destination, the latter makes out officially a new acknowledgment or receipt.

三 名宛局ハ式紙ニ相當記入ヲ爲シタル後之ヲ直接ニ又ハ交換局ヲ經由シテ差出局ニ返送シ差出局ハ之ヲ小包ノ差出人ニ交付ス
3. The office of destination, after having duly filled up the form returns it, either directly or through the office of exchange, to the office of origin, which delivers it to the sender of the parcel.

四 小包差出ノ後差出人ヲ其ノ到達證ヲ請求スルトキハ差出局ハ到達證ノ式紙ニ小包ニ關スル正確ノ記載(差出局、差出日附、番號、名宛)ヲ爲ス式紙ニハ取調ニ係ル小包ヲ關係郵政廳ノ交換局ニ送達シタル便名ヲ記載シ之ヲ受取交換局ニ送付スルモノトス名宛局ハ式紙ヲ完成シ第三項ニ定ムル方法ニ依り之ヲ差出局ニ返送ス
4. When, after a parcel has been posted, the sender applies for an acknowledgment of its receipt, the office of origin enters on a form of acknowledgment of receipt an exact description of the parcel (office of origin, date or posting, number, address). The form is transmitted to the receiving office of exchange with an indication of the mail in which the parcel under enquiry was delivered to the office of exchange of the corresponding Administration. The office of destination completes the form, and returns it to the office of origin in the way prescribed by the preceding paragraph 3.

五 差出ノ際差出人ニ於テ正當ニ請求セル到達證ニシテ相當期間ノ後差出局ニ歸著セサルトキハ第四項ニ定ムル手續ニ從ヒ不著ノ到達證ニ對シ取調ヲ爲スモノトス差出局ハ式紙ノ頭部ニ「Duplicata de l'Avis de Reception, etc.」ナル文字ヲ記載ス
5. If an acknowledgment of receipt, duly applied for by the sender at the time of posting, is not received back in the office of origin after a proper interval, enquiry for the missing acknowledgment is instituted in accordance with the procedure prescribed by the preceding paragraph 4. The office of origin writes at the top of the form the words "Duplicata de l'Avis de Reception, etc."

第十條
一 受取交換局ハ小包目録受領ノ上小包及各種ノ書類ヲ點査シ必要ナルトキハ不著又ハ違例ハ之ヲ附録鋒E號雛形ニ適合スル點檢状ヲ以テ通報スヘシ
ARTICLE 10 
1. On the receipt of a parcel-bill the receiving office of exchange shall proceed to verify the parcels and the various documents, and, if needful, shall report missing articles or any irregularities by means of a verification note in conformity with the annexed specimen E.

二 貸高及計算ニ相違アルトキハ點檢状ヲ以テ之ヲ差立局ニ通知スルヲ要ス承認濟ノ點檢状ハ關係小包目録ニ之ヲ添附スルヲ要ス證據書類ニ依リ證明セラレサル訂正ハ之ヲ許サス
2. Any differences which may arise in the credits and accounting must be notified to the despatching office by verification note. The accepted verification notes must be attached to the parcel bills to which they relate. Corrections not supported by vouchers are not admitted.

第十一條
一 誤達小包ハ之ヲ再發スル郵政廳ヨリ最速達ノ線路ニ依リ其ノ名宛地ニ發送スヘシ若此ノ再發ニ依リ差出郵政廳ニ小包ヲ返還スルニ至リタルトキハ再發交換局ハ點檢状ヲ以テ其ノ誤謬ヲ通知シタル後其ノ收得額ヲ差立郵政廳ニ返還ス小包カ約定第十條ニ掲クル禁制ノ一ニ牴觸シ是カ爲差出局ニ返送スルヲ要スルトキハ誤達ニ因リ差立郵政廳ニ返還スルヲ要スル小包ト同様ノ手續ヲ爲スモノトス
ARTICLE 11. 
1. Missent parcels shall be forwarded to their destination by the most direct route at the disposal of the Office re-transmitting them. When this retransmission shall involve the return of the parcel to the office of origin, the re-transmitting office of exchange refunds to the said Office of origin the amounts credited, after having called attention to the error by means of a verification note. When a parcel contravenes any of the prohibitions provided for in Article 10 of the Agreement and has, for this reason, to be returned to the country of origin, the procedure followed is the same as if the parcel had to be sent back to the despatching Office in consequence of missending.

二 其ノ他ノ場合ニ於テ再發郵政廳ノ收得額カ同廳ノ支辨スヘキ再發ノ費用ヲ償フニ足ラサルトキハ再發郵政廳ハ差立交換局ノ小包目録ニ記入シアル自廳ノ收得額ヲ增加シテ其ノ不足額ヲ補フヘシ此ノ訂正ノ事由ハ點檢状ヲ以テ同局ニ通知スヘシ
2. In other cases, and if the amount credited to the re-transmitting Office shall be insufficient to cover the expenses of re-transmission which it has to defray, it shall recover the difference by raising the amount entered to its credit in the parcel bill of the despatching office of exchange. The reason for this rectification shall be notified to the said office by means of a verification note.

