書簡をもって啓上いたします。本使は、千九百八十五年七月三十一日に東京で署名された原子力の平和的利用における協力のための日本国政府と中華人民共和国政府との間の協定(以下「協定」という。)第三条、(g)第九条及び附属書Bに言及する光栄を有します。
Excellency,I have the honour to refer to sub-paragraph (g) of Article III, Article IX, and Annex B of the Agreement between the Government of Japan and the Government of the People's Republic of China for Cooperation in the Peaceful Uses of Nuclear Energy, signed on July 31, 1985 at Tokyo (hereinafter referred to as "the Agreement").
本使は、更に、協定第三条(g)の規定に基づき、協定第二条に規定する協力を高温ガス炉の設計、建設及び運転並びに安全上の問題の分野において行うことを日本国政府に代わって提案する光栄を有します。
Pursuant to sub-paragraph (g) of Article III of the Agreement, I have further the honour to propose, on behalf of the Government of Japan, that the cooperation mentioned in Article II of the Agreement may be carried out in the field of design, construction, operation and safety problems of high temperature gas-cooled reactors.
本使は、更に、協定第九条の規定に基づき、協定附属書Bを次のように修正することを日本国政府に代わって提案する光栄を有します。
Pursuant to Article IX of the Agreement, I have further the honour to propose, on behalf of the Government of Japan, that Annex B of the Agreement be modified as follows:
1 協定附属書BのA部7の次に、「8一次冷却材ポンプ1に定義された原子炉の一次冷却材を循環させるために特に設計され又は製作されたポンプ」を挿入する。
"1. After paragraph 7 of Part A of Annex B of the Agreement, "8. Primary coolant pumps: Pumps especially designed or prepared for circulating the primary coolant for a nuclear reactor as defined in paragraph 1 above." shall be inserted.
2 協定附属書BのB部のすべての項の番号をそれに応じて改める。
2. All the subsequent paragraphs of Part B of Annex B of the Agreement shall be renumbered accordingly."
本使は、更に、この書簡及び中華人民共和国政府に代わって前記の提案を受諾したことを確認する閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that the present Note and Your Excellency's Note in reply confirming acceptance of the foregoing proposals on behalf of the Government of the People's Republic of China shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.

本大臣は、更に、中華人民共和国政府に代わって前記の提案を受諾したことを確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずるものとすることに同意する光栄を有します。
I have further the honour to confirm the acceptance of the foregoing proposals on behalf of the Government of the People's Republic of China and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.

Excellency,With reference to the Exchange of Notes dated today concerning the Agreement between the Government of Japan and the Government of the People's Republic of China for Cooperation in the Peaceful Uses of Nuclear Energy, signed on July 31, 1985 at Tokyo, I have the honour to propose, on behalf of the Government of Japan, that in case there is any divergence of interpretation of the said Exchange of Notes which is done in the Japanese, Chinese and English languages, the English text shall prevail.
