日本国大使館は、アンドラ公国大使館に敬意を表するとともに、日本国政府が、日本国とアンドラ公国との間の旅行並びに文化及び通商に関する関係を促進するため、日本国に入国することを希望するアンドラ国民に対する査証の免除に関し、千九百九十六年十一月十一日から相互主義に基づき次の措置をとる用意を有することを同大使館に通報する光栄を有する。
The Embassy of Japan presents its compliments to the Embassy of the Principality of Andorra and has the honour to inform the latter that the Government of Japan, with a view to facilitating travel as well as cultural and commercial relations between Japan and Andorra, is prepared to take on a reciprocal basis the following measures from November 11, 1996 concerning the waiving of visas for Andorran nationals wishing to enter Japan:
1 有効なアンドラ旅券を所持するアンドラ国民であって、継続して九十日を超えない期間滞在する意図をもって日本国に入国することを希望するものは、査証を取得することなく、日本国に入国することができる。
1. Andorran nationals in possession of a valid Andorran passport who wish to enter Japan with the intention of staying there for a period not exceeding ninety consecutive days may enter Japan without obtaining a visa.
2 1の規定に基づく査証の要件の免除は、アンドラ国民であつて、就職し、永住し、自由職業若しくは他の生業を営み、報酬を得る目的で芸能(スポーツを含む。)に従事し、又は継続して九十日を越える期間滞在する意図をもって日本国に入国することを希望するものについては、適用しない。
2. The waiver of the visa requirement under paragraph 1 above shall not apply to Andorran nationals who desire to enter Japan with the intention of seeking employment or permanent residence, of exercising a profession or other occupation or of engaging in public entertainment (including sport) for remunerative purposes or with the intention of staying there for a period exceeding ninety consecutive days.
3 1の規定に基づく査証の要件の免除は、日本国に入国するアンドラ国民に対し、外国人の入国、滞在、居住、出国その他の事項に関する日本国の法令に服することを免除するものではない。
3. The waiver of the visa requirement under paragraph 1 above does not exempt Andorran nationals entering Japan from the necessity of complying with the Japanese laws and regulations concerning the entry, stay, residence, exit and other matters relating to aliens.
4 日本国政府は、好ましくないと認めるすべての渡航者に対し、自国の領域に入国し滞在することを拒否する権利を留保する。
4. The Government of Japan reserves the right to refuse entry into or stay in its territory to all of those who are considered undesirable.
5 日本国政府は、公安、秩序、衛生等公の政策上の理由により前記の諸措置の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止については、外交上の経路を通じて直ちにアンドラ公国政府に通告する。
5. The Government of Japan reserves the right to temporarily suspend the application of all or any part of the foregoing provisions for reason of public policy including those relating to public security, order and health. Any such suspension shall be notified immediately to the Government of the Principality of Andorra through diplomatic channels.
6 日本国政府は、書面による一箇月の予告をもって、前記の諸措置を終了することができる。
6. The Government of Japan may terminate the foregoing by giving one month's written notice.
日本国大使館は、以上を申し進めるに際し、ここに重ねてアンドラ公国大使館に向かって敬意を表する。
The Embassy of Japan avails itself of this opportunity to renew to the Embassy of the Principality of Andorra the assurance of its highest consideration.

The Embassy of the Principality of Andorra presents its compliments to the Embassy of Japan and has the honour to acknowledge receipt of its Note Verbale dated September 11th, 1996, which reads as follows:

アンドラ公国大使館は、アンドラ公国政府が日本国政府によってとられた前記の諸措置を歓迎することを通報する光栄を有する。
The Embassy of the Principality of Andorra has the honour to inform that the Government of the Principality of Andorra welcomes the above-mentioned measures taken by the Government of Japan.
アンドラ公国大使館は、有効な旅券を所持する日本国民が、観光を目的として又は報酬を得ることを目的としないで最大九十日の期間アンドラ公国に滞在することができることを日本国大使館に対し確認するとともに、以上を申し進めるに際し、ここに重ねて日本国大使館に向かって敬意を表する。
The Embassy of the Principality of Andorra is pleased to confirm to the Embassy of Japan that Japanese nationals with valid passports can stay in Andorra for touristic and nonlucrative ends during a maximum period of ninety days and avails itself of this opportunity to renew to the Embassy of Japan the assurance of its highest consideration.
