EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES CONCERNING RECIPROCAL WAIVING OF PASSPORT VISA FEES
日本国特命全権大使からフィリピン共和国外務大臣にあてた書簡
December 6, 1961
書簡をもつて啓上いたします。本使は非移民旅券査証料の廃止に関する本大使館と外務省との間の意見の交換に関し、両政府が、交換公文により、それぞれ、日本国の関係法令に基づいて六十日をこえない期間業務若しくは観光又はその両方の目的で日本国の領域を訪れるフィリピン共和国市民に対し、及びフィリピンの関係法令に基づいて五十九日をこえない期間業務若しくは観光又はその両方の目的でフィリピン共和国の領域を訪れる日本国民に対し、非移民旅券査証料を廃止し、又は免除することを取りきめることを提案する光栄を有します。
Excellency: With reference to the exchange of views between this Embassy and the Department of Foreign Affairs concering the abolition of non-immigrant passport visa fees, I have the honor to propose that our two Governments agree, by exchange of notes, to the reciprocal abolition or waiver of non-immigrant passport visa fees for the citizens of the Republic of the Philippines visiting the territory of Japan for business or pleasure or both for a period not exceeding sixty (60) days under relevant Japanese laws and regulations and for the nationals of Japan visiting the territory of the Republic of the Philippines for business or pleasure or both for a period not exceeding fifty-nine (59) days under relevant Philippine laws and regulations.
本使は、さらに、この取極が、千九百六十二年二月一日に効力を生じ、かつ、相互の協議によつて変更され、又は終了されない限り効力を存続することを提案する光栄を有します。
I further propose that this agreement be made effective as of February 1, 1962, and that it remain in force unless altered or terminated as a result of mutual consultation.
本使は、フィリピン共和国政府が前記の提案を受諾される用意があるときは、この書簡及びこの書簡に対する閣下の確認の返簡がこの事項について両政府間で到達した合意を構成し、かつ、その証拠となるものと認めることを提案する光栄を有します。
If the Government of the Republic of the Philippines is prepared to accept the foregoing proposal, I have the honor to suggest that this note and Your Excellency's confirmatory reply thereto should be deemed to constitute and evidence the agreement reached between our two Governments in this matter.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

書簡をもつて啓上いたします。本大臣は、千九百六十一年十二月六日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency: I have the honor to acknowledge the receipt of your Excellency's Note of December 6, 1961, which reads as follows:
本使は非移民旅券査証料の廃止に関する本大使館と外務省との間の意見の交換に関し、両政府が、交換公文により、それぞれ、日本国の関係法令に基づいて六十日をこえない期間業務若しくは観光又はその両方の目的で日本国の領域を訪れるフィリピン共和国市民に対し、及びフィリピンの関係法令に基づいて五十九日をこえない期間業務若しくは観光又はその両方の目的でフィリピン共和国の領域を訪れる日本国民に対し、非移民旅券査証料を廃止し、又は免除することを取りきめることを提案する光栄を有します。

本大臣は、前記の閣下の書簡に述べられた提案がフィリピン共和国政府にとつて受諾しうるものであること並びに閣下の書簡及びこの返簡がこの事項について両政府間で到達した合意を構成し、かつ、その証拠となるものと認めることにフィリピン共和国政府が同意することを閣下に通報いたします。
I am pleased to inform your Excellency that the proposal set forth in your above-quoted note is acceptable to my Government and that my Government agrees that your note together with this reply should be deemed to constitute and evidence the agreement reached between our two Governments in this matter.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。
