EXCHANGE OF NOTES AMENDING THE AGREEMENT BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERN MENT OF CANADA CONCERNING RECIPROCAL WAIVING OF PASSPORT VISA FEES
外務大臣からカナダ特命全権大使にあてた書簡
Tokyo, November 8, l960.
書簡をもつて啓上いたします。本大臣は、千九百五十五年六月十三日にオタワで交換された査証料の相互免除に関する両政府間の取極を構成するカナダ駐在日本国大使の書簡E―二五二号(以下「日本側書簡」という。)及びカナダ外務大臣の書簡C－二六号(以下「カナダ側書簡」という。)に言及するとともに、同取極に定める条件を次のように改正することを提案する光栄を有します。
Excellency, I have the honour to refer to the Note No. E 252 of the Ambassador of Japan to Canada (hereinafter referred to as "the Japanese Note") and the Note No. C 26 of the Secretary of State for External Affairs of Canada (hereinafter referred to as "the Canadian Note") which were exchanged on June 13, 1955 in Ottawa and which constituted an agreement between the two Governments respecting the waiving on a reciprocal basis of visa fees and to propose the following amendment to the terms set forth therein:
(1) 日本側書簡(1)及びカナダ側書簡(2)中「日本国に駐在するカナダの権限のある外交当局又は領事当局から」を削り、「いずれの領域に駐在するカナダの権限のある外交当局又は領事当局からも」と置き換える。
(1) The phrase "from the competent Canadian dip1omatic or consuler authorities in Japan" in clause (1) of the Japanese Note and in clause (2) of the Canadian Note shall be deleted and substituted by the phrase "from the compent Canadian diplomatic or consular authorities in any territory."
(2) 日本側書簡(2)及びカナダ側書簡(1)中「カナダに駐在する日本国の権限のある外交当局又は領事当局から」を削り、「いずれの領域に駐在する日本国の権限のある外交当局又は領事当局からも」と置き換える。
(2) The phrase "from the competent Japanese diplomatic or consular authorities in Canada" in clause (2) of the Japanese Note and in clause (1) of the Canadian Note shall be deleted and substituted by the phrase "from the competent Japanese diplomatic or consular authorities in any territory."
本大臣は、さらに、この提案がカナダ政府にとつて受諾されるものであるならば、この書簡及びカナダ政府に代わつてこの提案を受諾される閣下の返簡が前記の取極を改正する両政府間の合意を構成するものとみなされ、その改正は千九百六十年十二月七日に効力を生ずることとなることを提案する光栄を有します。
If this proposal is acceptable to the Government of Canada, I have further the honour to suggest that this Note and Your Excellency's reply accepting this proposal on behalf of the Government of Canada should be regarded as constituting an agreement between the two Governments to amend the aforementioned agreement and that such amendment should take effect on December 7, 1960.

書簡をもつて啓上いたします。本使は、千九百六十年十一月八日付けの閣下の次のとおりの書簡を受領したことを確認する光栄を有します。
Excellecny, I have the honour to acknowledge receipt of Your Excel lency's Note dated November 8, 1960, which reads as follows:
本大臣は、千九百五十五年六月十三日にオタワで交換された査証料の相互免除に関する両政府間の取極を構成するカナダ駐在日本国大使の書簡E－二五二号(以下「日本側書簡」という。)及びカナダ外務大臣の書簡C―二六号(以下「カナダ側書簡」という。)に言及するとともに、同取極に定める条件を次のように改正することを提案する光栄を有します。

I have further the honour to inform Your Excellency, on behalf of the Government of Canada, that the proposal contained in Your Excellency's Note is acceptable to the Government of Canada and to agree that Your Excellency's Note and this reply should be regarded as constituting an agreement between the two Governments to amend the aforementioned agreement and that such amendment should take effect on December 7, 1960.
