債務救済措置に関する取極の修正に関する日本国政府とエジプト・アラブ共和国政府との間の交換公文

(Egyptian Note)

　Cairo, March 30, 1997

　書簡をもって啓上いたします。本官は、エジプト・アラブ共和国が直面する経済上の及び財政上の深刻な諸困難にかんがみエジプトの債務について例外的に実施されたエジプトの債務についての債務救済措置に関する千九百九十二年六月三十日付けのエジプト・アラブ共和国政府と日本国政府との間の交換公文(千九百九十三年四月十四日付け及び千九百九十四年六月二十八日付けの交換公文による修正を含む。)に言及する光栄を有します。
本官は、更に、エジプト・アラブ共和国政府と日本国政府の代表者との間で最近到達した次の了解をエジプト・アラブ共和国政府に代わって確認する光栄を有します。

　Excellency,
I have the honour to refer to the Exchange of Notes between the Government of the Arab Republic of Egypt and the Government of Japan, dated June 30, 1992, concerning a debt relief measure with respect to Egyptian debts which was exceptionally implemented in view of the serious economic and financial difficulties faced by the Arab Republic of Egypt, as amended by the Exchange of Notes dated April 14, 1993 and dated June 28, 1994.

1　前記の交換公文のIの5(4)(a)(ii)中「千九百九十四年六月三十日」を「千九百九十六年十月十一日」に改める。

1. (a)(ii) of sub-paragraph (4) of paragraph 5 of part I of the said Exchange of Notes shall be amended as follows:
The term "June 30, 1994" is deleted and replaced by the term "October 11, 1996".

2　前記の交換公文のIの5(4)(b)(ii)を次のように改める。

2. (b)(ii) of sub-paragraph (4) of paragraph 5 of part I of the said Exchange of Notes shall be deleted and replaced by the following:

　(ii)　繰延債務Iに対して千九百九十四年七月一日から千九百九十六年十月十日までの間(両期日を含む。)に適用される利子率は、年五・一七六三パーセントとし、千九百九十六年十月十一日以後に適用される利子率は、年三・三四八七パーセントとする。

　"(ii)  The rate of interest on the Rescheduled Debts I, applied between July 1, 1994 and October 10, 1996, both dates inclusive, will be five point one seven six three per cent (5.1763%) per annum and the rate of interest, applied on or after October 11, 1996, will be three point three four eight seven per cent (3.3487%) per annum."

3　前記の交換公文のIの5(4)(b)(iii)を次のように改める。

3. (b)(iii) of sub-paragraph (4) of paragraph 5 of part I of the said Exchange of Notes shall be deleted and replaced by the following:

　(iii)　千九百九十四年七月一日から千九百九十六年十月十日までの間(両期日を含む。)に生ずる繰延債務Iの利子の五十パーセント(その額は、百二十三億千四百七十五万八千四百三十円(一二、三一四、七五八、四三〇円)になる。)は、二千五年一月一日に始まる三十四回の均等半年賦払によって支払われ、千九百九十六年十月十一日から二千六年六月三十日までの間(両期日を含む。)に生ずる繰延債務Iの利子の五十パーセント(その額は、三百三十九億五千二百五万三千九百四十四円(三三、九五二、〇五三、九四四円)になる。)は、二千七年一月一日に始まる四十回の均等半年賦払によって支払われる。これらの額に対しては、利子は課されない。

　"(iii)  Fifty per cent (50%) of the amount of the interest on the Rescheduled Debts I, accruing during the period between July 1, 1994 and October 10, 1996, both dates inclusive, the amount of which will be twelve billion three hundred fourteen million seven hundred fifty- eight thousand four hundred and thirty yen (12,314,758,430), will be paid in thirty-four (34) equal semi-annual installments beginning on January 1, 2005, and fifty per cent (50%) of the amount of the interest on the Rescheduled Debts I, accruing during the period between October 11, 1996 and June 30, 2006, both dates inclusive, the amount of which will be thirty- three billion nine hundred fifty-two million fifty-three thousand nine hundred and forty-four yen (33,952,053,944), will be paid in forty (40) equal semi-annual installments beginning on January 1, 2007.  No interest will be charged on these amounts."

4　前記の交換公文のIIの5(4)(b)(ii)を次のように改める。

4. (b)(ii) of sub-paragraph (4) of paragraph 5 of part II of the said Exchange of Notes shall be deleted and replaced by the following:

　(ii)　繰延債務IIに対して千九百九十四年七月一日から千九百九十六年十月十日までの間(両期日を含む。)に適用される利子率は、年六・一三九〇パーセントとし、千九百九十六年十月十一日以後に適用される利子率は、年三・三九七八パーセントとする。

　"(ii)  The rate of interest on the Rescheduled Debts II, applied between July 1, 1994 and October 10, 1996, both dates inclusive, will be six point one three nine nought per cent (6.1390%) per annum and the rate of interest, applied on or after October 11, 1996, will be three point three nine seven eight per cent (3.3978%) per annum."

5　前記の交換公文のIIの5(4)(b)(iii)を次のように改める。

5. (b)(iii) of sub-paragraph (4) of paragraph 5 of part II of the said Exchange of Notes shall be deleted and replaced by the following:

　(iii)　千九百九十四年七月一日から千九百九十六年十月十日までの間(両期日を含む。)に生ずる繰延債務IIの利子の五十パーセント(その額は、五千八万四千九百十七円(五〇、〇八四、九一七円)になる。)は、二千五年一月一日に支払われ、千九百九十六年十月十一日から二千六年六月三十日までの間 (両期日を含む。)に生ずる繰延債務IIの利子の五十パーセント(その額は、一億千八百十三万八千二百三十四円(一一八、一三八、二三四円)になる。)は、二千七年一月一日に始まる六回の均等半年賦払によって支払われる。これらの額に対しては、利子は課されない。

　"(iii)  Fifty per cent (50%) of the amount of the interest on the Rescheduled Debts II, accruing during the period between July 1, 1994 and October 10, 1996, both dates inclusive, the amount of which will be fifty million eighty- four thousand nine hundred and seventeen yen (50,084,917), will be paid on January 1, 2005, and fifty per cent (50%) of the amount of the interest on the Rescheduled Debts II, accruing during the period between October 11, 1996 and June 30, 2006, both dates inclusive, the amount of which will be one hundred eighteen million one hundred thirty-eight thousand two hundred and thirty-four yen (118,138,234), will be paid in six (6) equal semi-annual installments beginning on January 1, 2007.  No interest will be charged on these amounts."

6　前記の交換公文のIIIの3(2)(c)(ii)中「千九百九十四年七月一日」を「千九百九十六年十月十一日」に改める。

6. (c)(ii) of sub-paragraph (2) of paragraph 3 of part III of the said Exchange of Notes shall be amended as follows:
The term "July 1, 1994" is deleted and replaced by the term "October 11, 1996".