三 日本帝國及海峽殖民地間ノ小包郵便ニ關係ヲ有スル一國ニ轉送スル小包ニ付テハ配達郵政廳ハ自廳及轉送郵政廳竝媒介郵政廳アルトキハ各媒介郵政廳ニ歸スヘキ金額ニ相當スル料金ヲ名宛人ヨリ徴收スルモノトス
3. Parcels re-directed to a country which participates in the Parcel Post between the Empire of Japan and the Straits Settlements will be subjected by the delivering Office to a charge, to be paid by the addressees, representing the sums due to this latter Office, to the re-directing Office, and to each intermediate Office, if there be any.

四 轉送小包ヲ發送スル各郵政廳ハ該小包ノ遞送ニ對シ收得スヘキ金額ヲ小包目録ヲ以テ請求スヘシ
4. Each office which forwards a re-directed parcel shall claim on the parcel bill the amount due for the conveyance of the parcel.

五 然レトモ轉送小包ノ新遞送ニ對シ徴收スヘキ金額カ其ノ轉送ノ際支拂ハルルトキハ小包ハ轉送國ヨリ直接ニ名宛國ニ宛テタルモノト同様ニ之ヲ取扱ヒ何等ノ郵便料金ヲ徴收スルコトナク名宛人ニ配達スヘシ
5. But, if the amount chargeable for the further conveyance of a re-directed parcel shall be paid at the time of its redirection, the parcel shall be dealt with as if it had been addressed direct from the re-transmitting country to the country of destination, and delivered without any postal charge to the addressee.

六 配達シ能ハサル小包ニ付テハ其ノ處分方ヲ差出人ニ問合スヘシ但シ送状及小包自體ニ添附スル申込書(附録1號雛形)ヲ以テ小包ノ即時返還又ハ他ノ名宛人ニ交付方ヲ請求シアル場合ハ此ノ限ニ在ラス
6. The senders of parcels which can not be delivered shall be consulted as to the disposal of the parcels, unless they have asked for the immediate return of the parcels or for their delivery to another addressee, by a notice (specimen 1) placed both on the Despatch Note and on the parcel itself.

七 問合書ヲ發送シタル後六月内ニ名宛局ニ於テ差出人ヨリ回答ヲ受領セサルトキハ小包ハ之ヲ差出局ニ返送スヘシ
7. If, within six months after the despatch of a letter of enquiry, the office of destination shall not have received instructions from the sender, the parcel shall be returned to the office of origin.

八 然レトモ壊頽又ハ腐敗スヘキ物品二限り豫告又ハ法律上ノ手續ヲ為サス直ニ權利者ノ利益ノ為メニ之ヲ賣却スルコトヲ得其ノ賣却二付テハ調書ヲ作成スヘシ賣却二因リ得タル金額ハ先ツ之ヲ其ノ小包ニ關スル費用ノ支辨ニ充ツヘシ過剰アルトキハ差出人ニ交付スル為之ヲ差出局ニ送付スヘシ理由ノ如何ヲ問ハス賣却スルコト能ハサルトキハ破損シタル又ハ價値ナキ品ハ之ヲ毀棄シ又ハ國庫ニ歸屬セシムルモノトス
8. Articles liable to deterioration or corruption, and these only, may, however, be sold immediately, without previous notice or legal formality, for the benefit of the right party. An account of the sale shall be drawn up. The sum realized by the sale shall be used in the first place to defray the charges upon the parcel. Any balance which there may be shall be remitted to the office of origin to be paid to the sender. If for any reason a sale is impossible the spoilt or worthless articles are destroyed or taken possession of by the State.

九 差出國ニ返送スヘキ小包ハ之ヲ小包目録ニ記入シ其ノ附註欄ニ「Rebut」(不能配達)ナル文字ヲ附記スヘシ該小包ハ之ヲ轉送小包ト同様ニ取扱ヒ同一ノ料金ヲ徴收スヘシ
9. Parcels which have to be returned to the country of origin shall be entered on the parcel bill with the addition of the word "Rebut"' (undeliverable) in the column for observations. They shall be dealt with and charged as redirected Parcels are.

十 小包ノ名宛人カ日本帝國及海峽殖民地間ノ小包郵便ニ關係ヲ有セサルー國ニ向ケ出發シタルトキハ該小包ハ第一名宛郵政廳ニ於テ之ヲ名宛人ニ送付シ得ルニ非サレハ不能配達ノモノトシテ取扱フヘシ
10. Any parcel, the addressee of which has left for a country not participating in the Parcel Post between the Empire of Japan and the Straits Settlements shall be dealt with as undeliverable, unless the Office of the first destination be in a Position to forward it to the addressee.

