EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF PAKISTAN CONCERNING RECIPROCAL WAIVING OF PASSPORT VISAS AND PASSPORT VISA FEES
日本国特命全権大使からパキスタン外務大臣にあてた書簡
Karachi, November 25, 1960
書簡をもつて啓上いたします。本使は、日本国民及びパキスタン国民に対する査証要件の免除に関し、次のことが日本国政府の了解である旨を申し述べる光栄を有します。
Excellency,With reference to the exemption of visa requirements for the nationals of Japan and Pakistan, I have the honour to state that the following is the understanding of the Government of Japan:
1 有効な旅券を所持し、かつ、それぞれパキスタン及び日本国において継続して三箇月をこえる期間滞在し又は職業、生業その他の報酬を受ける活動に従事する意図を有しない日本国民及びパキスタン国民は、旅券に領事査証を取りつけることなく、いずれの国からも、相手国に入国することができる。
1. The nationals of Japan and Pakistan, whatever country that may be coming from, if they are in possession of a valid passport and have no intention either to stay for a period exceeding three consecutive months or to engage in employment, occupation or any other remunerative activity in Pakistan and Japan respctively, shall be permitted to enter the respective countries without obtaining any consular visa to their passports.
2 それぞれパキスタン及び日本国において継続して三箇月をこえる期間滞在し又は職業、生業その他の報酬を受ける活動に従事する意図を有する日本国民及びパキスタン国民は、相手国に到着する前に領事査証を取得しなければならない。これらの査証は、無料で与えられるものとする。
2. The nationals of Japan and Pakistan who have intention either to stay for a period exceeding three consecutive months or to engage in employment, occupation or any other remunerative activity in Pakistan and Japan respectively, shall have to obtain consular visa before their arrival in the respective countries. These visas shall be obtained free of charge.
3 前記の査証要件の免除は、それぞれパキスタン及び日本国に入国する日本国民及びパキスタン国民が、外国人の入国、滞在、出国その他の管理に関するパキスタン及び日本国の法令を遵守すべきことを免除するものではない。
3. It is understood that the waiver of the visa requirements does not exempt the nationals of Japan and Pakistan coming to Pakistan and Japan respectively from the necessity of complying with the Pakistan and Japanese laws and regulations concerning the entry, residence, exit and other controls of aliens.
4 各政府は、好ましくないと認める相手国民に対し、自国に入国し及び滞在することを拒否する権利を留保する。
4. Each Government reserve the right to refuse the entry into and residence in their country of nationals of the other country considered undesirable.
5 この取極は、千九百六十一年一月一日に効力を生ずる。
5. The present Agreement shall be effective on and after January 1, 1961.
6 いずれの一方の政府も、公序上の理由によつて、この協定を一時的に中止することができる。この中止は、直ちに外交上の経路を通じて他方の政府に通告しなければならない。
6. Either Government may suspend the present Agreement temporarily for reasons of public order, and the suspension must be notified to the other Government immediately through the diplomatic channel.
7 いずれの一方の政府も、文書による一箇月の予告をもつてこの協定を廃棄することができる。
7. Either Government may denounce the present Agreement by giving to the other one month written notice.
本使は、前記のことがパキスタン政府の了解でもあることをパキスタン政府に代わつて確認されることを閣下に要請する光栄を有します。
I have further the honour to request Your Excellency to be good enough to confirm on behalf of your Government that this is also the understanding of the Government of Pakistan.

書簡をもつて啓上いたします。本大臣は、千九百六十年十一月二十五日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency.I have the honour to acknowledge receipt of Your Excellency's Note of November 25, 1960, which reads as follows:
本使は、日本国民及びパキスタン国民に対する査証要件の免除に関し、次のことが日本国政府の了解である旨を申し述べる光栄を有します。
With reference to the exemption of visa requirements for the nationals of Japan and Pakistan, I have the honour to state that the following is the understanding of the Government of Japan:
1 有効な旅券を所持し、かつ、それぞれパキスタン及び日本国において継続して三箇月をこえる期間滞在し又は職業、生業その他の報酬を受ける活動に従事する意図を有しない日本国民及びパキスタン国民は、旅券に領事査証を取りつけることなく、いずれの国からも、相手国に入国することができる。
1. The nationals of Japan and Pakistan, whatever country that may be coming from, if they are in possession of a valid passport and have no intention either to stay for a period exceeding three consecutive months or to engage in employment, occupation or any other remunerative activity in Pakistan and Japan respectively, shall be permitted to enter the respctive countries without obtaining any consular visa to their passports.
