EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE KINGDOM OF THE NETHERLANDS CONSTITUTING ARRANGEMENT CONCERNING RECIPROCAL WAIVING OF PASSPORT VISAS AND PASSPORT FEES

書簡をもつて啓上いたします。本使は、オランダ国民及び日本国民に対する査証免除に関し、次のことがオランダ政府の了解であることを申し述べる光栄を有します。
Monsieur le Ministre, With reference to the exemption of visa requirements for the nationals of The Netherlands and Japan, I have the honour to state that the following is the understanding of the Government of The Netherlands:
1 日本国民及びオランダ国民は、自国が発給した有効な旅券を所持し、かつ、その滞在期間が継続して三箇月をこえないことを条件として、事前に査証を取得することを必要とすることなく、いずれの場所からも、オランダ(ヨーロッパにおける領域)及び日本国にそれぞれ自由に旅行することができる。
1. Japanese and Netherlands nationals shall be free to travel from any place whatever to The Netherlands (territory in Europe) and Japan respectively without the necessity of obtaining a visa in advance, provided that they are furnished with valid passports issued by the country of which they are nationals and provided that the duration of their stay shall not exceed a period of three consecutive months.
2 前記の査証手続の免除は、日本国民及びオランダ国民が相手国の外国人に関する法令を遵守すべきことを免除するものではない。各政府は、好ましくないと認める国民に対し、自国の領域に入国し及び滞在することを拒否する権利を留保する。
2. It is understood that the waiver of the visa requirement does not exempt Japanese and Netherlands nationals from the necessity of complying with the Netherlands and Japanese laws and regulations on aliens. Either Government reserves the right to refuse entry into and residence in its territory to nationals considered undesirable.
3 三箇月をこえる期間の滞在又は職業もしくは生業に従事することを目的としてそれぞれ相手国に旅行する日本国民及びオランダ国民は、この取極の1による利益を享受することができない。ただし、それらの国民に対する査証は、無料で与えられるものとする。
3. Japanese and Netherlands nationals travelling to The Netherlands and Japan respectively with the intention of staying there for a period exceeding three months, or seeking employment or occupation shall not benefit by the provision sub 1 of this Arrangement. However, the visa for them shall be obtained free of charge.
4 この取極は、オランダにおいて憲法上必要とされる承認が得られた後、日本国政府がオランダ政府からその旨の通告を受領した十日後に効力を生ずる。
4. After the approval constitutionally required in The Netherlands has been obtained, the present Arrangement shall enter into force on the date ten days after receipt by the Japanese Government of a relevant notification from the Netherlands Government.
5 各政府は、この取極を終了させる希望を文書により相手国政府にいつでも通告することができる。この取極は、その通告の日の後一箇月で終了する。
5. Either Party may at any time give to the other Party written notice of its desire to terminate the Arrangement. The Arrangement shall be terminated one month after the date of such notice.
本使は、前記のことが日本国政府の了解でもあることを閣下が日本国政府に代つて確認されることを要請する光栄を有します。

書簡をもつて啓上いたします。本大臣は、本日付の閣下の次の書簡を受領したことを確認するの光栄を有します。
Monsieur l'Ambassadeur, I have the honour to acknowledge receipt of Your Excellency's Note of to-day's date, which reads as follows:
本使は、オランダ国民及び日本国民に対する査証免除に関し、次のことがオランダ政府の了解であることを申し述べる光栄を有します。
"With reference to the exemption of visa requirements for the nationals of The Netherlands and Japan, I have the honour to state that the following is the under-standing of the Government of The Netherlands:
1 日本国及びオランダ国民は、自国が発給した有効な旅券を所持し、かつ、その滞在期間が継続して三箇月をこえないことを条件として、事前に査証を取得することを必要とすることなく、いずれの場所からも、オランダ(ヨーロッパにおける領域)及び日本国にそれぞれ自由に旅行することがでぎる。

書簡をもつて啓上いたします。本使は、日本国民及びオランダ国民に対する査証免除に関する閣下の前任者と本使との間の千九百五十六年五月十六日付の交換公文に関し、次のことがさらに本件についてのオランダ政府の了解であることを申し述べる光栄を有します。
Monsieur le Ministre, With reference to the exchange of notes on May 16th, 1956, between Your Excellency's predecessor and myself concerning the exemption of visa requirements for the nationals of Japan and The Netherlands, I have the honour to state that the following is the further understanding of the Government of The Netherlands in this matter:
1 自国が発給した有効な外交旅券又は公用旅券を所持する日本国民及びオランダ国民は、それぞれオランダ及び日本国における滞在期間のいかんを問わず、査証を取得することを必要とすることなく、いずれの場所からも、オランダ(ヨーロッパにおける領域)及び日本国にそれぞれ自由に旅行することができる。
1. Japanese and Netherlands nationals holding valid diplomatic, official or service passports issued by the country of which they are nationals shall be free to travel from any place whatever to The Netherlands (territory in Europe) and Japan respectively without the necessity of obtaining a visa irrespective of the duration of stay in The Netherlands and Japan respectively.
2 各政府は、この取極を終了させる希望を文書により相手国政府にいつでも通告することができる。この取極は、その通告の日の後一箇月で終了する。
2. Either Party may at any time give to the other Party written notice of its desire to terminate the present Arrangement. The present Arrangement shall be terminated one month after the date of such notice.

本使は、日本国民及びオランダ国民に対する査証免除に関する閣下の前任者と本使との間の千九百五十六年五月十六日付の交換公文に関し、次のことがさらに本件についてのオランダ政府の了解であることを申し述べる光栄を有します。