十一 差出國ニ返送スヘキ又ハ第三國ニ轉送スヘキ小包ニ対スル眞ノ關税ハ日本帝國及海峽殖民地ノ孰レニ於テモ之ヲ取消スヘシ但シ約定第九條ノ規定ニハ從フヘキモノトス
11. Subject to the provisions in Article 9 of the Agreement, the customs duties properly so called on parcels which have to be sent back to the country of origin or redirected to a third country shall be cancelled both in the Empire of Japan and the Straits Settlements.

第十二條
一 各郵政廳ハ其ノ各交換局ヲシテ他ノ郵政廳ノ交換局ヨリ受取リタル總テノ郵便物ニ対シ各小包目録中貸方ト借方トニ記入シアル金額ニ關シ本細則附録F號雛形ニ適合スル貸借表ヲ三月毎ニ作成セシムヘシ
ARTICLE 12. 
1. Each Administration shall cause each of its exchanging offices to prepare quarterly for all the mails received from the exchanging offices of the other Administration, a statement in conformity with specimen F appended to the present Regulations, of the sums entered in each parcel bill, whether to its credit or to its debit.

二 F號貸借表ハ同郵政廳ニ於テ後日本細則附録G號雛形ニ適合スル計算書ニ之ヲ集記スヘシ
2. The statement F shall be afterwards recapitulated by the same Administration in an account conforming to specimen G, also appended to the present Regulations.

三 此ノ計算書ハF號貸借表及小包目録竝之ニ關スル點檢状アルトキハ騏檢状ヲ添附シ次期ノ三月間内ニ之ヲ他ノ郵政廳ノ檢査二供スヘシ
3. This account accompanied by the statement F, the parcel bills, and if any, the verification notes relating thereto, shall, be submitted to the examination of the other Administration in the course of the quarter which follows that to which it relates.

四 毎三月計算書ハ雙方二於テ審査承認ノ上貸越郵政廳二於テ之ヲ年次總計算書二集記スヘシ
4. The quarterly accounts, after having been verified and accepted on both sides, shall be included in a general annual account by the Administration to which the balance is due.

五 両郵政廳間二於ケル此等ノ計算書ノ差引ヨリ生スル支彿ハ借越郵政廳二於テ正貨法ヲ以テ又ハ巴里、貸越國ノ首府若ハ商業地二振宛テタル爲替ヲ以テ又ハ相互二協定スル其ノ他ノ方法二依り之ヲ爲スヘシ右支彿二伴フ費用ハ借越郵政廳ノ負擔トス
5. The payment resulting from the balance of these accounts between the two Administrations shall be made by the indebted Office in francs, in specie, or by means of bills drawn on Paris or on the capital or one of the commercial towns of the country to which the balance is due, or in any other manner that may be mutually agreed upon: the expense attendant on the payment being at the charge of the indebted Office.

六 計算書ノ作成、送付及支彿ハ成ルヘク速二遲クトモ翌年ノ終了前二之ヲ爲スヲ要ス此ノ期間満了ノ後ハ一郵政廳ヨリ他ノ郵政廳二支彿フヘキ金額ニハ其ノ期間満了ノ日ヨリ年五分ノ割合ヲ以テ利ヲ附スヘシ
6. The drawing up, transmission and payment of the accounts must be effected as early as possible, at the latest before the expiration of the following year. After the expiration of this term, the sums due from one Administration of the other, shall bear interest at the rate of 5 per cent. per annum, to be reckoned from the date of expiration of the said term.

第十三條
 本細則ハ約定實施ノ日ヨリ之ヲ施行シ約定ト有効期間ヲ同シウスヘシ然レトモ關係郵政廳ハ協議ヲ以テ隨時細目修正スルノ權能ヲ有ス
ARTICLE 13. 
 The present Detailed Regulations shall come into force on the day of the execution of the Agreement, and shall have the duration as the Agreement. The Administrations interested have, however, the power by common consent to modify the details from time to time.

 ADDITIONAL ARTICLES AMENDING THE DETAILED REGULATIONS FOR THE EXECUTION OF THE AGREEMENT CONCERNING THE EXCHANGE OF POSTAL PARCELS CONCLUDED BETWEEN THE DEPARTMENT OF COMMUNICATIONS OF THE EMPIRE OF JAPAN AND THE POST OFFICE OF THE STRAITS SETTLEMENTS, SIGNED AT TOKIO ON THE 11TH DAY OF THE 7TH MONTH OF THE 41ST YEAR OF MEIJI, AND AT SINGAPORE ON THE 20TH DAY OF MAY 1909.

第一條
ARTICLE 1.

