EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF THE ARGENTINE REPUBLIC CONCERNING RECIPROCAL WAIVING OF PASSPORT VISAS

Tokyo, December 20,1961
書簡をもつて啓上いたします。本大臣は、日本国民及びアルゼンティン共和国国民に対する査証免除に関する最近の討議に関し、両政府の代表者の間で到達したこの書簡に添附する附属書に記された合意を日本国政府に代わつて確認する光栄を有します。
Excellency:With reference to the recent discussions concerning the exemption of visa requirements for the nationals of Japan and the Argentine Republic, I have the honour to confirm, on behalf of the Government of Japan. the agreement reached between the representatives of the two Governments which is set out in the Annex attached hereto.
本大臣は、閣下がアルゼンティン共和国政府に代わつて附属書に記された合意を確認されれば幸いであります。
I should be grateful if Your Excellency would confirm, on behalf of the Government of the Argentine Republic, the agreement set out in the Annex.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

旅券査証の相互免除に関する日本国政府とアルゼンティン共和国政府との間の合意
Agreement between the Government of Japan and the Government of the Argentine Republic concerning Reciprocal Waiving of Passport Visas
1 有効な日本国旅券を所持し、かつ、継続して三箇月をこえる期間アルゼンティンに滞在する意図を有しない日本国民は、その居住地のいかんを間わず、旅券にアルゼンティンの領事査証を取り付けることなくアルゼンティンにおもむくことができる。
1. The nationals of Japan, wherever they reside, who are in possession of valid Japanese passports and have no intention to stay for a period exceeding three consecutive months in Argentina may travel to Argentina without obtaining any Argentine consular visa to their passports.
2 有効なアルゼンティン旅券を所持し、かつ、継続して三箇月をこえる期間日本国に滞在する意図を有しないアルゼンティン共和国国民は、その居住地のいかんを問わず、旅券に日本国の領事査証を取り付けることなく日本国におもむくことができる。
2. The nationals of the Argentine Republic, wherever they reside, who are in possession of valid Argentine passports and have no intention to stay for a period exceeding three consecutive months in Japan may travel to Japan without obtaining any Japanese consular visa to their passports.
3 それぞれアルゼンティン及び日本国において継続して三箇月をこえる期間滞在し又は生業、職業若しくは利得及び報酬を得るためのその他の活動に従事する意図を有する日本国民及びアルゼンティン共和国国民は、それぞれの国への旅行前にアルゼンティン及び日本国の領事当局より領事査証を取得しなければならない。
3. The nationals of Japan and the Argentine Republic who intend either to stay for a period exceeding three consecutive months or to exercise employment, occupation, or other lucrative and remunerative activities in Argentina and Japan respectively shall have to obtain consular visa before their travel to the respective countries from the Argentine and Japanese consular authorities.
4 各政府は、好ましくないと認める相手国民に対し、自国に入国し及び滞在することを拒否する権利を留保する。
4. Each Government reserve the right to refuse the entry into and residence in their country of nationals of the other country considered undesirable.
5 前記の査証免除は、それぞれアルゼンティン及び日本国に入国する日本国民及びアルゼンティン共和国国民が、外国人の入国(入国者の分類を含む。)、滞在、出国その他の管理に関するアルゼンティン及び日本国の法令を遵守すべきことを免除するものではない。
5. It is understood that the waiver of the visa requirements does not exempt the nationals of Japan and the Argentine Republic coming to Argentina and Japan respective1y from the necessity of complying with the Argentine and Japanese laws and regulations concerning the entry (including the classification of entrants), residence, exit and other controls of aliens.
6 いずれの一方の政府も、公序上の理由によつて、この合意を一時的に停止することができる。この停止は、直ちに外交上の経路を通じて他方の政府に通告しなければならない。
6. Either Government may suspend the present agreement temporarily for reasons of public order. and the suspension must be notified to the other Government immediately through the diplomatic channel.
7 この合意は、千九百六十二年一月一日に効力を生ずる。いずれの一方の政府も、文書による一箇月の予告をもつてこの合意を廃棄する権利を留保する。
7. The present agreement shall be effective on and after January 1, 1962. Either Governmnet reserve the right to denounce the agreement by giving to the other one month written notice.

本大臣は、日本国民及びアルゼンティン共和国国民に対する査証免除に関する最近の討議に関し、両政府の代表者の間で到達したこの書簡に添附する附属書に記された合意を日本国政府に代わつて確認する光栄を有します。