 日本帝国遞信省及び海峽殖民地郵政廳ハ明治四十一年七月十一日及千九百九年五月二十日ノ小包郵便約定ノ施行細則中左ノ通改正スルコトヲ協定ス
 The Department of Communications of the Empire of Japan and the Pose Office of the Straits Settlements agree upon the following amendment to be introduced to the Detailed Regulations for the execution of the Parcel Pose Agreement of the 11th day of the 7th month of the 41st year of Meiji and the 20th day of May 1909.

一施行細則第十一條第六項及第七項ヲ左ノ如ク改ム
(1)In Article 11 of the Detailed Regulations, substitute for paragraphs 6 and 7 the following:-

六小包ノ差出人ハ差出ノ際該小包カ名宛ニ配達シ能ハサル場合ニ於テハ之ヲ抛棄シタルモノトシテ取扱ハルルコト又ハ名宛国ニ於ケル第二ノ名宛ニ配達方ヲ申出テタルモノトシテ取扱ハルルコトヲ請求スルコトヲ得差出人此ノ便法ヲ利用セムトスルトキハ小包面又ハ該小包ニ貼附スル附録I號雛形ニ適合又ハ類似スル式紙及關係送状面ニ其ノ旨記載スルコトヲ要ス
6.The sender of a parcel may request at the time of posting that, if the parcel cannot be delivered as addressed, it may be treated as abandoned or tendered for delivery at a second address in the country of destination. If the sender avails himself of this facility his request must be written on the parcel, or on a form affixed to the parcel in conformity with, or analogous to, specimen I appended hereto, and on the relative Dispatch Note.

七抛棄ニ關スル明確ナル請求ナキ場合ニ於テ名宛国ノ内国規則ニ定ムル留置期間内ニ原名宛又ハ予メ請求セル他ノ名宛ニ配達シ能ハサル小包ハ予告スルコトナク差出人ノ費用ニテ返送セラルヘシ
7.In the absence of a definite request for abandonment, a parcel which cannot be delivered at the original address, or at an alternative address if one is furnished, within the period of detention prescribed by the internal regulations of the country of destination, shall be returned to the sender, without previous notification, at his expense.

第二條
ARTICLE 2.

 本追加條款ハ兩郵政廳ニ於テ協議ニ依リ定ムル日ヨリ施行セラルヘシ
 These Additional Article amending the Detailed Regulations shall come into operation on the day to be fixed by common consent between our two postal Administrations.

 大正十三年七月十八日東京ニ於テ千九百二十四年五月五日新嘉坡ニ於テ二通ヲ作成シ之ニ署名ス
 Done in duplicate, and signed at Tokio on the 18th day of the 7th month of the 13th year of Taisho and at Singapore on the fifth day of May 1924.

ARTICLE 1. 
 The Department of Communications of the Empire of Japan and the Post Office of the Straits Settlements agree upon the following amendments to be introduced to the Detailed Regulations for the Execution of the Parcel Post Agreement of the 11th day of the 7th month of the 41st year of Meiji and the 20th May 1909, which were amended by virtue of the Additional Articles of the 18th day of the 7th month of the 13th year of Taisho and the fifth day of May 1924.

(一) 第三條ヲ左ノ如ク改ム
(1) Substitute for Article 3 the following:-

 日本帝國ニ於テ海峽殖民地ニ宛テ差出ス小包ハ長一「メートル」五「センチメートル」、長及横周ヲ合シー「メートル」八十「センチメートル」ヲ超過スヘカラス又海峽殖民地ニ於テ日本帝國ニ宛テ差出ス小包ハ長英尺三呎六吋、長及横周ヲ合シ六呎ヲ超過スヘカラス
 Parcels posted in the Empire of Japan for the Straits Settlements must not exceed 1 metre 5 centimetres in length, or 1 metre 80 centimetres in length and girth combined; and parcels posted in the Straits Settlements for the Empire of Japan must not exceed 3 feet 6 inches English in length, or 6 feet in length and girth combined.

(二) 第十一條第一項ヲ左ノ如ク改ム
(2) In Article 11, substitute for paragraph 1 the following:-

 禁制品包有ノ爲差出國ニ返送スル小包ニ付同一ノ手績ヲ爲ス
 The same procedure is followed in the case of returning parcels to the country of origin on account of containing prohibited articles.

第二條
 本追加條款ハ兩締約國郵政長官間ノ協議ニ依り定ムル日ヨリ施行セラルヘシ
ARTICLE 2. 
 These additional Articles shall come into operation of the day to be fixed by common consent between the Chiefs of the Postal Administrations of the two contracting countries. 

 昭和二年十二月八日東京ニ於テ及千九百二十七年五月七日「クァラ、ラムパー」ニ於テ二通ヲ作成シ之ニ署名ス
 Done in duplicate and signed at Tokio on the 8th day of the 12th month of the 2nd year of Showa and at Kuala Lumpur on the seventh day of May 1927.
